การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

‘การอภิบาล’ (governance) เป็นคำศัพท์ทางวิชาการที่สร้างความสับสนให้กับสังคมไทยมาตั้งแต่ช่วงหลังทศวรรษที่ 1990 อันเนื่องมาจากการแปลและนิยามความหมายที่แตกต่างหลากหลายกัน รวมไปถึงบริบทในการนำไปปฏิบัติที่มีเป้าหมายทางการเมืองเฉพาะของการใช้แต่ละความหมายของการอภิบาล บทความวิจัยนี้มีเป้าหมายเพื่อทบทวนและวิเคราะห์สถานะความรู้เรื่องการอภิบาลในประเทศไทยที่ปรากฎอยู่ในฐานข้อมูลงานวิจัยสำคัญและหลักสูตรการเรียนการสอนในระดับอุดมศึกษา โดยงานวิจัยได้ใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการเก็บข้อมูลด้วยการสำรวจเอกสาร การสัมภาษณ์เชิงลึก และการจัดเวทีระดมความคิดเห็น ผลการศึกษาค้นพบว่าทั้งการวิจัยและการเรียนการสอนด้านการอภิบาลให้น้ำหนักอย่างมากกับมุมมองหรือแนวคิด ‘ธรรมาภิบาล’ และถูกนำไปปฏิบัติในการบริหารงานภาครัฐตามแนวคิดการจัดการภาครัฐแนวใหม่เป็นสำคัญ ส่งผลให้สถานะองค์ความรู้การอภิบาลในประเทศไทยเกิดวงจรปัญหาที่ทำให้องค์ความรู้การอภิบาลจำกัดหรือลดรูปเหลือเพียง ‘หลักธรรมาภิบาล’ และถูกนำไปสร้าง ถ่ายทอด และผลิตซ้ำผ่านสถาบันทางวิชาการและหน่วยงานภาครัฐ การออกแบบนโยบาย แผน และวิธีการปฏิบัติงานที่มุ่งใช้กรอบธรรมาภิบาลนี้สะท้อนสภาวะการขาดการนำแนวคิดการอภิบาลในลักษณะอื่นที่เป็นไปได้เข้ามาใช้อย่างเพียงพอหรือการไม่ให้ความสำคัญต่อความรู้การอภิบาลแบบอื่นในทางปฏิบัติ ปัญหานี้ส่งผลต่อทิศทางการแสวงหาความรู้และการพัฒนาการวิจัยที่เกี่ยวกับการอภิบาล ความรู้ในแบบอื่นนอกจาก ‘ธรรมาภิบาล’ ถูกทำให้ไม่สำคัญและหายไป

โครงการวิจัยนี้ศึกษาประวัติการก่อร่างของแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองในสยาม/ไทย ในฐานะส่วนหนึ่งของประวัติศาสตร์ภูมิปัญญาสาธารณรัฐนิยมสมัยใหม่สากล โดยใช้ระเบียบวิธีวิจัยแบบประวัติภูมิปัญญาของโลก (global intellectual history) โดยมุ่งศึกษาพัฒนาการแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองระหว่างปี ค.ศ. 1885 (เมื่อคำกราบบังคมทูลความเห็นเปลี่ยนแปลงราชการแผ่นดิน พ.ศ. 2428  ถูกเผยแพร่) จนถึงปี ค.ศ. 1932 หลังการเปลี่ยนแปลงการปกครอง พ.ศ. 2475 โครงวิจัยชิ้นนี้เสนอว่า ประวัติศาสตร์รัฐธรรมนูญนิยมเผยความเชื่อมโยงระหว่างช่วงเวลาดังกล่าวกับกระแสการปฏิวัติ-ปฏิรูปของโลกในช่วงเวลาเดียวกันได้โดยการศึกษาความสัมพันธ์ระหว่างรัฐธรรมนูญนิยมกับสาธารณรัฐนิยมสมัยใหม่และชี้ให้เห็นความเป็นไปได้ต่าง ๆ ในการจัดวางแนวคิดเรื่องพลเมืองอันรวมไปถึงความคิดเรื่องสิทธิและหน้าที่ต่อสังคมการเมืองในไทย/สยามลงในบริบทของประวัติศาสตร์ภูมิปัญญาสากล

ความรับผิดรับชอบและการให้ความช่วยเหลือทางเศรษฐกิจในช่วงโควิด-19 ของรัฐบาลในเอเชียตะวันออกเฉียงใต้, สุรัชนี ศรีใย

