The Fraternal Conceit: Individualist Versus Collectivist Ideas Of Community, Chandran Kukathas Jan 1991

The Fraternal Conceit: Individualist Versus Collectivist Ideas Of Community, Chandran Kukathas

Research Collection School of Social Sciences

In the modern world countless minorities press separate claims for recognition by their fellow countrymen, by their states and, in some cases, by the world. Many of these groups, such as the Australian Aborigines and New Zealand Maoris, describe themselves as indigenous peoples, while others identify themselves simply as ethnic or cultural minorities with legitimate grievances. The various demands made by such groups leave us in no doubt that there is a political problem. But there is also an important philosophical question to be addressed: a question about the terms of civil association. The modern world has seen two great …

The Legislative Process In The Virginia General Assembly: Ten Case Studies Of Environmental Legislation Proposed By Hampton Roads Cities, Betty Jean Meyer Jan 1991

The Legislative Process In The Virginia General Assembly: Ten Case Studies Of Environmental Legislation Proposed By Hampton Roads Cities, Betty Jean Meyer

Theses and Dissertations in Urban Services - Urban Management

This study addresses the following two questions: (1) How does the Virginia General Assembly process bills which are proposed by local governments in Virginia? and (2) Are there identifiable factors in this legislative process which could be impacted by local governments to influence legislative outcomes? These questions are addressed by focusing on ten case studies of environmental issues contained in legislative proposals of six cities in Hampton Roads Virginia for the 1987, 1988, and 1989 sessions of the General Assembly. The case data were compiled from records of the General Assembly, media accounts, and interviews with 19 legislators and other …

An Examination Of The Irrelevance Of The Term Neoconservative As Used In American Ideological Debates, Mark C. Stanczak Dec 1990

An Examination Of The Irrelevance Of The Term Neoconservative As Used In American Ideological Debates, Mark C. Stanczak

Masters Theses

This study compared, by analysis of their publications, various people who are considered to be part of the neoconservative movement in the United States. A definition was developed, and a sample of neoconservatives was examined to see if they adhered to the definition. The examination centered around these people's individual views, as published, on economics and the Welfare State; the scope of government in a society; the Cold War and its effect on community; religion; and stability, the state and social justice.

The analysis of their publications leads to the conclusion that there is no cohesive movement that can be …

Postrevolutionary Mobilization In China: The One-Child Policy Reconsidered, Tyrene White Oct 1990

Postrevolutionary Mobilization In China: The One-Child Policy Reconsidered, Tyrene White

Political Science Faculty Works

The modernization or developmental model of communist regimes has been widely criticized, but the concept of revolutionary and postrevolutionary phases has endured. Implied in the dichotomy is a fundamental conflict between the politics of revolutionary mobilization (characterized by the push to disrupt and transform bourgeois routines and institutions of the old regime) and the postrevolutionary politics of regularized decision making and institutionalized party rule. The author uses the post-Mao Chinese experience and a case study of China's one-child policy to argue that variant forms of mobilization have remained an integral part of the postrevolutionary Chinese political process, as the Deng …

The Vision Thing, Shaun O'Connell Sep 1990

The Vision Thing, Shaun O'Connell

New England Journal of Public Policy

In "The Vision Thing," Shaun O'Connell reviews a number of books whose subject matter is not merely the presidential election of 1988, but the impact of image politics in the age of the thirty-second sound bite. He quotes Neil Postman in Amusing Ourselves to Death: "Just as the television commercial empties itself of authentic product information so that it can do its psychological work of [pseudotherapy], image politics empties itself of authentic political sustenance for the same reason."

