Late in the summer of 2014, tens of thousands of persecuted minorities fled a genocidal onslaught and took refuge on Mt. Sinjar in Iraq. Stranded by indiscriminate ISIS mortar fire, the group known as the Yezidi faced dehydration and exposure to extreme temperatures on the barren mountain. Ten days later the majority of the trapped Yezidi individuals had escaped through a protected corridor on the ground. This paper analyzes the international response to the Complex Emergency (CE) through network analysis as an alternative to existing civil-military frameworks. The President of the United States sets the tone for policy and has significant power in adopting and implementing policy. Despite this acknowledged power, prior studies, have not examined whether or not agency theory is predictive of voting in U.S. presidential elections. Agency theory is important in the scope of voting behavior as it identifies the relationships which support significance in practicing the activity. This correlational study examined the statistical impact of personal agency, social agency, and sociocultural agency on predictive voting behavior. This thesis is an investigation of insurgency and counterinsurgency, how actors from within and without a country combat instability and how the security apparatus, coupled with peace building measures, can attain a monopoly on violence. The thesis uses Afghanistan as a case study to carry out this investigation, covering the time period from 2002 – 2011. Ultimately the thesis provides an assessment of the nation building project in Afghanistan in light of the research into insurgency investigating why the efforts of the security actors have, ultimately, failed to attain a monopoly on violence.

Specters Of Kurdish Nationalism: Governmentality And Counterinsurgent Translation In Turkey, Nicholas S. Glastonbury

This essay examines translations of the Kurdish epic poem Mem û Zîn into Turkish, tracing the logics behind these state-sponsored translations and examining how acts of translation are also efforts to regulate, translate, and erase Kurdish subjectivities. I argue that the state instrumentalizes Mem û Zîn’s potent nationalist currency in order to disarm present and future claims of Kurdish national autonomy. Using translation as a counterinsurgent governmental tool, the state attempts to domesticate Kurdish nationalist discourses even as it reproduces them, thereby transforming Kurdish nationalism into a specter of itself. Attending to this specter, however, allows us to see how …

There is a prevailing attitude that increasing women’s economic participation leads to their empowerment, or increases their agency in influencing decision making. This is despite large data evidence to the contrary and acknowledgement by financial institutions that a link cannot be established. This thesis examines what impact labor participation has on women’s influence in their community and their political participation, how non-income related skills like advocacy increases women’s self-confidence and agency, and the role non-formal training and networks play in increasing women’s participation in decision making and political participation. This study offers an explanation of why voters repeatedly choose leaders who came to power democratically at some point but will not abandon it when they ought to. Research shows leaders will employ any and every mechanism to remain in power, from restricting liberties to turning to violence as a method of repressing dissidence yet voters continue to vote them back into power. Why? Through an examination of the current situations in Venezuela, Turkey and Russia, the thesis reveals that economic performance provides the key explanation. Time is a key component of the mediation process. The amount of time that goes into the process of peace negotiations is just as important as the agreement itself. A successful peace agreement can only be achieved when it is not being rushed. This thesis evaluates the effects of compulsory military service in South Korea on the political behavior of men from a public policy standpoint. I take an institutional point of view on conscription, in that conscription forces the military to accept individuals with minimal screening. Given the distinct set of values embodied by the military, I hypothesize that the military would need a powerful, comprehensive, and fast program of indoctrination to re-socialize civilians into military uniform, trustable enough to be entrusted with a gun or a confidential document. This thesis is a review of U.S. foreign policy in Pakistan through a realist lens. It critiques the current state of U.S. policy and recommends that the United States prioritize national security interests, particularly with regards to counterterrorism, over building Pakistani democracy and running civilian aid programs. It then further recommends ways for the United States government to account for ground level dynamics in Pakistani politics in crafting foreign policy aimed at bringing Pakistan into line with U.S. counterterrorism priorities.

