China’S “Asia Dream”: The Belt Road Initiative And The New Regional Order, William A. Callahan

Since Xi Jinping became leader in 2012, he has redirected Chinese foreign policy. This article examines the role of peripheral diplomacy in Xi’s emerging grand strategy. While it is popular to look to theories of the international system – offensive realism and liberal institutionalism – to explore this issue, this article follows constructivism to take seriously the role of ideas and domestic politics in foreign policy-making. Through an analysis of official and unofficial sources, it traces linkages between ideas, institutions, and behavior in Chinese foreign policy. In particular, it argues that Beijing is combining new ideas (China Dream, Asia Dream), …

This paper focuses on the Philippine-American conflict that occurred in the late nineteenth century and the beginning of the twentieth century. It investigates the instances in which imperialism were justified by the American people. The Philippine-American war was a conflict that brought the morality of traditional American values into question. Americans were forced to face a backlash of rebel resistance on the islands as well as anti-imperialist movements at home. This war defined not only America as a world power, but as a symbol. It paved the road for the century of Americanism to come.

Wartime sexual violence is a critical human rights issue that usurps the autonomy of its victims as well as their physical and psychological safety. It occurs in both ethnic and non-ethnic wars, across geographic regions, against both men and women, and regardless of the “official” position of commanders, states, and armed groups on the use of rape as tactic of war. This problem is current, pervasive, and global in spite of the status of wartime sexual violence perpetration as a crime against humanity and the capacity of the international criminal court to indict offenders. The security situation has deteriorated rapidly in Afghanistan following the end of NATO’s combat mission in 2014. The Taliban has seized control of large swathes of the country, and many predict that the country will remain in a violent state of civil war for years to come. The time has come to critically examine some of the intellectual underpinnings of the war in order to understand why the US’s mission to bring about a peaceful and stable Afghanistan has failed. Australia released the newest edition of its Defense White Paper, describing Canberra’s current and emerging national security priorities, on February 25, 2016. This continues a tradition of issuing defense white papers since 1976. This work will examine and analyze the contents of this document as well as previous Australian defense white papers, scholarly literature, and political statements assessing their geopolitical significance. It will also examine public input into Australian defense white papers and the emerging role of social media in this public involvement. Child marriage is one of the largest global human rights concerns today; one in three girls worldwide under age eighteen are married, negatively impacting their health, economic wellbeing, and education. While studies have been done on child marriage outside of conflict and, separately, on gender-based violence in armed conflict, little is known about what happens to child marriage in situations of armed conflict. This paper argues that child marriage in situations of armed conflict has both cultural and economic drivers, as is the case outside of conflict. This paper examines the political development of Belarus since the dissolution of the Soviet Union. Attention is devoted to the country’s internal politics, along with its foreign relations. Especially scrutinized is the de-facto dictatorial rule of president Alexander Lukashenko, along with the deteriorated relations between Belarus and powerful European states including Russia. A thorough historical context is provided, which identifies political violence and demographic change as causal factors for the country’s current political environment.

The article argues private information plays an important role in explaining long wars. Existing rationalist explanations of long, intensely fought wars focus on commitment problems rather than private information as the cause of such wars. Commitment problem explanations of long wars claim that while private information can explain short wars, battles and exchanges of offers for settlement should quickly reveal private information thereby leading to an early peace. Commitment problems, on the other hand, may take years to resolve and therefore can explain long, intense wars for unitary actors. However, while commitment problems are an important explanation for long wars, …

The recent political atmosphere in America has reflected a perceived lack of constituent representation in the political process leading to a volatile 2016 Presidential race. This paper examines voter preferences and their effect on senator voting behavior and finds that depending on the party, voter preferences have different levels of effect on Senators. Republicans struggle between meeting the demands of their more numerous moderate statewide constituency and their smaller yet more extreme core supporters which reflect contemporary attitudes expressed by conservative constituents and Republican candidates. Democrats do not suffer this problem, being mindful of their statewide constituency while being able …

The current state of Kosovo-Serbian relations is one of frozen conflict; Serbia does not recognize Kosovo independence and relations between the two communities are relatively stagnant in spite of the ongoing EU mediated political dialogue in Brussels. Thus, this paper aims to re-imagine traditional processes of reconciliation and conflict transformation between the two entities by situating it within the cultural realm of society and viewing theater as a transformative practice. Talking about, and learning lessons from The American War in Vietnam can be a process whose genuine engagement requires a suspension—even if temporary—of moral and cultural biases that are embedded in the Western mindset. This research project is one that composes military strategy, government rhetoric, and very human accounts of war in Vietnam in order to understand how people in Hanoi experience and talk about war, with an ultimate aim of making some of these stories and lessons digestible to a Western audience.