บทความวิจัยนี้ศึกษาถึงความเชื่อมโยงระหว่างความรับผิดรับชอบของรัฐบาลและปฏิกิริยาต่อวิกฤตการณ์เศรษฐกิจที่เป็นผลมาจากการระบาดของโรคโควิด-19 โดยผ่านกรอบคิดเรื่อง competing principals ที่ชี้ให้เห็นว่าความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ นั้นอาจไม่เท่ากัน และอาจส่งผลต่อผลิตผลเชิงนโยบายด้วยเช่นกัน ในกรณีของการระบาดของโรคโควิด-19นั้น ผลเชิงนโยบายนั้นแสดงออกมาในรูปแบบที่รัฐต้องตัดสินใจว่าจะทุ่มเททรัพยากรเพื่อให้การช่วยเหลือทางเศรษฐกิจแก่ประชาชนกลุ่มไหน มากน้อยเพียงใด โดยอาศัยข้อมูลเชิงปริมาณและการเก็บสถิติเรื่องการให้การช่วยเหลือทางเศรษฐกิจของแต่ละประเทศจาก The Oxford COVID-19 Government Response Tracker (OxCGRT) และตัวชี้วัดแบบมหภาคอื่นๆ งานศึกษาชิ้นนี้พบว่าภูมิภาคเอเชียตะวันออกเฉียงใต้นั้นมีความแตกต่างจากที่อื่น ๆ ในโลก กล่าวคือ ความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ แบบเดียวที่มีผลต่อระดับการให้การช่วยเหลือทางเศรษฐกิจต่อประชาชนของรัฐบาลในเอเชียตะวันออกเฉียงใต้ คือ แบบแนวทแยง (diagonal accountability) ซึ่งเกิดจากการที่สื่อมวลชนและภาคประชาสังคมเปิดเผยและให้ข้อมูลต่อสาธารณชนเพื่อสร้างแรงกดดันต่อรัฐอีกทางหนึ่ง ข้อค้นพบนี้ไม่เพียงแสดงให้เห็นถึงสภาวะกลืนไม่เข้าคายไม่ออกที่รัฐต้องเผชิญเมื่อมีผู้มีส่วนได้ส่วนเสียจำนวนมากในกระบวนการกำหนดนโยบายแต่ยังสะท้อนอีกด้วยว่า 1) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อประชาชนโดยตรงมากนัก 2) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อกลไกเชิงบริหาร เช่น การตรวจสอบและคานอำนาจเช่นเดียวกัน และ 3) รัฐบาลในเอเชียตะวันออกเฉียงใต้จะรู้สึกว่าต้องทำอะไรบางอย่างเพื่อตอบสนองหรือให้การช่วยเหลือประชาชนก็ต่อเมื่อสื่อและภาคประชาสังคมเริ่มตีแผ่ปัญหาและให้ข้อมูลแก่สาธารณชน

การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ มีจุดประสงค์เพื่อศึกษา 1. มาตรการด้านสิ่งแวดล้อมขององค์การการค้าโลกในการพิทักษ์รักษาและอนุรักษ์สิ่งแวดล้อม 2. ผลกระทบของมาตรการด้านสิ่งแวดล้อมขององค์การการค้าโลกต่อการค้าระหว่างประเทศ และ 3. ความสำเร็จของการบูรณาการการค้าระหว่างประเทศและการคุ้มครองสิ่งแวดล้อมขององค์การการค้าโลก  ผลการศึกษาพบว่า 1. มาตรการที่ถูกสร้างขึ้นภายใต้องค์การการค้าโลกเพื่อพิทักษ์รักษาและอนุรักษ์สิ่งแวดล้อมประกอบด้วย กลไกคณะกรรมาธิการด้านการค้าและสิ่งแวดล้อม กลไกองค์กรระงับข้อพิพาท และกลไกข้อตกลงที่เกี่ยวข้องกับเรื่องสิ่งแวดล้อมหลายฉบับ 2. คณะกรรมาธิการด้านการค้าและสิ่งแวดล้อมเป็นเพียงเวทีในการแลกเปลี่ยนความคิดเห็นและประสบการณ์ของประเทศสมาชิกที่มีต่อประเด็นด้านการค้าและสิ่งแวดล้อมเท่านั้น ส่วนแนวทางการตัดสินคดีสิ่งแวดล้อมขององค์กรระงับข้อพิพาททำให้ประเทศสมาชิกโดยเฉพาะกลุ่มประเทศพัฒนาแล้วได้มีการออกมาตรการการค้าเพื่ออนุรักษ์สิ่งแวดล้อมได้อย่างชอบธรรมซึ่งส่งผลกระทบต่อประเทศผู้ส่งออก ในขณะที่ข้อตกลงที่เกี่ยวข้องกับเรื่องสิ่งแวดล้อมต่าง ๆ ส่งผลทำให้ประเทศที่พัฒนาแล้วใช้มาตรการเหล่านี้เป็นเครื่องมือเพื่อกีดกันทางการค้า และ 3. องค์การการค้าโลกยังไม่ประสบความสำเร็จในการบรรลุเป้าหมายตามที่ได้ตั้งเป้าหมายไว้ในธรรมนูญ คือ การบูรณาการการค้าระหว่างประเทศและการคุ้มครองสิ่งแวดล้อมไว้ด้วยกัน แต่ในขณะเดียวกันมิได้ถือว่าล้มเหลว เพราะแม้มาตรการที่เกี่ยวข้องกับสิ่งแวดล้อมเหล่านั้นขององค์การการค้าโลกจะถูกพิจารณาว่าไม่มีประสิทธิภาพ แต่การมีมาตรการและมีการดำเนินงานที่เกี่ยวข้องสะท้อนให้เห็นถึงข้อเท็จจริงว่าองค์การการค้าโลกได้มีการดำเนินการอย่างเป็นรูปธรรมเพื่อที่พยายามที่จะบรรลุวัตถุประสงค์ดังกล่าว

