Rational Tactical Nuclear First Use In Asymmetric Dyads And The States' Calculus Of Costs In An Era Of Interdependence : A Game-Theoretical Approach, Chi Cheong Chiu

Classical nuclear deterrence theory suggests that nuclear powers could be tempted to strike first in asymmetric dyads (dyads in which only one side is a nuclear power). However, in the Ukraine war, a nuclear-armed Russia has not deployed tactical nuclear weapons on the battlefield, even at times when its military struggles on the ground with unfavorable balance. Why has Russia not used its nuclear weapons, especially after repeated threats of using them? What conditions make it rational for states to cross the nuclear threshold in asymmetric dyads? What discourages them from using nuclear weapons while possessing nuclear monopoly?

This dissertation explored the following research question: What are the public policy implications of the McGirt Supreme Court decision on federal water policy and regulations governing shared watersheds between state, tribes, and federal control? Specifically, this study examined the changing freshwater availability within Oklahoma and Montana. Oklahoma is one of the nation’s most diverse water management lands, with over 85% of its water within tribal boundaries. Eleven lakes and reservoirs in central Oklahoma provide water to the increasingly urbanized population. Political science faculty members have often used simulations to promote civic engagement and build political efficacy in students. However, the use of political simulations with community college students has not been studied as extensively as it has with their four-year counterparts. Through the interpretive phenomenological analysis (IPA) methodology, this study examined the experiences of nine political science faculty members who use simulations with community college students to understand how instructional designers might better support their civic engagement and design efforts. In recent years, social media-driven misinformation and disinformation have helped erode public trust in democratic institutions. This thesis examines how constant exposure to false online content correlates with declining confidence in democracy and evaluates the roles of platforms, influencers, and mechanisms. Using a convergent mixed-methods design, this thesis pairs a quantitative survey with a qualitative analysis of three disinformation case studies: the 2020 U.S. election and the “Stop the Steal” movement, the Rohingya crisis in Myanmar crisis, and Russian denial of wartime atrocities in their invasion against Ukraine. After the World War II, Japan has been adopting a pacifist Constitution and established the Japan Self-Defense Forces (JSDF) for narrow self-defense operations. The JSDF are restricted from having offensive military weapons. However, Japan’s pacifism and restrained security policy have been evolving recently, especially during the term of Prime Minister Shinzo Abe (2012-2020). The latest example is Japan’s plan to enable forward defense and counterstrike. This paper explores the transformation of Japan’s military through the revolution of military affairs (RMA) concept. The findings suggest evolutionary transformation of Japan’s military rather than revolutionary. The factors explored include international and domestic factors. …

Indonesia’s 2025 accession to BRICS (Brazil, Russia, India, China, and South Africa) appears at odds with the country’s long-standing bebas-aktif (“free and active”) tradition of non-alignment. This article explains the move through a layered realist approach and a purely theoretical, deductive method. First, the study integrates structural, offensive, and neoclassical realism to clarify four key mechanisms external balancing, hedging, relative gains, and status-seeking. It then maps propositions about what BRICS can offer Indonesia and tests them against existing realist scholarship on middle powers and emerging-power clubs. In the build-up to war, national governments utilize propaganda to gather public support for the war effort. In some instances, propaganda campaigns are conducted but war does not occur. This begs the question as to why war follows propaganda campaigns in some cases, but not in others. I argue that propaganda efforts that lead to war can be generally characterized through three major strategies based on a patriotic participatory social structure, a claim to moral authority, and the blending of individual concepts of the state, government and nation. Ethnicizing Europe focuses on the dynamics of interethnic violence in Europe between the two world wars. The new international system that was enshrined by the Versailles peace treaties after World War I did not bring stability to East-Central Europe. Rather, it resulted in a host of conditions like self-determination, international oversight, revolutionary political ideas, and democratic processes, which eventually gave new meaning to already established conflicts, as well as igniting new conflicts in the region. This dissertation aims to examine the impact increased consumption of digital technologies, like social media and the internet, has on the stability and autonomy of low-capacity authoritarian countries. By using Ethiopia (2015-2021) as a case study, the dissertation argues that the sudden adoption and proliferation of digital platforms serves as an exogenous shock that pushes the state into a critical juncture that unravels institutional equilibria and transforms domestic incentive structures and institutions. Quantifying Adversary Military Forces’ Susceptibility To Cognitive Attacks, Bonnie Rushing, Cole Nelson, Shouhuai Xu, Christofer “Raven” O’Keefe, Olga Karpoyan

This paper introduces a method to quantify international populations’ susceptibility to cyber cognitive attacks using press freedom and media trust metrics. We present the Cognitive Influence Calculator, a tool that estimates susceptibility (𝑆) based on Press Freedom Scores (PFS) and media trust levels. Findings show that while authoritarian regimes are harder to reach, successful cognitive attacks have greater impacts due to higher trust in state-controlled narratives. Using U.S. wargaming data and international trust metrics, we compute susceptibility scores for the U.S., Russia, China, Iran, and North Korea. This study analyzes the strengths and weaknesses of Russia’s cyber policies, strategies, and doctrines through a systematic set of attributes, leading to key insights: (i) Russia has proactively adapted its cyber policies, strategies, and doctrines to its evolving environment; (ii) Russia actively conducts cognitive warfare, but remains equally vulnerable to it; and (iii) Russia’s cyber posture faces significant challenges, including a limited technological base, shortage of skilled personnel, and restrictive approach to information control, all of which undermine the effectiveness of its strategies. These insights offer valuable implications for US Cyber Command and the Department of Defense.

The rapid development of artificial intelligence (AI), the internet of things (IoT), and digitization have pushed digital sovereignty to the top of the governance agenda in the 21st century. This notion is expanded upon in this work through seven chapters encompassing theoretical underpinnings, methodological frameworks, and real-world case studies. A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas

This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? The role played by the post-WWII expulsion of ethnic Germans from Czechoslovakia in catalyzing the 1948 Czechoslovak coup d'état has been underexplored in favor of the traditional narrative of an East-West clash between Czechoslovak democratic and communist parties backed by the United States and Soviet Union, respectively. Scholarship on the expulsion and the coup has on occasion brought up connections between the two events, albeit briefly and only as a small part of larger examinations of one of the two. What U.S. policy would deescalate cross-strait tensions, while maintaining Taiwan’s security? This article is supported by the information and perspectives received from 12, one-on-one, semi-structured interviews with a variety of thought leaders in Taiwan. The goal of this proposal is to provide policymakers in the United States with a path for protecting Taiwan, while responsibly managing the U.S.-China relationship. The paper begins with a short background of the complex policy problem facing Taiwan and a review of the current official U.S. policy of “strategic ambiguity."
