Moderating Politics In Post-Conflict States: An Examination Of Bosnia And Herzegovina, Angela M. Banks Apr 2005

Moderating Politics In Post-Conflict States: An Examination Of Bosnia And Herzegovina, Angela M. Banks

Faculty Publications

The individuals who negotiated the peace agreement that ended the war in Bosnia and Herzegovina considered ethnicity to be the most salient division within Bosnian society. Consequently they organized Bosnia's political structure around ethnic representation. While it is doubtful that peace in Bosnia would have been possible without guarantees for ethnic-based political representation, such guarantees have proven insufficient for building a functioning, stable, and cohesive state. This article analyzes the role that Bosnia's political framework, which focuses exclusively on ethnic representation, has played in impeding the development of a significant cadre of moderate political actors and in hindering the success …

Grand Strategy Analysis: A Proto-Theoretical Approach, Patrick Magee Apr 2005

Grand Strategy Analysis: A Proto-Theoretical Approach, Patrick Magee

Graduate Program in International Studies Theses & Dissertations

International relations scholarship begins and ends with assumptions—about human nature; about human interaction; about starting points, relative information, and outcomes. Such assumptions are necessary to further the intellectual coherence and development of scholarly work. However, they restrict the applicability of scholarly research to those situations that parallel the work's underlying assumptions.

This work argues the body of international relations scholarship as a whole would benefit from the development of a pre-theory state, absent any assumptions about international relations, from which observers can identify those works of scholarship that are most effective in explaining perceptive states and the strategic decisions taken …

Introduction: China, Ltd, William A. Callahan Feb 2005

Introduction: China, Ltd, William A. Callahan

Research Collection School of Social Sciences

The study of Chinese nationalism is very popular--both in China and the West. This article introduces a special section of seven articles (four of which are in this issue) on 'The Limits of Chinese Nationalism', arguing that our understanding of nationalism in China is problematic. This special section aims to explore the limits of many of the statements about Chinese nationalism that have now become 'common sense': the rise of Chinese nationalism, nationalism filling an ideological vacuum, elites manipulating nationalism to gain legitimacy, and so on. Using critical IR theory this Introduction explores the concept of limits to argue that …

Georgia, James Smithwick Jan 2005

Georgia, James Smithwick

Human Rights & Human Welfare

The conflict between Chechnya and Russia combined with September 11 has focused more international attention on the Russian Caucuses. However, little has changed since America declared a War on Terror in the Republic of Georgia. The state turned a blind eye to religious persecution before September 11, and continues to do so. Multiple separatist movements persist in the same manner as they did prior to September 11.

Sri Lanka, Amanda Donahoe Jan 2005

Sri Lanka, Amanda Donahoe

Human Rights & Human Welfare

Sri Lanka has been entrenched in a civil war for two decades. As in ethnic conflicts in many other post-colonial countries, the different groups of Sri Lanka give loyalty primarily to the group, rather than to the entire country. The Sinhalese majority have slowly populated the government and treated the Tamil minority as a threat to national stability, instead of as candidates for conciliation and power sharing. Consequently, the Liberation Tigers of Tamil Eelam (LTTE) has taken up arms against the Sinhalese controlled government to fight for an independent homeland in the north and north-east parts of the country in …

Cultural And Individual Influences On Foreign Policy, Emine Sunduz Demir Jan 2005

Cultural And Individual Influences On Foreign Policy, Emine Sunduz Demir

Masters Theses

The principle aim of this thesis is to examine how strategic culture affects foreign policy decision-making, as contrasted to the particular decree of influence the individuals have on the foreign policy process in the concept of an immediate extended deterrence. This thesis is based on three case studies that are tested separately using both Cha's notion of strategic culture and Allison's Bureaucratic Politics Model in order to find which model (if any) best explains foreign policy decision making. Cases are: The SemiVietnamese War in 1979 and Deng Xiaoping, the Taiwan Strait Crisis in 1996 and Jiang Zemin, and the Kosovo …

Organized Labor's Influence On Local Elections: A Case History Of Snohomish County, Washington, Jonathan Stuart Burr Jan 2005

Organized Labor's Influence On Local Elections: A Case History Of Snohomish County, Washington, Jonathan Stuart Burr

Theses and Dissertations

Candidates seeking public office must build a strong political following to be successful. This applies at national, state, and even local levels. The support generated for a candidate's campaign can be attributed to factors such as personal characteristics, political following, political resources, and endorsements. This analysis focuses on union endorsements in relation to other political endorsements. The case study of the race for Snohomish County Council in District Five illuminates the connection between endorsements, monetary contributions, and voting behavior. Union political coordinators were interviewed and results from the primary and general election 2005 were compiled. The findings support previous studies …

