In June, 1955, the University of Michigan Law School held a six-day Summer Institute dealing with problems of international law and of the United Nations. This was the eighth in the series of annual Summer Institutes dealing with important problems in areas of public concern, often with particular emphasis upon the comparative or international law aspects involved. Californians, in 1933 and 1934, were psychologically ready to act against prevailing social and economic conditions. Existing economic dislocations could not continue for long without peril. It was not clear whether the revolt would be toward fascism or extreme radicalism. There was at all events a growing popular reaction against those who had political and economic control of the State, and this was especially noticeable in the southern part of the State.

Few terms are more popular today than “collective security,” and few are used with such diverse meanings.

Former Secretary of State Dean Acheson used the term no fewer than fourteen times in his address at the opening meeting of the Sixth Session of the General Assembly of the United Nations on September 20, 1950. And, of course, Secretary of State John Foster Dulles had as the main purpose in negotiating the Southeast Asia Collective Defense Treaty “to establish a collective security arrangement for Southeast Asia and the Eastern pacific.”
