This paper aims to analyze how governments of the modern era can better engage with contemporary terrorist organizations. It argues that nations and governments must alter their strategy on terrorism in light of its increasing prevalence and lethality in the modern era. Proclamations of non-negotiation, made with false perceptions that terrorists are simply irrational radical actors, are no longer viable if governments truly seek to reduce terrorist violence. In fact, it’s the ambiguity of terrorism and the major differentiation in the practices of various organizations which necessitate a more flexible strategy. Aim: To examine how do humanitarian organizations apply, or fail to apply, the humanitarian principles through humanitarian negotiations in modern conflict settings.

Methods: A literature review identified relevant peer-reviewed and grey literature on international humanitarian norms and law, the landscape of modern conflict, and existing guidelines on humanitarian negotiations. Five semi-structured interviews were conducted with experts in humanitarian negotiations chosen on the basis of their relevant background. A coded analysis of these interviews was conducted to identify major themes and subthemes in responses.

After the 2014 shooting of Michael Brown, and many other incidents of police violence that followed, the militarization of policing and the use of violence by police became the subjects of contentious debate among the public, policymakers, and scholars. Research on these subjects necessary to inform the debate has been lacking. This work examines the causes and effects of police militarization in the United States. Specifically, I argue that militarization is a response to perceived threat from minority racial groups, but the rela- tionship between racial demographics and militarization is curvilinear. This paper provides a micro-analysis of democratization and reform in an Ukrainian local government institution that was the site placement for the author's Peace Corps service. Through using a culturalist lens and applying open systems theory while working as a Peace Corps Volunteer, the researcher observed how one organization coped with implementing public administration reform that is the result of the Revolution of Dignity in 2013-2014. This paper contributes to existing research regarding reform efficacy in other post-Soviet spaces, and provides a foundation for furthering similar research in Ukraine.

The legal regime regulating cross-border investment gives key rights to foreign investors and places significant duties on states hosting that investment. It also raises distinctive moral questions due to its potential to constrain a state’s ability to manage its economy and protect its people. Yet international investment law remains virtually untouched as a subject of philosophical inquiry. This paper focuses on understanding and explaining the change of Turkish foreign policy,particularly in the last decade. Many observers have expressed a suspicion that Turkey is abandoning its Western-centric alignment and gradually shifting its axis. The thesis argues that rather than a shift, Turkey is taking an independent position. It maintains that the end of the Cold War and the change in the international structure from bipolarity to unipolarity has provided incentives for countries with some degree of material capabilities to pursue independence from the U.S. policy preferences. This dissertation argues that to fully understand the work of Leo Strauss, scholars must look beyond the Platonic and Machiavellian elements in Strauss and explore how Nietzsche’s ideas about nihilism, the will to power, the eternal return, and the ubermensch influence Strauss’s critique of modernity, his understanding of the relationship between philosophy and politics, and his redefinition of the philosopher as a prophetic lawgiver. This study examines the Nietzschean origins of Strauss’s hierarchical theory of freedom, which vests reimagined philosophers with the authority to create truth and meaning. Whendo sanctions succeed in nuclear inhibition? Is there a generalizable frameworkto estimate sanction effectiveness against nuclear aspirants? Instead ofrelying on partial equilibrium analysis, we conceptualize sanctions as threesequential phases—imposition of economic pain, conversation to politicalpressure, and creation (or failure thereof) of zone of possible agreement(ZOPA). The effectiveness of each phase is subject to phase-specific contextualvariables, an aggregation of which helps measure individual sanction’s effectiveness,conduct cross-case comparison, and estimate one’s replicability in other cases.To illustrate its analytical utility, we analyze the divergent sanctionoutcomes between Iran in 2012-2015 and North Korea 2013-2017. Venezuela, due to economic and political sabotage, has been experiencing a humanitarian crisis since the late part of 2018. This oil-exporting nation was faced with economic decline after 9/11, the 2008 economic recession and again in 2014; as a result of oil prices tanking. Under Cesar Chavez’s presidency the Venezuelan Bolivar faced destabilizing inflation rates surged in part by the ‘economic war’ against private enterprise and the bourgeoisie class, as well as a lack of diversification of exports and a dependency on imported goods. After Chavez's death in 2013, Nicolás Maduro took office and social unrest intensified.

Numerous empirical works document that discrete emotions have substantive and differential effects on politically motivated processes and outcomes. Scholars have increasingly adopted a discrete-emotions approach across various political contexts. There are different theoretical paths for studying discrete emotions. Appraisal theories contend that cognition precedes emotion, where distinct cognitive appraisal tendencies elicit discrete emotional reactions associated with specific coping mechanisms. Affective Intelligence Theory, another dominant paradigm in the study of discrete emotions in politics, argues for affective primacy. Others are more concerned with the level of analysis issue than the emotion-cognition sequence. For instance, Intergroup Emotions Theory calls for differentiating between …

The purpose of this quantitative case study was to address the problem of domestic terrorism facing the United States. This concern led to a comprehensive examination of historical documents that focused on the temporal evolution of the problem beginning with the Carter administration and continuing through the Obama administration. The conceptual foundation centered on resolving the research question and validating three hypotheses directed at qualifying the escalation of domestic incidents of terrorism. This article claims that the visual image contributes to, reflects and supports the dominant discourse of two powerful armed groups that have operated in Iraq and Syria: the US military and the Islamic State (IS). This research uses multimodal discourse analysis to explore two crucial insights into the ideological power of the visual image: the power of the image as spectatorship or spectacle and the sublime or transcendental nature of the visual image. Many countries, such as El Salvador and Honduras, have exceptionally high murder rates upwards of 40 homicides per 100,000 people (UNODC 2015). This dissertation explains how and why Russia has expanded its sphere of influence in the Arctic and why the United States has not assertively balanced this expansion. In doing so, I show that regional spheres of influence are historically and socially constructed. While material and security concerns motivate state behavior, I show that states also develop institutions, identities and interests that influence their relationships with each other and cause them to approach regions in different ways that are not readily explained by realist or liberal assumptions of how international relations should work.