Politics, Rights, And The Refugee Problem, Richard Dagger Jan 2005

Politics, Rights, And The Refugee Problem, Richard Dagger

Political Science Faculty Publications

In The Origins of Totalitarianism, the political philosopher Hannah Arendt pointed to the years between World War I and World War II as the time when the plight of refugees became a pressing political problem.' If Arendt were still alive (she died in 1975), she would no doubt agree that the problem is at least as pressing in the early twenty-first century as it was sixty or more years ago, when she herself was a refugee from Nazi Germany. Who would not agree? According to a report of the U.N. Population Division, 16 million people were refugees at the …

Thucydides [From Encyclopedia Of Social Measurement], Peter A. Furia, Ari Kohen Jan 2005

Thucydides [From Encyclopedia Of Social Measurement], Peter A. Furia, Ari Kohen

Department of Political Science: Faculty Publications

Thucydides (5th Century B.C.E.) is arguably the first person to engage in systematic social measurement. His lone surviving masterwork. The Peloponnesian War, stands as a founding text for the disciplines of history and political science. On its surface, The Peloponnesian War comprehensively and objectively chronicles the 27 year military struggle between Athens and Sparta from which the latter emerged victorious in 404 B.C.E. Yet Thucydides’ aim and approach in recounting the Peloponnesian War is extensively debated, often reflecting enduring disagreements about the philosophy and methodology of social science.

Afghanistan, Greg Sanders Jan 2005

Afghanistan, Greg Sanders

Human Rights & Human Welfare

After September 11, Afghanistan became the first battleground of the War on Terror when the Taliban government refused to turn over Osama Bin Laden and other Al Qaeda members. Human rights concerns about these events fall in two areas. First, did the United States violate human rights when it launched Operation Enduring Freedom to overthrow the Taliban and during the subsequent occupation? Second, have the occupation forces and new regime of under the leadership of Hamid Karzai done enough to improve the previously miserable human rights situation in Afghanistan?

Colombia, Travis Ning Jan 2005

Colombia, Travis Ning

Human Rights & Human Welfare

The events of September 11 continued of the pattern of redefinition in the conflict in Colombia. The complex war of today actually began decades ago as a small political struggle, which has gradually developed into a large-scale civil war. The continuation and growth of civil strife in Colombia witnessed the emergence of several organized anti-government guerrilla movements. Some of these groups have since been defeated or have integrated themselves into the recognized political system. Others have continued to violently challenge Colombian government authority. Currently, the two most significant anti-government insurgency groups are the Fuerzas Armadas Revolucionarias de Colombia (FARC) and …

The Application Of A System Of Systems Analysis To Assessments Of National Power, George T. Hodermarsky Jan 2005

The Application Of A System Of Systems Analysis To Assessments Of National Power, George T. Hodermarsky

Graduate Program in International Studies Theses & Dissertations

This dissertation proposes an approach and methodology for the utilization of the fundamentals of systems theory as an aid to national security decision-making. At its core is an examination of the elements of nations' or non-state actor's power resources. The product of the analysis is the compilation of a set of nodes, and the relationships between these, upon which actions may be taken to achieve desired effects. Since the boundaries between the subsystems of power resources are flexible and permeable, and there will be interactions between elements in different subsystems, a system of systems approach is essential so that the …

Telecommunications Technology And Sovereignty: Effects On States As Information Transfer Increased From The Speed Of Oxcart To The Speed Of Light, James H. Radford Jan 2005

Telecommunications Technology And Sovereignty: Effects On States As Information Transfer Increased From The Speed Of Oxcart To The Speed Of Light, James H. Radford

Graduate Program in International Studies Theses & Dissertations

Sovereignty---the absolute and unlimited power of the state---provides independence of action. Information about actions or intentions of competitors, enemies, or even friends, arriving after extended periods of time, resulted in responses to fait accompli. When information travels nearly instantaneously, states must consider potentially rapid international reactions before the fact. This suggests that since a state's freedom of action has been abridged, the nature of their sovereignty has altered.

This study pursues the research question: In what ways does telecommunications technology affect state sovereignty? The evolution of sovereignty is compared to development of telecommunications technology over four distinct eras, each …

Globalization, Identity, And The Florida Realm Of The Orion Knights Of The Ku Klux Klan: Landscapes Of Resistance In Immokalee, Florida, Thomas Chapman

Political Science & Geography Faculty Publications

As places across the globe have become increasingly interconnected, people are experiencing a 'speeeding up' of the pace of life, in which barriers in space are rapidly broken down by a globalizing economy. There is a feeling that the world is shrinking, and even that it will collapse upon us (Harvey, 1989). This process and their associated feelings are not new, but are deeply embedded in the history of capitalism and the relentless drive towards newer and newer modernities. In the twenty-first Century, these dualities of time and space seem to have taken on a new `hyper-urgency' in overcoming spatial …

Political Violence And Conflict Resolution: The Struggle For Peace In Northern Ireland, Lisa G. Fox Aug 2004

Political Violence And Conflict Resolution: The Struggle For Peace In Northern Ireland, Lisa G. Fox

Graduate Program in International Studies Theses & Dissertations

Political violence, especially in ethnoreligious conflicts, continues to threaten the stability and security of the international environment. Motivations for using violence are complex and can evolve over time. As long as one or more of the motivations continue to exist, parties to a conflict will feel that violence is a legitimate course of action and, thus, the conflict will persist.