การจัดสรรบริการทางการศึกษาอย่าง (ไม่) เป็นธรรม? การประกอบสร้างภาพลักษณ์ทางสังคมของโรงเรียนมัธยมศึกษาในเอกสารนโยบายการรับนักเรียนเข้าเรียนของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน, วงอร พัวพันสวัสดิ์

การรับนักเรียนเข้าเรียนถือเป็นกิจกรรมที่เกี่ยวข้องกับปัญหาความเหลื่อมล้ำทางการศึกษาโดยตรง เพราะความเหลื่อมล้ำทางการศึกษาเป็นผลลัพธ์ของกระบวนการจัดสรรบริการด้านการศึกษาที่ไม่เป็นธรรม งานวิจัยชิ้นนี้ตั้งคำถามต่อนโยบายการจัดสรรที่นั่งเรียนในหน่วยบริการการศึกษาของรัฐไทยในระดับมัธยมศึกษา โดยมุ่งศึกษาว่าตัวแบบนโยบาย (Policy design) ของนโยบายการรับนักเรียนเข้าเรียนในสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) มีการประกอบสร้างภาพลักษณ์ของโรงเรียนและนักเรียนไว้อย่างไร? และการประกอบสร้างดังกล่าวมีส่วนช่วยบรรเทาหรือซ้ำเติมความเหลื่อมล้ำด้านการศึกษาอย่างไร? ผู้วิจัยใช้วิธีการวิเคราะห์นโยบายเชิงตีความ (Interpretive Policy Analysis) การวิเคราะห์กรอบการจำแนกแยกแยะ (Category Analysis) และใช้กรอบแนวคิดการประกอบสร้างกลุ่มเป้าหมายของนโยบาย (Social construction of target population) ของ Schneider and Ingram ที่มองว่า “ภาพลักษณ์” ของกลุ่มเป้าหมายของนโยบาย (ในที่นี้คือโรงเรียน) มีอิทธิพลต่อการออกแบบนโยบาย ซึ่งสุดท้ายจะมีผลตอกย้ำความไม่เป็นธรรมที่มีมาแต่เดิมในสังคม งานวิจัยพบว่า เนื้อหาของนโยบายการรับนักเรียนเข้าเรียนของสพฐ. มีการประกอบสร้างภาพลักษณ์ของโรงเรียนบนมโนทัศน์ของหลักกลไกตลาด ที่แยกแยะ “โรงเรียนอัตราแข่งขันสูง” ออกจาก “โรงเรียนทั่วไป” และสร้างแนวปฏิบัติที่เป็นการผลิตซ้ำภาพลักษณ์ทางสังคมที่มีมาก่อนของโรงเรียนทั้งสองประเภท กล่าวคือ ภาพลักษณ์ของโรงเรียนอัตราแข่งขันสูงถูกประกอบสร้างให้เป็นผู้ให้บริการการศึกษาของรัฐคุณภาพสูง ส่วนภาพลักษณ์ของโรงเรียนทั่วไปถูกประกอบสร้างให้เป็นผู้ให้บริการการศึกษาของรัฐคุณภาพต่ำ ในกระบวนการสร้างภาพลักษณ์ดังกล่าว นโยบายมีการจัดสรรภาระให้แก่โรงเรียนประเภททั่วไปที่สูงกว่าโรงเรียนประเภทอัตราแข่งขันสูงอย่างไม่สมเหตุสมผล เช่น โรงเรียนประเภทอัตราแข่งขันสูงมีสิทธิ์ในการคัดกรองผู้เรียนที่มีศักยภาพทางวิชาการ “สูง” ไปก่อนโรงเรียนประเภททั่วไป ในทางกลับกัน โรงเรียนประเภททั่วไปต้องรับภาระการจัดสรรสวัสดิการขั้นพื้นฐานและภาระในการพัฒนาผู้เรียนที่มีศักยภาพแตกต่างหลากหลาย

