Given the issue's importance—the Army's future as an effective 21st-century warfighting institution—Tofflerian theory attributes that are conceptually flawed should be forcefully acknowledged. With this perspective in mind, I posit that the war forms developed in War and Anti-War, specifically First and Second Wave war, are overgeneralized and distort Western warfare's historical development. As such, the war forms do not significantly further RMA theory and potentially pose a great liability. Still, these terms are becoming accepted by Army scholars because of the Tofflers' great theoretical influence.

Why do nations cooperate even as they try to destroy each other? Jeffrey Legro explores this question in the context of World War II, the "total" war that in fact wasn't. During the war, combatant states attempted to sustain agreements limiting the use of three forms of combat considered barbarous—submarine attacks against civilian ships, strategic bombing of civilian targets, and chemical warfare. Looking at how these restraints worked or failed to work between such fierce enemies as Hitler's Third Reich and Churchill's Britain, Legro offers a new understanding of the dynamics of World War II and the sources of international …

The recent discovery that an anonymously published 1620 essay was an early writing of Thomas Hobbes invites investigation of his early thinking. Hobbes relied on mostly classical sources to advance a basically conventionalist theory of law and to anticipate twentieth century analyses of the principles of rule of law such as that made famous by F. A. Hayek.

Calls for intervention were heard and answered resulting in an unprecedented deployment of troops for a humanitarian cause. Immediately thereafter, a notable surge of support for the United Nations (UN) and its role in the post-Cold War world was evident.

Tacit Cooperation Between Enemies: Two Case Studies, Kristina Handy

This research details a point of reference to understand two case studies of cooperation that developed among lower-level, or non policy-making bureaucrats during times of conflict or war. Using components of game theory, I propose that when an international conflictual relationship occurs that resembles an iterated Prisoners' Dilemma, and that meets certain conditions, tacit cooperation can emerge. Tacit cooperation consists of illicit or implied cooperation that is not sanctioned at the national policy level.

In this research I develop a framework of tacit cooperation, relying heavily upon Robert Axelrod's theory of evolutionary cooperation. With the framework in place, I then …

How can the use of "unthinkable" means of warfare be avoided? How can states successfully observe mutually desired limitations on "taboo" forms of combat? These questions are important because of concern that nuclear, chemical, and biological weapons and terrorism will spread and be used. The growing number of states--e.g., Israel, Iraq, Libya, North Korea, Ukraine--that have such means of inflicting harm increases the likelihood that any future conflict will involve a desire for restrictions. Countries may pursue restraint because popular opinion vilifies certain weapons; because leaders calculate that escalation would damage their domestic and international political support; or because states …

This article challenges the concept and, by default, the continuum shown in Figure 1 and the range of military operations in the theater strategic environment (hereafter referred to as the RMO model), which it helps define. To do so, it will address the relationship between the OOTW concept and RMO model, the concept of war underlying AirLand Battle doctrine and OOTW as a flawed concept. It further argues that the RMO model should be replaced by not one, but two new politico-military models as a doctrinal bridge. The Soldier Integrated Protective Ensemble (SIPE) Advanced Technology Demonstration (ATD) has proven to be an ambitious and farsighted project. It is based on a modular subsystem approach which paves the way toward the development of a head-to-toe integrated fighting system for the dismounted infantry soldier. This system is composed of the soldier and everything worn, consumed and carried for use in a tactical environment. Having successfully proven itself, the SIPE ATD will now transition into follow-on programs which will field and demonstrate soldier system prototypes.

During seventy days of conventional warfare between the government forces commanded by the Republic of Yemen Council President, General ’Ali ’Abdallah Salih, and the separatist southern army fighting in the name of the Yemeni Socialist Party (YSP), the government army won a military victory over the rebels and presided over the destruction of institutions and property of the former YSP-ruled People’s Democratic Republic of Yemen. Between 1853 and 1914 the kingdom of Prussia and the Church of Jesus Christ of Latter-day Saints, the Mormons, disagreed over the issue of Mormon missionaries proselyting in Prussia. In 1853 royal magistrates banished all Mormon missionaries from the kingdom for advocating emigration. A new church policy of preaching without seeking for official permission, in addition to an improved relationship between the Mormons in Utah and the United States government after the Manifesto of 1890, led to an increase in missionaries sent to Germany, including Prussia. By 1900 mormon success alarmed the Prussian Protestant clergy and a few Prussian governors …

In this article I first offer a brief historical account of European white settlement, and ultimately political dominance, in southern Africa. Next, I outline how whites, and in particular Afrikaner-dominated National Party governments after 1948, achieved almost total subjugation of South Africa’s black majority through oppressive legislation and the calculated use of force. In that regard I enumerate some of the draconian laws enacted in the post-1948 apartheid state — laws that served as an impetus for black nationalism, anger, resistance, protest and, after 1960, armed struggle to achieve liberation from white oppression. The purpose of this research was to address the contradiction between China's statements that indicate that it now feels more secure, given the changes in the international environment in the post-Cold War era, and China's efforts to rapidly modernize the People's Liberation Army. Assassination has been a constant companion of the world's societies from the beginning of recorded history. Only relatively recently have social scientists begun empirical study of these acts in an effort to reveal any commonalties and possible predictive traits. Investigation of the assassination phenomenon assumed a special urgency in America as violence seemed to escalate in the 1960s, which resulted in some notable research.

The present research collected data of presidential and non-presidential assassinations and attempts that occurred from 1969 through 1992 and compared the findings with the results of earlier studies.
