Nonvoters: Doing Nothing To Change The Government They Hate, Geoffrey N. Mciver Jan 2011

Nonvoters: Doing Nothing To Change The Government They Hate, Geoffrey N. Mciver

Political Science Theses and Capstones

The sporadic and often dismal voter turnout of the American public is often regarded as a hole in the democratic model. This research examines the influence of an individual‘s attitude about their government and how it affects their voting habits. Literature in the past has isolated demographic makeup as the reason for nonvoting, i.e. education or income. However, the nonvoter‘s state of mind in relation to their general feelings toward government and the social contract has been broadly overlooked. A new measure of an individual‘s attitude toward government was created using a collection of survey questions centered on a person‘s …

The Current Ethiopian Experience, Sahai Redleaf Jan 2011

The Current Ethiopian Experience, Sahai Redleaf

Whittier Scholars Program

The objective of this project is to understand the causes of growth and development (or lack thereof) that influence nations by examining Ethiopia’s economy and the political dynamics. In this research, Ethiopia’s history highlights major factors that influence tyrannical patterns within political parties, especially within the last few decades. Utilizing an economic approach, the project examined Ethiopia’s growth performance from 1989 to 2007. The Penn World Tables are the primary source of the data used to analyze figures of GDP per capita, adjusted by Purchasing Power Parity (PPP). This allows for prices to be adjusted so that a product in …

Non-Partisan ‘Get-Out-The-Vote’ Efforts And Policy Outcomes, Dan Kovenock, Brian Roberson Jan 2011

Non-Partisan ‘Get-Out-The-Vote’ Efforts And Policy Outcomes, Dan Kovenock, Brian Roberson

Economics Faculty Articles and Research

This paper utilizes a simple model of redistributive politics with voter abstention to analyze the impact of nonpartisan ‘get-out-the-vote’ efforts on policy outcomes. Although such efforts are often promoted on the grounds that they provide the social benefit of increasing participation in the electoral process, we find that they have a meaningful impact on policy outcomes and are an important political influence activity for nonprofit advocacy organizations. In equilibrium, nonpartisan gotv efforts are more likely to arise in those segments of the electorate that are sufficiently small and disenfranchised (as measured by the ex ante voter abstention rate). Among those …

American Politicians Confront The Court: Opposition Politics And Changing Responses To Judicial Power, Stephen M. Engel Jan 2011

American Politicians Confront The Court: Opposition Politics And Changing Responses To Judicial Power, Stephen M. Engel

Faculty Books

Politicians have long questioned, or even been openly hostile to, the legitimacy of judicial authority, but that authority seems to have become more secure over time. What explains the recurrence of hostilities and yet the security of judicial power? Addressing this question anew, Stephen Engel points to the gradual acceptance of dissenting views of the Constitution, that is, the legitimacy and loyalty of stable opposition. Politicians' changing perception of the threat posed by opposition influenced how manipulations of judicial authority took shape. Engel's book brings our understanding of these manipulations into line with other developments, such as the establishment of …

Structurally Unbalanced: Cyclical And Structural Deficits In California And The Intermountain West, Matthew Murray, Susan Clark-Johnson, Mark Muro, Jennifer Vey, Brookings Mountain West, Morrison Institute For Public Policy

Brookings Mountain West Publications

Though the Great Recession may be officially over, economic recovery is slow and tentative, particularly in California and much of the Intermountain West. Among other challenges, the protracted downturn in these states has exposed and aggravated a huge public-sector fiscal crisis—with disconcerting implications for citizens and states’ long-term economic health. This brief takes a careful look at the fiscal situation in Arizona, California, Colorado, and Nevada, examining both their serious cyclical budget shortfalls—those resulting from the recession and its aftermath—as well as the critical longer-term structural imbalances between revenues and expenditures that have developed in Arizona, California, and, to a …

Democracy And Income Inequality: Measurement And Modeling Of The Western Hemispheric Experience, Ross E. Burkhart Jan 2011

Democracy And Income Inequality: Measurement And Modeling Of The Western Hemispheric Experience, Ross E. Burkhart