The Los Angeles Police Department (LAPD) entered into a consent decree with the Department of Justice in 2001. The LAPD was tasked with reforming a range of behaviors and practices including racial profiling, excessive use of force and corruption. Previous studies suggest that after the implementation of the consent decree the LAPD was able to reduce their uses of force and improve public perception of their department while still maintaining an effective level of policing activity and preventing increases in the crime rate. In this study, five speeches by Donald Trump and six by Joe Biden were comprehensively analyzed for their symbolic politics on immigration and social issues. The data revealed a consistent trend, with Trump featuring a greater number of mentions in comparison to Biden—66 and 26, respectively. Furthermore, Trump's symbolic politics exhibited a predominantly negative tone, while Biden's approach was predominantly positive. The results of this analysis confirm my hypotheses, highlighting notable disparities in the rhetoric employed by each candidate. วิทยานิพนธ์ฉบับนี้เป็นการศึกษาเชิงคุณภาพ ศึกษาเรื่องขบวนการต่อต้านทักษิณในจังหวัดเชียงใหม่ ระหว่างปีพ.ศ.2548 – พ.ศ.2557 ศึกษาผ่านกรอบแนวคิดการระดมทรัพยากร แนวคิดการสร้างกรอบโครงความคิด และแนวคิดการวิเคราะห์เครือข่ายทางสังคม ในการตอบวัตถุประสงค์ 2 ข้อ คือ 1. เพื่อศึกษาการก่อตัว พัฒนาการ และพลวัตของขบวนการต่อต้านทักษิณในจังหวัดเชียงใหม่ และ 2. เพื่อศึกษากรอบโครงความคิดของขบวนการต่อต้านทักษิณในจังหวัดเชียงใหม่ ผลการศึกษาตามวัตถุประสงค์ 2 ข้อดังนี้ วัตถุประสงค์ข้อที่ 1. ขบวนการต่อต้านทักษิณเชียงใหม่ก่อตัวขึ้นจากความร่วมมือระหว่างเครือข่ายภาคประชาสังคมนักพัฒนาเอกชน คนเดือนตุลา ชนชั้นกลาง นักวิชาการ นักศึกษา และนักการเมืองท้องถิ่นที่เคยเป็นขบวนภาคประชาชนที่สนับสนุนขบวนการประชาธิปไตย ในช่วงการเคลื่อนไหวของกลุ่มพันธมิตร ฯ พวกเขารวมกลุ่มกันภายใต้การนำของกลุ่มนักพัฒนาเอกชนและเคลื่อนไหวร่วมกับเครือข่ายต่าง ๆ จนกระทั่งเกิดความขัดแย้งทางความคิดภายในขบวนการจนเครือข่ายนักพัฒนาเอกชน เครือข่ายนักศึกษา และเครือข่ายนักการเมืองล่าถอยออกจากขบวนการ ทำให้ขบวนการอยู่ภายใต้การนำของเครือข่ายชนชั้นกลางและเสื่อมพลังลงจนยุติการเคลื่อนไหว ขบวนการต่อต้านทักษิณจังหวัดเชียงใหม่กลับมาก่อตัวขึ้นอีกครั้งในช่วงกลุ่มกปปส. ภายใต้การนำของเครือข่ายนักการเมืองท้องถิ่นโดยได้รับการสนับสนุนจากเครือข่ายชนชั้นกลางเชียงใหม่ ทำให้ขบวนการกลับมาเคลื่อนไหวและได้รับการสนับสนุนขบวนการอย่างสูง แต่เกิดความขัดแย้งขึ้นระหว่างเครือข่ายแนวร่วมทั้งสองทำให้เครือข่ายชนชั้นกลางล่าถอยออกจากขบวนการในที่สุด วัตถุประสงค์ข้อที่ 2. ขบวนการต่อต้านทักษิณจังหวัดเชียงใหม่มีกรอบโครงความคิดที่แบ่งได้เป็น 2 รูปแบบ ได้แก่ ความคิดทางการเมืองแบบเสรีนิยมและความคิดทางการเมืองแบบอนุรักษ์นิยม ในการก่อตัวของขบวนการช่วงกลุ่มพันธมิตร ฯ พวกเขามีความคิดทางการเมืองแบบเสรีนิยมทำให้ขบวนการมีความหลากหลายทางความคิดและเปิดกว้างให้เครือข่ายแนวร่วมที่มีจุดยืนทางการเมืองแตกต่างเข้าต่อสู้ร่วมกันได้โดยมีเป้าหมายในการขับไล่รัฐบาลทักษิณจากการเมืองไทย แต่ในเวลาต่อมากลุ่มที่มีความคิดทางการเมืองแบบอนุรักษ์นิยมที่ชูแนวทางกษัตริย์นิยม ศาสนานิยม ชาตินิยม และนิยมทหารได้เข้ามามีบทบาทนำเหนือขบวนการผ่านการขยายกรอบโครงความคิดและการระดมทรัพยากร ทำให้กลุ่มที่มีความคิดทางการเมืองแบบเสรีนิยมถอนตัวจากขบวนการต่อต้านทักษิณเชียงใหม่ ต่อมาในการกลับมาของกลุ่มกปปส. ขบวนการก่อตั้งขึ้นโดยกลุ่มที่มีความคิดทางการเมืองแบบอนุรักษ์นิยมโดยในระยะแรกพวกเขามีเป้าหมายร่วมกันเพื่อขับไล่รัฐบาลยิ่งลักษณ์ ต่อมาพวกเขารับเอาแนวทางของกลุ่มกปปส.ที่ชูแนวทางต่อต้านประชาธิปไตยและใช้แนวทางแบบชาตินิยม ศาสนานิยม และนิยมทหารจนนำไปสู่การสนับสนุนให้ทหารยึดอำนาจรัฐบาลยิ่งลักษณ์