Theories about the causes of conflict and the approaches that should be taken to terminate it mostly propose a single approach. A single approach, however, will address certain issues while leaving others unresolved, allowing some motivations to continue stimulating conflict. …

The Smugglers' Landscape: Geography, Route Selection And The Global Heroin Trade, James Dallis Medler Jul 2004

The Smugglers' Landscape: Geography, Route Selection And The Global Heroin Trade, James Dallis Medler

Graduate Program in International Studies Theses & Dissertations

This study focuses on transnational smuggling, and puts forth an analytical framework from the smugglers' perspective with respect to route selection, focusing primarily on aspects of economic, political, and human geography. It is predicated on three interconnected decision-making domains that constitute the smuggler's operational landscape, namely access, risk and connectivity, which interact to drive the smugglers' perceptions of route attractiveness. The first two domains operate reciprocally, primarily at the national level of analysis, and together both shape and are shaped by the third at the transnational level to form a feedback loop. With respect to connectivity, the convention of the …

Space Cooperation Under Anarchy: Commercialization Of Outer Space And Space Security In The Post-Cold War Era, Irina V. Louts Jul 2004

Space Cooperation Under Anarchy: Commercialization Of Outer Space And Space Security In The Post-Cold War Era, Irina V. Louts

Graduate Program in International Studies Theses & Dissertations

The 20th century brought the most horrific weapons and most devastating wars in the history of human civilization. It also gave us the most breathtaking discoveries and technological breakthroughs, including the opening up of outer space to human reach. The commercialization of outer space is one of the most significant developments of our time, giving us an opportunity to put the richness of this medium to the betterment of human conditions on Earth on an increasingly widening scale.

Technological advances have also made space more important militarily. A puzzle now is whether the commercialization of outer space facilitates international cooperation …

The Influence Of The United Nations Secretary-General On The International Security Agenda, Jennifer S. Couture May 2004

The Influence Of The United Nations Secretary-General On The International Security Agenda, Jennifer S. Couture

Graduate Program in International Studies Theses & Dissertations

Can the United Nations Secretary-General (UNSG) be an effective leader when the member states are not obliged to adhere to his priorities? Despite important limitations, the UNSG can influence the manner in which the organization's security agenda is prioritized and executed. Using both constitutional prerogatives as well as attributes of personal influence, the UNSG can make a meaningful impact on the way the United Nations (UN) executes its mission to maintain international peace and security. While the UNSG's constitutional authority establishes the foundation for his relationship with the member states, the extent to which the UNSG plays an important role …

The War Powers Resolution: Asserting Congress's Role Over The Use Of Military Force, Catherine M. Banks Apr 2004

The War Powers Resolution: Asserting Congress's Role Over The Use Of Military Force, Catherine M. Banks

Graduate Program in International Studies Theses & Dissertations

Immediately following the terrorist attacks of 11 September 2001, Vice President Richard Cheney identified the moment as a turning point in the relationship between the executive and legislative branches. As the representative leaders of the nation responded to the crisis that confirmed the new enemy, they granted the President substantial authority to shape the nation's policies towards the new threat. The nature of the threat called for this milestone in the executive-legislative relationship, which provided near unanimous support for the Commander-in-Chief to secure America and its interests. Yet, this moment has been relatively short-lived and the history of the tenuous …

China's Domestic And International Policies On Global Warming : Explanations And Assessment, Paul G. Harris, Hongyuan Yu Feb 2004

China's Domestic And International Policies On Global Warming : Explanations And Assessment, Paul G. Harris, Hongyuan Yu

CAPS Working Paper Series

Global warming and resulting climate change present the world with major and potentially devastating challenges. China is among the countries that will suffer the effects of climate change. Although its per captia emissions of pollutants causing global warming remain relatively low compared to the world’s richest countries, China is now the second largest global polluter, and in coming decades it will overtake the United States as the world’s largest polluter of the global atmosphere. How China responds to this problem has profound implications for its people, its neighbors and the world. China has joined with other countries in debating this …

Toward A New Constitutional Anatomy, Victoria Nourse Feb 2004

Toward A New Constitutional Anatomy, Victoria Nourse

Georgetown Law Faculty Publications and Other Works

There is an important sense in which our Constitution's structure is not what it appears to be--a set of activities or functions or geographies, the 'judicial" or the "executive" or the "legislative" power, the "truly local and the truly national. "Indeed, it is only if we put these notions to the side that we can come to grips with the importance of the generative provisions of the Constitution: the provisions that actually create our federal government; that bind citizens, through voting, to a House of Representatives, to a Senate, to a President, and even, indirectly, to a Supreme Court. In …