Political Science Faculty Publications and Presentations

What is our understanding of the relationship between democracy and income inequality in the Western Hemisphere? This paper specifies a nonlinear relationship between democracy and income inequality in multivariate non-linear models across different regions and time points of the Western Hemisphere as well as the hemisphere based on a common literature (Acemoglu and Robinson 2006, Barro 1999, Boix 2003, Burkhart 1997, Houle 2009). While the literature has rigorously tested these relationships within Latin America (Huber et al. 2006), there has not been a similar test of all of the Western Hemispheric countries, including the industrialized economies of Canada and the …

Breaking The Iron Law : Robert Michels, The Rise Of The Mass Party, And The Debate Over Democracy And Oligarchy, Peter Albert Lavenia, Jr.

Legacy Theses & Dissertations (2009 - 2024)

This is a reexamination of Robert Michels' work Political Parties: A Sociological Study Of The Oligarchical Tendencies of Modern Democracy and its place in the debate over the rise and role of the mass political party in democracy and democratic thought. It examines Michels' involvement with the German Social Democratic Party and the syndicalist faction around Georges Sorel's Le Mouvement Socialist, as well as his friendship with Max Weber, and his experiences with socialist electoral politics that led him to write Political Parties and explore the nature of political parties and the tension between democracy and oligarchy within them. Stakeholder, Organizational And Environmental Influences On Nursing Home Regulatory Enforcement : A New Perspective, Tamika R. Black Jan 2011

Stakeholder, Organizational And Environmental Influences On Nursing Home Regulatory Enforcement : A New Perspective, Tamika R. Black

Legacy Theses & Dissertations (2009 - 2024)

This dissertation proposes a conceptual framework that integrates stakeholder and compliance theory and employs a multi-method approach to examine the influence of stakeholders, bureaucratic discretion and external environment on nursing home inspections and enforcement. Negative binomial regression analysis was conducted on a population of 655 nursing homes in New York to identify determinants of variation in compliance and enforcement (as measured by deficiency citations). As hypothesized, organizational characteristics (i.e., nursing home bed capacity, sponsorship, occupancy rates and Medicaid revenue) were significant predictors of regulatory compliance and quality of care. Nursing home complaints, the presence of family councils, political party of …

Cocina Peruana Para El Mundo: Gastrodiplomacy, The Culinary Nation Brand, And The Context Of National Cuisine In Peru, Rachel Wilson Jan 2011

Cocina Peruana Para El Mundo: Gastrodiplomacy, The Culinary Nation Brand, And The Context Of National Cuisine In Peru, Rachel Wilson

Exchange: The Journal of Public Diplomacy

Gastrodiplomacy, or the use of food in the construction of a nation brand, is one of many tools that a government can employ in its broader strategy of cultural diplomacy. The idea of pleasing the global palate while at the same time improving a country's image lies at the core of any culinary diplomacy initiative, and the case of Peru is no exception. By utilizing the promotional campaign "Cocina peruana para el mundo" ("Peruvian cuisine for the World"), the Peruvian government is attempting to construct a national brand centered on its cuisine. This paper investigates the specific context of the …

Transnational Ngos: A Us Perspective, George E. Mitchell Jan 2011

Transnational Ngos: A Us Perspective, George E. Mitchell

Political Science - Dissertations

This study examines how leaders of transnational NGOs (TNGOs) across the United States understand transnational activism and the roles their organizations play in world affairs. Three roles are identified: alleviation, realization and environmentalism. Analysis suggests that scholarship in international relations focuses disproportionately on the least common and least resourceful types of TNGOs and routinely mischaracterizes a small number of highly visible organizations as exemplary. Leaders' perspectives on organizational mission, activities, autonomy, collaboration, effectiveness and obstacles reveal that the most numerous and resourceful TNGOs are technocratic agencies favoring a materialistic, ameliorative approach to transnational activism. Moreover, to the extent that TNGOs …

The Effects Of Settlement Policy On Refugee Political Activism: Sudanese Refugees In Australia And The Us, Hannah Allerdice Jan 2011

The Effects Of Settlement Policy On Refugee Political Activism: Sudanese Refugees In Australia And The Us, Hannah Allerdice