The works discussed in this article include: All by Myself: The Unmaking of a Presidential Campaign, by Christine M. Black …

The Presidential Primary: A Faulty Process, Douglas A. Fraser, Irving Bluestone Sep 1990

The Presidential Primary: A Faulty Process, Douglas A. Fraser, Irving Bluestone

New England Journal of Public Policy

The system of presidential primary elections has in effect created a nonsystem for selecting party candidates for the highest office in the nation. Personality has become the substitute for program content, and campaign spending coupled with the influence of the media counts for more than the candidates' experience, knowledge, expertise, administrative ability, and attachment to the policies and programs of their respective political party. In large measure the current presidential primary system has failed in its objective to advance the democratic process within the political parties while undermining the effectiveness of the parties and the importance of activists, the party …

The Nowhere Man: When The "Miracle" Turned To Mush, David Nyhan Sep 1990

The Nowhere Man: When The "Miracle" Turned To Mush, David Nyhan

New England Journal of Public Policy

He didn 't steal money, go to jail, become embroiled in a personal scandal, or appoint a pack of thieves to high office, as other Massachusetts politicians have on occasion. But his fall was as dramatic as if he had done any or all of the above. From winning reelection in 1986 with 69 percent ofthe vote, then capturing the Democrats' presidential nomination, his fortunes sank like a stone.

Michael Stanley Dukakis, the stoic son of Greek immigrants, became a figure of ridicule in his third term. Thanks to the regional economy's sharp recession and the lingering effects of the …

On Being A Republican In Massachusetts: Notes Of A Party Chairman, Andrew Natsios Sep 1990

On Being A Republican In Massachusetts: Notes Of A Party Chairman, Andrew Natsios

New England Journal of Public Policy

In the 1970s the Democratic and Republican national and state parties initiated efforts at party renewal in order to reverse their declining institutional power. Between 1980 and 1987 the Massachusetts Republican Party undertook a renewal effort modeled after that of the Republican National Committee under William Brock. This model emphasized the provision to candidates and to the grassroots party organization of campaign sendees such as literature design, polling, direct mail fund-raising, telephone banks, and campaign schools. The Massachusetts Republican Party concentrated these services to candidates for the state legislature, achieving the largest net gain in seats since 1962. Campaign technology …

Journalists As Professionals In Theory And Reality, Jane Leftwich Curry Feb 1990

Journalists As Professionals In Theory And Reality, Jane Leftwich Curry

Political Science

Journalists and journalism in Poland were important actors and elements in the battles of Solidarity. The media they produced was a major concern for both Solidarity and the government. And, while battles went on between Solidarity and the government over issues related to the mass media, journalists fought with both sides to be allowed to produce what they felt, as professionals, was right. Some of their number used professional positions to take active roles in government and others used them to take roles in Solidarity. Still others used the journalists' association to increase professional power and autonomy and to negotiate …

Remarks Prepared For Delivery To The Journal Of Commerce And The National Foreign Trade Council's Uruguay Round Conference By Secretary Of Agriculture Clayton Yeutier, Clayton K. Yeutter Jan 1990

Remarks Prepared For Delivery To The Journal Of Commerce And The National Foreign Trade Council's Uruguay Round Conference By Secretary Of Agriculture Clayton Yeutier, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

It is time to quit pretending that supply management works as a farm income enhancement program. It may in the short run; it doesn't in the long run. It is time to stop pretending that protectionist trade policies help America's agriculture. They may in the short run; they don't in the long run.

Altered States: A Comparison Of Separation Of Powers In The United States And In The United Kingdom, James G. Wilson Jan 1990

Altered States: A Comparison Of Separation Of Powers In The United States And In The United Kingdom, James G. Wilson

Law Faculty Articles and Essays

This Article initially will compare the United States Constitution and the British constitution both to evaluate Young, Morrison, and Misretta, and to develop a sounder approach to all structural issues. Comparative constitutional law provides some of the "experience" needed to decide abstract structural cases. Predicting the reverberations of a proposed change within a system will be easier if one has studied how similar alterations have affected similar organizations. The British constitution is particularly germane because it was a model for the American Constitution. The two countries have a shared legal tradition and frequently generate similar positive law. The British constitution …