The goal of this thesis was to analysis the Islamic State’s apocalyptic nature by studying both classic Islamic eschatology and the Islamic State’s online magazine Dabiq. In order to conduct this research, I separated my thesis into two separate angles of approach. The first angle (chapters one & two) exclusively looked at Islamic eschatology, classic apocalyptic texts, shifts in how literature was written over time, and on examples of modern messianic revolutions occurring. Exploring peace demands rethinking many of the assumptions that have driven the field of peacebuilding. Previously, scholars have investigated the content of peace agreements in relation to the promotion of sectors that include security, justice, and democracy. However, I hypothesize that by focusing narrowly on these areas, scholars and peacemakers overlook crucial ingredients that create stable post-conflict societies. Recent polls have revealed that Americans of both the political left and right support the use of military drones. This statement stands true among groups who traditionally do not support the use of military force. I hypothesize that people of a more liberal persuasion will be more concerned with whether or not the drone program endangers innocent civilians, while those of a more conservative view will be more concerned with the legality of conducting military drone strikes. When Edward Snowden released a massive trove of classified files from the National Security Agency, the world became aware of numerous global surveillance systems. As Snowden hoped, a global dialogue began concerning surveillance, privacy, and government transparency. While there was a lively discourse surrounding the leak and Snowden, another story was missed. Snowden was not an employee of the NSA; rather he was an employee of Booz Allen Hamilton, a private contractor maintaining computer systems for the NSA. From the Second World War to date, social scientists who study revolutions have engaged in a pivot from initially focusing on the conditions of the state to a more actor-centric model. In their eyes, the actors (revolutionaries, political parties, foreign nations) within a sphere decide a path for political change, rather than the existing conditions (political rights, economic conditions, repression, etc.) in the same environment. The Russian Federation and the United States of America signed on April 8, 2010 the New START nuclear arms control treaty. The New START treaty replaced the lackluster SORT treaty in order to establish a nuclear agreement that would put new limits on numbers of weapons and delivery vehicles while also establishing an innovative framework for transparency and data transfer to allow confidence building between two countries that have not always seen eye-to-eye. Two largely debated questions in the realm of international relations are the roles of post-Cold War Russia and China within the current global context. However, the debates in the literature fails to take into account the fact that both superpowers employ the same tactic: the asymmetrical conquest of new territory as promoted by historical claims, retroactively justified through population displacement. Subsequently, debates on the topic mistakenly focus on elite motivations rather than what can be controlled: the responses of the international community to the abovementioned tactics. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

After World War II the United States, faced with the new Soviet threat of Communism, instituted the foreign policy known as “containment” in order to mitigate the threat to Western European states of Soviet expansionism. After the fall of Communism in the USSR in 1991 that policy was deemed, at once, a success and an anachronism. The power vacuum that the subsequent abandonment of that policy created was most notable in the Islamic states that had served as proxies in the Cold War against Communism. This project provides a comprehensive assessment of the counter-insurgency (COIN) operations being conducted against the Huthis. Specifically, how effective the Arab coalition’s Operation Decisive Storm, Operation Restoring Hope, and Operation Golden Arrow have been in achieving their stated goals and common COIN principles. The 2011 International Security Assistance Forces’ (ISAF) assessment paradigm is used in evaluating four domains of each operation. The four domains are security, governance, socio-economics, and relations-partnerships. The chosen indicators provide enough specificity to create a comprehensive assessment on both operational and campaign levels. On November 23, 2015 the United Kingdom (UK) released a defense white paper detailing its national security strategic objectives. This work examines the geopolitical, economic, and strategic implications of this document and compares it with recent and historical defense white paper documents issued by the British government. It scrutinizes the text of these documents and relevant scholarly literature analyzing them while also examining the national security threats facing the UK at the time of their issuance and assesses whether the 2015 document will be supported with requisite political will, military personnel, and financial support to carry out its objectives

This study investigates the absence of substantive linkages between locally based Salafi Jihadist movements and their more transnational counterparts such as Al-Qaeda or ISIS. While studies have addressed the heterogeneity in Jihadi alliances, the question of why inter-Jihadi ties are completely absent or tenuous at times is under-theorized in the literature. Given ISIS’s recent inexorable advance through the Middle East and North Africa and its ever-growing ties with local Jihadists, it is timely to investigate under what conditions locally based militant Islamists are less likely to forge ties with global Jihadists.
