Most of us think of punishment as an ugly display of power. But punishment also tells us something about the ideals and aspirations of a people and their government. How a state punishes reveals whether or not it is confident in its own legitimacy and sovereignty. Punishment and Political Order examines the questions raised by the state's exercise of punitive power--from what it is about human psychology that desires sanction and order to how the state can administer pain while calling for justice. Development Decision-Making In St. Louis: Institutions, Incentives And Urban Development, William Ernst Winter

This study uses the example of St. Louis to identify how local leaders make decisions about development and what factors influence the type of projects chosen. Through an analysis of projects conducted in the downtown and two distressed neighborhoods, the study concludes that St. Louis has a system of development decision-making that is substantially privatized and decentralized. At the center of development activity are place-based entrepreneurs who understand the local market and work to change the incentive structure for reinvestment. Fraud is a growing concern in the news business, especially in recent years where numerous journalism scandals rock its foundation. This paper examines the most prominent cases: Stephen Glass, the reporter for The New Republic newsmagazine who completely or partially fabricated 27 stories in the late ‘90s; Jayson Blair, the New York Times reporter who was found to have plagiarized or made up his supposedly on-thescene reporting in 2003; and Janet Cooke, who won a Pulitzer Prize in 1981 for her Washington Post story about a child heroin addict who, in actuality, did not exist. Socrates As Citizen?: The Implications Of Socratic Eros For Contemporary Models Of Citizenship, Jeremy John Mhire

This dissertation evaluates the appropriateness of using Socrates as a model for contemporary citizenship. I examine the question of Socrates' civic character by inquiring about the relation of the philosopher (or political scientist) to the city (that is, to political life) without taking for granted that they share a common aim or purpose. Instead, I prepare the discussion with an examination of the treatment of Socrates by the comic poet Aristophanes in the Clouds. I suggest that Socrates' famed eros, his unwavering love of wisdom, was a problem, one that threatened the very foundations of political society. By conceiving of …

One of the most creative theories advanced about legislative organization in recent years is Katz and Sala's linkage of the development of committee property rights in the US House of Representatives to the introduction of the Australian ballot. Katz and Sala argue that the Australian ballot – a government-printed ballot cast in secret that replaced a party-produced ballot that was cast in public – gave members of the House an incentive to pursue personal constituency votes. This, in turn, led to the rise of committee property rights as members sought to keep their committee assignments from term to term because …

Global warming and resulting climate change present the world with major and potentially devastating challenges. China is among the countries that will suffer the effects of climate change. Although its per captia emissions of pollutants causing global warming remain relatively low compared to the world’s richest countries, China is now the second largest global polluter, and in coming decades it will overtake the United States as the world’s largest polluter of the global atmosphere. In the last ten years, a worldwide movement has emerged for reparations to various previously subordinated groups for past wrongs. This paper discusses the movement for reparations to the continent of Africa. It begins with a discussion of the United Nations-sponsored World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance held in Durban, South Africa, in September 2001. It then traces the discussion of reparations to Africa back to the Group of Eminent Persons (GEP) established in the early 1990s by the Organization of African Unity to pursue reparations for slavery and (perhaps) other wrongs perpetrated on Africa. The late modern and postmodern theme of homecoming permeates the philosophy of Martin Heidegger, who grapples with the topic throughout the various phases of his lifelong meditation on Being. Heidegger continually gave thought to the relationship between Being and the place or site in which it becomes manifest, whether it is a system of references and manipulable entities (Being and Time), language (An Introduction to Metaphysics), or aesthetic works of art (“The Origin of the Work of Art”).