Political Science - Dissertations

South Sudanese refugees are strongly motivated to effect change in South Sudan. After resettlement to the US, this motivation has resulted in much transnational political activism on their part. In Australia, Sudanese refugees have concentrated primarily on domestic political and social integration. Why? In this project I examine the possible causes of this difference, including the institutions, the policies, and the agents who implement settlement programs. I argue that refugee settlement policies of host countries directly shape the political activities of their refugees. When a host country provides assistance to integrate refugees, the government's policies and the individuals who implement …

Taxes, Welfare And Democratic Discourse: Mainstream Media Coverage And The Rise Of The American New Right, Matt Guardino Jan 2011

Taxes, Welfare And Democratic Discourse: Mainstream Media Coverage And The Rise Of The American New Right, Matt Guardino

Political Science - Dissertations

Research demonstrates that news media can shape mass opinion on specific public policy issues in politically consequential ways. However, systematic and critical empirical analysis of the ideological diversity of such news coverage is rare. Scholars have also illuminated how and why U.S. economic and social welfare policy has shifted rightward in recent decades, but they have failed to consider media's role in shaping public opinion to democratically legitimate this major reorientation of political economy to favor business and upper-income constituencies. I combine neo-Gramscian theorizations of hegemony, popular common sense and articulation with social scientific research on framing, priming and psychological …

Religion, Politics, And Polity Replication: Religious Differences In Preferences For Institutional Design, Joshua D. Ambrosius Jan 2011

Religion, Politics, And Polity Replication: Religious Differences In Preferences For Institutional Design, Joshua D. Ambrosius

Political Science Faculty Publications

This article presents a theory of polity replication in which religious congregants prefer institutions in other realms of society, including the state, to be structured like their church. Polities, or systems of church governance and administration, generally take one of three forms: episcopal (hierarchical/centralized), presbyterian (collegial/regional), or congregational (autonomous/decentralized). When asked to cast a vote to shape institutions in a centralizing or decentralizing manner, voters are influenced by organizational values shaped by their respective religious traditions‘ polity structures. Past social scientific scholarship has neglected to explicitly connect religious affiliation, defined by polity, with members‘ stances on institutional design. However, previous …

Disputed Theory And Security Policy: Responding To The "Rise Of China", Joseph K. Clifton Jan 2011

Disputed Theory And Security Policy: Responding To The "Rise Of China", Joseph K. Clifton

CMC Senior Theses

Much has been written on the security implications of the "Rise of China," yet there is little consensus, posing a problem for policymakers.  I highlight the areas of disagreement, arguing that the lack of consensus is a product of different theoretical positions.  Since there is not an obviously correct theoretical position, policymakers must make decisions based on significant uncertainty.  I argue that policymakers ought therefore reject costly and decontextualized theories, such as offensive realism, while still maintaining openness to theoretical knowledge.

Post-Conflict Reconstruction In Sri Lanka And Cyprus: Avoiding A Stalemate, Jyotsna Shankar Jan 2011

Post-Conflict Reconstruction In Sri Lanka And Cyprus: Avoiding A Stalemate, Jyotsna Shankar

CMC Senior Theses

By comparing the post-conflict reconstruction patterns of Cyprus and Sri Lanka, it is possible to evaluate what was or was not effective in the Cyprus case and how these lessons may be applied to Sri Lanka. Considering the underlying similarities of the two islands’ respective conflicts, the focus determining the best course of action for Sri Lanka, so that it does not face the same stalemate situation as Cyprus. The recommended policy contrasts with the consociationalist models proposed for Cyprus, and is instead based on the unique Basque model of autonomy.

Democratic Strength And Terrorism: An Economic Approach, Brian P. Winter Jan 2011

Democratic Strength And Terrorism: An Economic Approach, Brian P. Winter

CMC Senior Theses

There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

Citizen-Informed Performance Measurement And Reporting In Local Government: Key Factors For Effective Democratic Governance, Eileen L. Pierce Jan 2011

Citizen-Informed Performance Measurement And Reporting In Local Government: Key Factors For Effective Democratic Governance, Eileen L. Pierce

Dissertations

Citizen engagement and performance measurement are concepts inherently in conflict with each other. Local government values citizen input and good governance. Simultaneously, the pressure of local government to be efficient and effective utilizing managerial techniques common in the private sector is intense. Due to challenges associated with the integration of performance measurement and active citizen involvement, initiatives in this area are sparse.

