Are there any coherent and defensible alternatives to liberal democracy? The author examines the possibility that a reformed democratic centralism-the principle around which China's cur- rent polity is officially organized-might be legitimate, according to both an inside and an out- side perspective. The inside perspective builds on contemporary Chinese political theory; the outside perspective critically deploys Rawls's notion ofa "decent society " as its standard. Slobodan Milosevic was the central actor in the recent Yugoslav drama that began with the rise of nationalism and ended with the dissolution of Yugoslavia. How did he emerge as a charismatic leader, and why did the Serbian people follow him to national disaster. It is argued that Milosevic owed his charismatic authority to the sense of widespread social discontent he helped be forged by strategically manipulating key cultural symbols of the Serbian nation. If Afghanistan Has Failed, Then Afghanistan Is Dead: ‘Failed States’ And The Inappropriate Substitution Of Legal Conclusion For Political Description, David D. Caron

A Bush Administration memorandum argued that the Geneva Conventions did not apply in Afghanistan because Afghanistan was no longer a state and therefore no longer a party to those treaties. This article argues both that there is not precedent for such a "failed state" doctrine and that it is, as a normative matter, not a desirable doctrine. It is argued that the memorandum inappropriately jumped from the political science description of a state that can no longer deliver basic services to the legal conclusion that the state no longer existed. Prostitution has been considered by feminists as, alternatively, a gendered relation, an issue of sexuality, and a kind of labor. In this paper, I argue for an integrated feminist analysis of sex work which focuses on the first and third of these (leaving the second in the background) and orients itself toward consideration of sex work as a symptom or function of various masculinities.

This article analyzes the concept of hegemony and examines its relationship to power and autonomy. Refuting the conventional belief that it is ideology that distinguishes hegemony, the article argues that it is autonomy that constitutes the distinguishing characteristic. Although hegemons tend to evolve into imperialists, hegemony involves leadership of an alliance, not domination by coercion. It is impossible to conceptualize hegemony without also including autonomy. In this conceptualization, the primary source of autonomy lies in a specific hegemonic system of domination that itself embodies the notion of autonomy for both the polity and its citizenry, a limiting construction that hinders …

Based in part on the results of a unique, comparative research project, the aim of this article is threefold: (1) to provide a comparative summary of racist extremism in Central and Eastern Europe (CEE); (2) to compare the situation of racist extremism in CEE to that inWestern Europe; and (3) to come to some further insights about racist extremism in the region. We make a three-fold contribution to research on the European radical left. First, we will offer a clear and comprehensive definition of the term ‘radical left’. Second, we will look at the main developments within the European radical left as a whole, and not just at one sub-set of political parties. This article examines the continuities and discontinuities of imperial rule in
Cyprus. It specifically investigates how the UK military base regime in the island has been
negotiated in its local and regional contexts, including the recent accession of Cyprus into
the European Union (EU) from whose territory the bases have been excluded. The study
outlines the legal and political discourses and aesthetic practices surrounding the bases,
and attempts to uncover their symbolic contradictions, paradoxes and implications. To this

In modern diplomatic practice, a treaty is a formal written agreement
between states (though recently also designating agreements with and
between international organizations), which is legally binding under
international law. Treaties differ from a variety of other international
agreements like declarations, memorandums of understanding, and
gentlemen's agreements, which only create moral and political obligations,
nonbinding commitments, or what has been branded as "soft law."

The normative concept of transparency, along with the open government laws that purport to create a transparent public system of governance promise the world—a democratic and accountable state above all, and a peaceful, prosperous, and efficient one as well. But transparency, in its role as the theoretical justification for a set of legal commands, frustrates all parties affected by its ambiguities and abstractions. The public’s engagement with transparency in practice yields denials of reasonable requests for essential government information, as well as government meetings that occur behind closed doors. The project of the “Treaty that establishes a Constitution for the Europe”, beyond its political consequences, puts some challenges to the classical constitutional theory. At first sight, it seems completely heterodox towards canon constitutional tendencies, and first of all in what concerns the constituent power classical theories. However, a more rigorous analysis of the history of the modern constitutionalism and its founding texts, mainly French, can lead us to detect very revealing bridges between the liberal modern constitutionalism of the XVIIIth century and the present constitution making of a codified European Constitution. Gijs Van Donselaar uses a Guathier-based definition of exploitation (A exploits B if A is better off and B worse off than either of them would have been had the other not existed) and a related concept the abuse of rights in a series of two-person examples to demonstrate that an unconditional basic income can be parasitic and to make the case that everyone has both a right and responsibility to work.
