การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

The El Paso-Ciudad Juárez (EPJ) region has a history of nonattainment for ozone and particulate matter. Given transboundary air pollution in the EPJ region is not confined to the U.S.-Mexico border, it is important to implement a transnational response that accounts for the health and safety of everyone, including marginalized communities in EPJ. This thesis assesses the state of air quality and transboundary air pollution in the EPJ region through a multidisciplinary perspective that focuses on issues of data monitoring, environmental governance, and transnational environmental justice. Many Americans not only hold misinformed beliefs about policy-relevant topics (e.g., climate change, public health) but hold those views with high degrees of confidence in their factual accuracy. Epistemic overconfidence – an application of the Dunning Kruger Effect (DKE, or “ignorance of one’s own ignorance” – is politically consequential, as misinformed individuals who hold those views with high degrees of confidence may be especially likely to oppose evidence-based policies and resist attitude change. A Seat At The Table: Minority Representation And County Governing Boards, Al G. Gourrier, Leander D. Kellogg, E. Lee Bernick, Katheryn Brekken

Journal of Public Management & Social Policy

This study focuses on minority representation on county governing boards to determine the extent of minority representation, and then to provide explanation for the exiting patterns in its representation. The dependent variable used in this paper is a count variable employing a Zero-Inflated Negative Binomial model. The results indicate that minority populations, counties located in the South, partisan elections, the size of county governing boards and urban counties have positive effects on increased minority representation, while at-large voting districts have a negative effect. This book highlights the ways poor and vulnerable people in South Africa, Lesotho, and Zimbabwe have mobilized against the structural and political forces that deny them a healthy and sustainable environment. Buen Vivir Under Correa: The Rhetoric Of Participatory Democracy, The Reality Of Rentier Populism, Paul W. Posner

This article seeks to understand the relationship between populism and participatory democracy through analysis of Rafael Correa's left populist regime in Ecuador (2007-2017). It argues that rather than adhering to its own standard for participatory democracy, what the Correa regime referred to as the Socialism of Buen Vivir, it employed the rhetoric of participatory democracy in the service of populist rule. As a result, the Correa regime failed to promote the participatory form of democracy and citizenship promised in Buen Vivir, its version of twenty-first-century socialism. This paper explores the history of plastic in the beauty and cosmetics industry, and how this toxic material is irreparably harming our ecosystems resulting from nonrecyclable packaging and a lack of microplastic management. Properly managing harmful plastics found in personal care and cosmetics products (PCCPs) is essential for minimizing toxic wastewater in raw sewage, landfills, and the ocean, as discussed in reports such as “Plastics in Cosmetics” by the UNEP. Early definitions of conservation focused largely on the end goals of protection or restoration of nature, and the various disciplinary domains that contribute to these ends. Conservation science and practice has evolved beyond being focused on just issues of scarcity and biodiversity decline. To better recognize the inherent links between human behaviour and conservation, “success” in conservation is now being defined in terms that include human rights and needs. This thesis explores how the public discourse surrounding the United States-Mexico-Canada Agreement (USMCA) negotiations affected the formulation of the free trade agreement (FTA). More specifically, the project set out to determine if North American environmental groups successfully had public concerns addressed and codified in the Environment chapter of the USMCA. Congressional archives document the democratic process; the development of public policy; and multiple narratives related to the country’s social, cultural, and political development. This paper investigates the ways in which water remunicipalization and the natural right to clean drinking water has affected the livelihood of the population of Atlanta, Georgia. Looking at the failures of water privatization efforts across the globe within the context of the ecosystem resources that water provides, I show in chapter 1 that the privatization of water is antithetical to the core goals of water supply, and an increasingly pressing issue as climate change produces increasing water scarcity. The people of the Pacific Islands face an existential crisis due to climate change, despite the fact that they are the least responsible for contributing to carbon emissions. The effects of climate change, namely sea-level rise, pose a verified threat to low-lying islands, infiltrating water supplies, crops, and infrastructure. This thesis explores the relationship between federal redlining policy and the siting of air polluting facilities, using a dual approach of geospatial analysis and historiography on Philadelphia as a case study. Geographic Information System (GIS) tools are applied to Environmental Protection Agency (EPA) data on air polluting facilities and the Home Owners’ Loan Corporation (HOLC) Residential Security Maps. This analysis is used to determine the number of facilities within redlined neighborhoods and their patterns of density. Findings suggest that higher concentrations of polluting facilities are present in those neighborhoods ranked lowest by the HOLC, while neighborhoods ranked highest show remarkably …

In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. This chapter explores the domestication of Marx’s critique of political economy within Marxist-oriented environmental sociology, and treadmill of production (ToP) theory, in particular. The aim is to explicate the theoretical resources for a rigorous critique of capital-induced planetary degradation. Shortcomings of ToP theory pertaining to the conceptualization of capital and value are identified. The reasons for these shortcomings, including how they might be addressed, are elaborated by reconsidering key aspects of Marx’s critical theory of modern capitalist society. This article draws on the resources of a little-known political theorist, Philip Hunton, to explain the function of “murky” jurisprudence in the maintenance of separation of powers over time. In the era immediately before the drafting of the United States Constitution, separation of powers was a touted remedy to tyranny. But if government is thus moderated, a critical question arises: who will judge the precise contours of each institution’s powers? In recent years, more attention has been paid to the immigration crisis at the US-Mexico border thanks in part to the strict immigration restrictions from the Trump administration, such as the family separation policy. Among the greatest threats of climate change is the significant impact on mass displacement, particularly as it relates to Mexico-US immigration. Low crop yields from worsening climate conditions have been linked to increased migration of Mexican farmers. With a projected 4.2 million additional migrants in the foreseeable future, it poses a contemporary environmental, social, and political dilemma. This policy brief analyzes several provision proposals to be adopted into the United States-Mexico-Canada Agreement (USMCA), as evaluated under economic cost, equity, environmental impact, and feasibility criteria. Purpose: to theoretically contextualize the Liquefied Natural Gas (LNG) issue using Bauman and Debord. More generally, this research provides a theoretical and qualitative context to understand the LNG issue in discussions of environmental management, globalization, and local government.

Design/methodology/approach: this article uses Boje’s narrative case study approach to analyze the politics around localized resistance movements to LNG production in the Rio Grande Valley. This dissertation considers how the temporal remains of the Age of Discovery and its doctrine persist in a racial-geographical ranking of human and non-human, terrestrial and planetary life and worth. Across this work, I interpret a series of historical moments and their objects of speculative geographic cultural production: a state mapping program, a painting, a biomedical project, a de-monumenting protest action.