This study, using a mixed methods analysis, explored the research questions through examination of thirty-six units of local government that participated in the Alfred P. Sloan Foundation‘s Government Trailblazer Program. This program provided a unique opportunity for exploratory …

Horse-Trading In Smoke-Filled Rooms: Power In The 2008 West Virginia Republican Presidential Convention, Nora Kay Ankrom Jan 2011

Horse-Trading In Smoke-Filled Rooms: Power In The 2008 West Virginia Republican Presidential Convention, Nora Kay Ankrom

Theses, Dissertations and Capstones

The 2008 West Virginia Republican Presidential Convention was the first of its kind and presents an intriguing case study of power in politics. A small percentage of West Virginians are Republican and an even smaller percentage of those Republicans participate in politics. Based on this situation, the elite members of the West Virginia Republican Party would be expected to produce their candidate as the winner of the state's first ever presidential convention. This, however, was not the case. A perceived second tier candidate claimed victory instead, much to the anger and dismay of the party regulars. This study interprets and …

Getting Ahead Or Left Behind? The Politics And Policy Of Education Reform In The United States, Anna Elisabeth Brown Jan 2011

Getting Ahead Or Left Behind? The Politics And Policy Of Education Reform In The United States, Anna Elisabeth Brown

Honors Papers

Are teacher characteristics a significant factor in student learning? If so, which characteristics are effective? An original analysis of reading test scores of 5,000 fourth graders across the United States confirmed the difficulties researchers face when measuring teacher quality; it appears to account for only small variations in scores. Given the complexity, first, of the politics of "teacher quality" and, second, the improvement of primary education in the U.S., I offer some modest recommendations.

Democratization In Sub-Saharan Africa: The Good, The Bad, And The Ugly, Ashley W. Munetsi Jan 2011

Democratization In Sub-Saharan Africa: The Good, The Bad, And The Ugly, Ashley W. Munetsi

CMC Senior Theses

Democracy's advance on the African continent has been mixed, this article analyzes three countries which reflect this situation. Ghana represents the good, a country now considered a liberal democracy; Kenya represents the bad, although possessing the right conditions to advance its democracy the country has slid into an ambiguous zone; the Democratic Republic of Congo represents the ugly, after showing initial promise it still has significant issues halting its burgeoning democratic progress. These three countries represent the prototypical situations facing democratizing Sub-Saharan countries and analyzing them can inform what factors aid or have hindered democratic progress not only for them …

Tort Reform And American Political Economy, Ian J. Drake Jan 2011

Tort Reform And American Political Economy, Ian J. Drake

Department of Political Science and Law Faculty Scholarship and Creative Works

The expansion of tort liability throughout the last century was a unique period of American legal history. In the field of products liability the expansion was dramatic; so much that it can be considered revolutionary. Also, the reaction to this expansion was so forceful that it thwarted the larger goals of the expansionary movement. This paper will review the purposes of the expansion of tort law in the twentieth century and the purposes and effects of the reaction it spurred at the state level. In short, it is my conclusion that the expansion of products liability after World War II--the …

An Empirical Contribution To Development Theory: A Covariance Structure Model For Development As Freedom, Carlos A. Rosas Lopez Jan 2011

An Empirical Contribution To Development Theory: A Covariance Structure Model For Development As Freedom, Carlos A. Rosas Lopez

LSU Master's Theses

This Thesis examines the empirical validity of Sen’s development theory. In his seminal work “Development as Freedom” Sen postulated a theoretical conceptualization of development which constitutes a paradigm shift towards a fundamental understanding of the determinants and causal relationships that explain development. A deconstruction of Sen’s development theory leads to five core tenets on which his theoretical conceptualization rests. These five pillars are translated onto testable hypothesis which are incorporated into a 2nd order recursive Covariance Structure Model (CSM) that allows scientific examination through hypothesis testing. Sen’s hypothesized core tenets are as follows: 1. Development is seen as an integrated …
