William Jennings Bryan exercised great political power for thirty years in America. Through his efforts the Democratic Party power base was broadened to include Jews, Negroes businessmen, and farmers. Bryan's call for political and social reform found many supporters in the State of Utah.

The study of communities and the concept of communitarianism have occupied the thoughts and works of many of the foremost social scientists of our time. However, societal integration through ties to clan and family lie on the other side of the Industrial Revolution and our own contemporary mass society calls for ever increasing liberation of the individual from his primary allegiances. Liberal individualism orients man away from any commitment other than to that of self fulfillment, accomplished more often than not through material ends. In the future, as in the past, one function of international law will be to formalize and clarify procedures to deal with emergent problems. The international environmental developments noted in this paper, e.g. global monitoring, supervision of the seabed, protection of endangered species, resource allocation, and many others, will require institutional arrangements differing from those with which nations have had experience. Innovation in legal principles and procedures is an almost certain consequence of such developments. This study compiles a series of cases and controversies in American education, from the popularization of public education in the mid-1800's to the present, and then reviews them to determine scholarly political aspects, common themes, and trends. It then applies the identified themes to a model of “the school as a responsive political system” fashioned after David Easton's "Dynamic Response Model of a Political System” to demonstrate the operative nature of the themes.