Why has the United States, given its status as the sole remaining superpower following its Cold War victory, been unable to translate its preponderance of power into the outcomes it desires? The system established by the United States over the course of the Cold War does not effectively translate its power into influence in the post-Cold War world. This paper evaluates the effectiveness of the U.S. nuclear weapons arsenal in covering security commitments with its foreign allies, particularly Japan. The U.S. has promised to defend allies all over the world with nuclear forces, and consequently has been forced into a delicate and precarious position. Why does the U.S. sometimes choose to intervene in international conflicts? Can the political decisions of a leader be profiled? In order to address these questions, this study analyzes the case study of the Bosnian civil war and the decisions President Bill Clinton made to escalate intervention measures in the region until the Dayton Peace Accords in 1995. To accomplish this analysis, the psychological theory of international relations, specifically operational code theory, will be applied. Overall, this analysis concludes that the psychological and instrumental beliefs held by President Clinton had an impact on U.S. foreign policy pertaining to Bosnia.

An integral part of Chinese political life is the rampant corruption that infests every level of Chinese government. China's current leader, Xi Jinping, has initiated a hardline anti-corruption campaign that, for the first time in history, has targeted both low-level officials (small flies) and high-level officials (big tigers). This thesis is concerned with the factors that have motivated Xi to initiate these unprecedented reforms. I have identified three potential motivations: office, policy, and legitimacy. How much deference do courts give to Executive branch views on treaty interpretation? The Restatement (Third) of the Foreign Relations Law of the United States tells us that courts “will give great weight to an interpretation made by the executive branch,” and earlier empirical studies suggested that deference to Executive in such cases was robust. But is that still the case? The Supreme Court’s rejection of the Executive’s view in a series of high profile cases including Hamdan v. Rumsfeld, BG Group PLC v. Republic of Argentina, and Bond v. Despite his importance as a senior Al-Qaeda spokesman, no detailed examination exists of Adam Yahiye Gadahn’s employment of fiqh al-jihad—that branch of Islamic jurisprudence regulating the lawful waging of jihad—to condemn or condone violence committed in the name of Al-Qaeda. This article first provides a detailed exposition of Gadahn’s sharia-based critique of affiliates’ conduct deemed by him in violation of Islamic law and involving the commission of major sins. Second, Gadahn’s conception of fiqh al-jihad is contextualized and contrasted with the comprehensive fiqh al-jihad-based critiques produced by respected militant Islamist scholars. With the purpose to re-conceptualize the intensity of internal armed conflicts, I argue that the characteristics such as location, scale and duration of “major battlefields,” i.e. the spatio-temporal clusters of combat events are important in the evaluation of impact of modern civil wars and insurgencies. I start with elaborating and constructing a new concept of conflict magnitude with battle clusters using up-to-date geo-referenced data and spatial statistic methods. An overview of natural resources and how they pertain to conflict is examined using examples from different parts of the world. In the wake of the 9/11 and Iraqi WMD catastrophes, an increased spotlight was placed upon the U.S. Intelligence Community (IC). The widespread criticism of the IC, from both government and public sources, ultimately culminated in the Intelligence Reform and Terrorism Prevention Act (IRTPA) in 2004. Foreign policy decision-making is often an obscured process, particularly when it involves threats to national security or national interests. Despite the lack of transparency, though sometimes necessary, foreign policy decisions can have far-reaching consequences. Policymakers establish and affect relationships with other governments, and can commit state resources for cooperation or for conflict. Set against the backdrop of the contemporary crisis of capitalism and world-historical events, this article examines the advance of globalized imperialism from the perspective of a Marxist-humanist approach to pedagogy known as “revolutionary critical pedagogy” enriched by liberation theology. It is written as an epistolic manifesto to the transnational capitalist class, demanding that those who willingly serve its interests reconsider their allegiance and calling for a planetary revolution in the way that we both think about capitalism and how education and religion serves to reproduce it at the peril of both students and humanity as a whole.
