Strategy As Problem-Solving, Andrew Carr
The US Army War College Quarterly: Parameters
This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

What are the distinct contributions of normative orientations (including theological and ideological ones) in the public policy process? While the literature on policy formation in the past three decades has embraced at least some idea that ideology matters, little has focused on whether the content of their specific normative orientations leads groups to contribute to, and engage in, a policy process differently. By examining Paul Sabatier’s advocacy coalition framework in conversation with Rev. Dr. Gayraud Wilmore’s tripartite, theoethical framework of liberation, elevation, and survival, this dissertation contends that the normative commitments of advocacy stakeholders within New York City’s tenant movement …

Studying Conspiracy Theory After The (Current) Rise Of Right-Wing Populism, Mark Fenster

The American historian Richard Hofstadter intended his still-influential essay on the “Paranoid Style in American Politics,” which initiated the modern study of conspiracy theories, as a response to the mid-1950s rise of right-wing populism in the US. Reflecting on the lessons we can learn from the insights and weaknesses of Hofstadter’s timely intervention into contemporary politics, as well as the author’s three decades studying conspiracy theories, the chapter asks how current academic work, which takes place within and responds to another rise in rightwing populism, should understand and intervene in the present and prepare for the future.

The examination of the relationship between political instability and economic growth is critical in today's global economy, especially in African nations facing multifaceted challenges. Over recent decades, this connection has been a key area of focus for economic scholars, driving significant empirical research. This dissertation conceptualizes peacebuilding in Afghanistan (2001-2021) as facilitation of sociocultural transformation of the country towards accepting the international norms important for sustainable peace, such as democracy, human rights, and gender equality. Hence, peacebuilding was highly normative and required enormous changes promoted by key peacebuilding actors to transform Afghan politics, society, and culture from a traditional society marked by fragmentation and radicalization to one that embraced these values.

This paper makes a normative argument about transformations of public health as a necessary condition required in any transitional justice process. We seek to bridge the gap between the fields of genocide and public health to understand the recursive relationship between genocide and the social determinants of health. We show that structures and institutions established during genocide create enduring impacts on the public health outcomes of victim and survivor groups even after the ousting of the original perpetrators. Our comparative analysis of the Rwandan Genocide and the colonial genocide of Indigenous communities in Canada surveys the available public health literature …

With the world trending toward urbanization, and Russia and China acting aggressively toward Ukraine and Taiwan, respectively, the conduct of irregular warfare in built-up environments—specifically, urban resistance to occupation—merits greater study. The authors’ Dutch-language and primary source research on the Netherlands’ World War II urban resistance to German occupation makes this article unique. It provides deeper insights into the occupation experiences of a highly urbanized, densely populated country in which clandestine underground and auxiliary elements played paramount roles in resistance efforts for most of the occupation period. Russia pioneered exploiting civilian inequalities to maximize military effectiveness in Chechnya, contributing to the Kadyrovtsy blocking detachments observed in Ukraine. Kadyrovtsy, pro-Russian Chechens, are drawn from a unique political order enabling this specialized military role. Military inequality literature typically ignores how minority-ethnic forces often serve in specialized combat roles. Understanding the Chechen Wars, the Kadyrov regime, and living standards in Russia helps explain these minority-ethnic blocking detachments in Ukraine. Analysis of this vital section of Putin’s regime offers actionable recommendations for Western actors to undermine Russian military efforts and identifies the potential risks of those actions.

This study aimed to identify the internal legislative determinants in the Jordanian political system that affect the participation of political parties during the period from 1946 to 2020. The study utilized three research methods: the historical method, the descriptive and analytical approach, and the comparative approach. The study reached several key findings, the most notable being that internal legislative determinants significantly impacted the participation of parties in the Jordanian political system, with each determinant varying in its degree of influence. This essay presents a cautionary tale about certain problems with systematization and abstraction in comparative civilizational studies. It advocates instead for the analysis of single works, limited events, or particular figures, within larger issues pertaining to what is understood as a “civilization” or “culture”. This article engages with scholars working on the history of capitalism and with scholars of American political development to form a historical materialist perspective on the creation of the American federal government. First, it returns to the debate about the state in capitalist society to develop an approach for theorizing the relations between class, capitalism, and states. Next, it addresses the position of American capitalism in the 1780s, arguing that it was still in a long transition phase. From 1882 to 1968, the National Association for the Advancement of Colored People (NAACP) estimates that 4,743 lynching’s occurred in the U.S. While other organizations report a slightly different number, the harsh reality of terror and violence remains the same. These violent acts of murder were used as a mechanism by white mobs to promote terror and enforce control upon the black community. Research on the displacement of the Rohingya from their property has paid little attention to how the government’s land policies encourage various actors to seize that land and extract resources. This research is based on interviews with Rohingya refugees, reports from the United Nations and humanitarian agencies, and published academic work. Economic, social, and political factors are responsible for the displacement of Rohingyas. To argue that a single factor is responsible for their displacement would be incorrect, as research reveals a more complicated interaction of social forces. The study aimed to propose an overview of the history and stages of the Greek-Turkish conflict over the island of Cyprus, to highlight the international powers position towards it. The study used a comprehensive in-depth methodology that consisted of the historical approach, the descriptive analytical approach, and the decision-making approach, in addition to apply a number of conflict analysis tools. Zambia’s first President, Kenneth Kaunda (known widely as KK), passed away on 17 June 2021 at the age of 97. This marked the end of an era for many, and not only in Zambia. This essay examines the role of Black women in the American Civil Rights Movement. This is achieved through a review of literature, followed by an analysis of the First Wave of Feminism, prominent Black female leaders, and the issue of erasure of Black women. Ultimately, the essay argues that Black women were the spine of the American Civil Rights Movement, despite their historical erasure.

Public administration navigates an important place in governing in that it is multidisciplinary and focused on practice, thus all theories need to be prepared to face critique from the people. At this watershed moment of social justice, political reckoning, and revolutionary imagination, it is key that public administration contends with the racist logics driving the field and the practice. This dissertation explores the role of biblical interpretation in the politics of inequality in the United States. Building on scholarship in American Political Development that identifies ideas as integral to institution building, I analyze the interplay between biblical interpretations, organizational structures, and political strategies within two contemporary religio-political groups: the New Poor People’s Campaign (NPPC) and Capitol Ministries (CM). Methodologically, I combine in-depth, interpretative readings of primary source documents with an historical institutional analysis of the secondary literature on the role of religion in American politics. This paper discusses the factors behind China's ambiguous stance on the issue of autonomous weapons and its relationship with China's rise. In 2016 at the United Nations on Certain Conventional Weapons (UN-CCW), China was the only Permanent Five (P5) country to call for the prohibition and importance of a binding protocol on autonomous weapons. Through its position paper, China stated that the characteristics of autonomous weapons are not in accordance with the principles of International Humanitarian Law (IHL), fears of an arms race, to the threat of war. How far can a democracy go to protect itself without jeopardizing the liberties upon which democracy depends? This dissertation examines why wartime restrictions on civil liberties outlive their original justifications. Through a comparative historical analysis of five major American wars, it illustrates the decisive role of the U.S. Congress in preserving these restrictions during peacetime. This argument challenges the prevailing consensus in the literature, which identifies wartime executive power as the main threat to postwar freedoms. It also reveals broader narratives of American constitutional development, including the rise and fall of intrusive congressional investigations, the decline of sedition legislation since …
