Diffusion, Reinforcement, Geopolitics, And The Spread Of War, Benjamin A. Most, Harvey Starr

The discussion reports the results of an examination of the possible diffusion of new war participations during the 1946-65 era. A theoretical argument is developed to yield more precise expectations about when, where, why, and how diffusion processs might operate. Four diffusion-related processes (positive spatial diffusion, positive reinforcement, negative spatial diffusion, and negative reinforcement) are discussed and analyzed. A series of simple turnover tables and a focus on nations' borders are used to go beyond the authors' previous stochastic modeling efforts. The results provide strong evidence that is consistent with both the authors' theoretical argument and the general war diffusion …

This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.

The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

So much has been done in the name of nuclear deterrence, so much destructive power built by ourselves and the Russians that it may seem rather late in the day, not to say absurd, to wonder whether or not mutual deterrence really occurs and ask what evidence can be adduced to prove it. Yet such a question may be essential to an understanding of international nuclear politics. The problems thus posed are difficult, however, and cannot be solved by direct means. This study examines the internal political scene of Israel and its affect on the overall Middle East situation. It focuses on ideology, structure, and policy within Israel as components of that scene.

The ideology of Zionism provided the justification for the creation of Israel and continues to form the basis for governmental decision making there. The thesis undertakes an examination of certain Soviet problems which upon analysis serve to support the views of publicists such as Richard Nixon, Richard Pipes, Edward Luttwak, Paul Nitze, and Eugene Rostow. These experts argue that the Soviet Union is bent on a course of world hegemony. The objective of the thesis is to determine if the Soviet leadership is under lateral pressure to expand. The market-oriented focus of the global food regime, as it functioned from the late 1940s to the early 1970s, has proved inadequate. Preoccupation with perfecting markets led food policy makers to underemphasize the need for increased production in the Third World. It also led them to exaggerated attention to short-term surplus disposal and too little concern about scarcity. The regime emerged from a context in which unilateral actions and domestic considerations prevailed. This resulted in regime pathologies in which mutually beneficial international food solutions were not reached and multilateral coordination to analyze and solve food problems was discouraged. In the previous article, Weinert challenged social workers, and other professionals in the area of social welfare, to commit themselves to greater collective political action in the interest of substantial social change. He suggested that there are many options for movement in that direction. This article briefly discusses one incremental option within the established political system, intervention within the new Congressional budgetary process. This is not an insignificant strategy. This paper explains why the leaders of conservative political parties were so successful in the aftermith of limited wars. Conservative parties are those parties whose constituency is large and small business, managers, upper income professionals, and some white collar workers and farmers, exemplified by the Republican Party in the United States, the Gaullist Party in France, the Christian Democrats in Germany and Italy, and the Conservative Party in England. This thesis attempts to analyze the problematic nature of Canada’s defence policy by utilizing general systems theory as the prime method of inquiry. While much of the existing literature on Canadian defence policy is of a singular or partial nature, there is a need for a more holistic approach to the study of defence policy.

General systems theory, being a normative theory with a scientific base, assumes a holistic approach while offering explanations in behavioural phenomena as well as indicating possible future conditions.

This thesis is a study of national security decision making in the Ford Administration. The subject for study is the Kissinger- Schlesinger controversy in the Ford Administration.
