Following the 2022 tragedy at Robb Elementary School in Uvalde, Texas, where an armed assailant killed 21 people and injured 17 others, the U.S. Department of Justice released a critical incident review of the law enforcement response. Absent in the Justice Department’s response was an analysis of the lack of statutory law enforcement authority for the 150 federal law enforcement officers who responded to the school that day. This qualitative phenomenological study aims to examine federal law enforcement officers’ understanding of their statutory authority to exercise police powers. A majority of Indians do not have effective access to legal services, despite the constitutional promise of access to justice. There are two intertwined reasons for this: the unavailability of a sufficient number of good quality lawyers, and the high costs of accessing legal services. The Indian legal profession is highly unequal, with ‘prestige’ being the currency of upward professional mobility. The professional regulator, the Bar Council of India, simply lacks the capacity to regulate quality. This dissertation develops and validates the Security Environment Index (SEI), a multidimensional, empirically grounded framework to assess the political and military effects of U.S. security assistance—specifically Foreign Military Financing (FMF) and International Military Education and Training (IMET)—on partner nations. Drawing from the need for more robust monitoring and evaluation (M&E) frameworks in the security assistance space, this study addresses a longstanding gap in how policymakers measure the outcomes of military aid. The SEI consolidates publicly available indicators into a cohesive structure capable of capturing both internal and external changes in the recipient nation’s security environment.

Despite increasing participation, women have remained significantly underrepresented in elected political office. Existing literature on women elected to political positions highlights persistent gender disparities in representation, access, and political influence. Scholars have examined the structural, cultural, and institutional barriers that women face when seeking and holding public office. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. This study examines whether an association exists between police contact and firearm carriage. Additionally, the present study examines whether the intrusiveness of police contact has an association with firearm carriage. Questionnaires measuring participant demographics, perceptions of the police, contact with the police, and firearm carriage were administered to 222 participants recruited through undergraduate psychology courses at a state university in the Midwest. Results indicated that participants with a history of contact with the police were more likely to carry a firearm than participants with no contact with the police. Communities of African descent worldwide experience persistent structural discrimination, manifested in poverty, underdevelopment, marginalization, social exclusion, and economic disparities. The historical crimes of enslavement, the transatlantic trade of enslaved Africans, apartheid, and colonialism, recognized as crimes against humanity and potentially constituting genocide, have left enduring trauma and systemic repercussions. These atrocities are demonstrably linked to current disparities in health, welfare, and the fulfillment of human rights for people of African descent. This thesis investigates the extended consequences of mass incarceration in the United States, focusing on the social, economic, and psychological impacts on the nuclear families of incarcerated individuals. Through a comprehensive literature review of peer-reviewed studies published between 2000 and 2024, this study highlights how female partners and children of imprisoned men face significant hardships, including emotional trauma, financial instability, and social stigma. These burdens are most acutely experienced by low-income families and communities of color, reflecting broader patterns of structural inequality. U.S. history is awash with contentious episodes involving a legion of governmental and non-governmental actors operating through an array of means and arenas to destroy the political opposition. Yet, there has been little systematic examination in the repression literature of how and why repressive efforts proliferate so far beyond the police, military, and intelligence agencies tasked and equipped to preserve the existing order. By the mid-1980s, the HIV/AIDS epidemic breached a longstanding consensus between the political class and its bureaucratic alliances that had relied for decades on attitudes and orientations that championed punitive prohibition toward drugs as a bedrock principle of policy making. This ‘focusing event’ created an opening for HIV/AIDS activists to build a movement that offered an alternative, a more effective and just approach to how government policies and practices can manage illegal drugs and the persons who use drugs.

Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. This study examines the nature of Nigeria's contributory retirement pension system. It shows that the government took monthly payroll deductions from the incomes of retirees and deposited in said retirement funds. Prior to retirement, retirees would receive a severance package of a lump-sum payment of a few months to a few years' earnings. They were assured that their regularly scheduled monthly disbursement would be remitted to their designated bank accounts. But due to the cumbersome bureaucratic procedures, many pension claimants were unsuccessful in receiving their benefits before death. This paper compares the reported statistics of staff-on-inmate sexual misconduct allegations in privately and federally operated correctional facilities. The federal Bureau of Prisons (BOP) was first created with the goal of protecting public safety and promoting rehabilitation for criminal offenders humanely. In the aftermath of mass atrocities, international courts have emerged as key mechanisms for delivering justice and fostering post-conflict reconciliation. Rooted in the precedent set by the Nuremberg Trials after World War II, these institutions aim to prosecute crimes that often go beyond national legal systems. Sexual harassment is a widespread issue influenced by societal attitudes that stem from victim blaiming and rape myth acceptance. These perceptions are often shaped by the identities of the parties involved, however there is limited research on how gender and race influence blame attribution. The purpose of this study is to examine how different identities shape public perceptions of victims in sexual harassment scenarios. Foster youth transitioning into adulthood often confront a myriad of challenges stemming from limited social capital and unstable support systems. The transition out of foster care, particularly for Transitional Age Youth (TAY), is fraught with barriers including disconnection from familial ties, inadequate knowledge regarding higher education, financial instability, unemployment, and housing insecurity. In 2021, approximately 4,920 foster children aged out of the system, facing the option to participate in extended care programs designed to facilitate their transition into independent living. In this paper, I offer a comprehensive review of the impact of fiscal decentralization on corruption. Corruption has been a big hindrance to development, it undermines the inflow of foreign direct investment and even affects education. The literature on fiscal decentralization and corruption has conventionally argued that fiscal autonomy for local officials lowers corruption whereas most recent papers have found that fiscal decentralization increases corruption. I identify four possible pathways through which fiscal decentralization affects corruption and address possible reasons for the difference in findings in the literature.