In the American system of government, courts are designed to operate within the legal sphere, with limited political interference. Is it possible, though, that a behavior that is at the heart of the political process can be influenced directly by a judicial decision? Focusing on voter registration big data for the universe of voters in North Carolina around the time of Dobbs v. Jackson Women’s Health Organization, the authors assess the roles of gender, political party affiliation, and age in voter registration. Research into the correlates of right-wing extremism has been focused on the group level, mainly ignoring the individual right-wing extremist behaviors, characteristics, and traits. Although group milieu strongly affects the ideology of individuals, personal decisions making often comes from a combination of unique experiences, cognitive abilities and biases, and differences in individual traits. This biographical study aimed to examine the life course events of twenty-five individual right-wing extremists identifying common biological and circumstantial correlates among and between the subjects. This study will explore the capacity of national churches to act transnationally by analyzing the Serbian Orthodox Church’s (SOC) recent political intervention in Montenegro, during which the church mobilized almost half of the Montenegrin population during the COVID pandemic in a movement that led to the defeat of Montenegro’s president in parliamentary elections for the first time in 30 years. This paper investigates whether caucus members pursue bipartisan collaboration on bills related to polarized or non-polarized policy issues. The aim is to determine whether caucuses may be used to pursue bipartisan solutions to major policy issues in an increasingly polarized political environment. I model the effect that the presence of a women’s caucus has on bipartisan collaboration in increasingly polarized legislatures, depending on whether a bill’s title contains words related to polarized issues and its overall sentiment. Findings indicate that bipartisan women may be more likely to collaborate on polarized bills then non-polarized bills in legislatures with a women’s caucus …

The incarceration rates of Black women in America surpass even all other demographics. Yet, Black women are often not on the news when discussing prison rates in the United States. Rather we see Black men, Hispanic men, and so forth. While these people do make up large portions of the prison system they are seeing a decline in their incarceration rates. Black women are often pushed to the sidelines when discussing matters that can be seen as central to their livelihoods.

This dissertation explores Black political participation in the United States. I argue there is a relationship between Black political participation and trust in government, political efficacy, group consciousness, linked fate, political knowledge, and desire to engage in social activism. This argument draws on research on political participation, group identity, and political behavior and attitudes within the Black community.

A mixed-method approach was used in the study. Data was collected from Blacks across the country via an original survey and interviews. The data analysis chapter determined some support for the theoretical framework, albeit aspects of the model were rejected. Results determined …

Many Americans not only hold misinformed beliefs about policy-relevant topics (e.g., climate change, public health) but hold those views with high degrees of confidence in their factual accuracy. Epistemic overconfidence – an application of the Dunning Kruger Effect (DKE, or “ignorance of one’s own ignorance” – is politically consequential, as misinformed individuals who hold those views with high degrees of confidence may be especially likely to oppose evidence-based policies and resist attitude change. There are general disparities within the Criminal Justice System of the United States that negatively impact racial minorities.
