The Ocean Research Vessel Act Of 1965: An Inequitable Result Suggests Reevaluation, Philip Alan Sacks Jan 1995

The Ocean Research Vessel Act Of 1965: An Inequitable Result Suggests Reevaluation, Philip Alan Sacks

Marine Affairs Theses and Major Papers

In 1965 Congress passed the ocean Research Vessel Act (ORVA) with the purpose of encouraging the nation's efforts in oceanographic studies. Section 4 of the ORVA states that "scientific personnel on an oceanographic research vessel shall not be considered seamen under the provisions of title 53 of the Revised Statues...". As a result of a literal interpretation of this wording, the Courts have ruled that scientific personnel are excluded from the beneficial remedies afforded all other seamen under the Jones Act. Some courts have also denied an injured scientist "seaman status" under the general maritime law. This paper argues that …

Towards An Ontology Of Problems, Martin Zwick Jan 1995

Towards An Ontology Of Problems, Martin Zwick

Complex Systems Faculty Publications and Presentations

Systems theory offers a language in which one might formulate a metaphysics (or more specifically an ontology) of problems. This proposal is based upon a conception of systems theory shared by von Bertalanffy, Wiener, Boulding, Rapoport, Ashby, Klir, and others, and expressed succinctly by Bunge, who considered game theory, information theory, feedback control theory, and the like to be attempts to construct an "exact and scientific metaphysics." Our prevailing conceptions of "problems" are concretized yet also fragmented and in fact dissolved by the standard reductionist model of science, which cannot provide a general framework for analysis. The idea of a …

A Study Of Voluntary Participation In Computer User Groups, Alan Engels Jan 1995

A Study Of Voluntary Participation In Computer User Groups, Alan Engels

Electronic Theses & Dissertations

The purpose of this study was to determine ways to increase participation of members in Computer User Groups. The problem addressed was that a small select group, less than ten percent, in the Parsons Apple/Macintosh Users Group was doing ninety-five percent or more of the work. If this scenario does not change soon, the overworked and overburdened select few may suffer burnout and quit. Case in point, Joplin, MO, had a large Computer User Group, but about seven years ago, it vanished when the select few refused to serve anymore. The same process of decay and erosion has happened in …

A Guide To Floodplain Cattle Fencing, Department Of Agriculture, Western Australia, Main Roads, Western Australia

Animal production and livestock published reports

A seminar and workshop was held at Fitzroy Crossing in October 1993 to address the consequences of flooding to landholders and communities.

Damage to flood plain fencing was identified as one of the major concerns to landholders.

An outcome from the workshop was the decision to draw on local knowledge and collate information on options for fence and floodgate designs.

This information was to be made available to land holders and other interested parties - hence this publication.

Multiple Model Adaptive Estimation And Head Motion Tracking In A Virtual Environment: An Engineering Approach, James E. Russell Dec 1994

Multiple Model Adaptive Estimation And Head Motion Tracking In A Virtual Environment: An Engineering Approach, James E. Russell

Theses and Dissertations

Software engineering tools and techniques were applied to design and implement an application that reduces lag typically present in virtual environment displays. The application was a Multiple Model Adaptive Estimator (MMAE), composed of three Kalman filters, that predicted head orientation one sample period into the future. The environment rendering software used these predictions to generate the environment display. Each of the filters in the MMAE was designed for a different assumed head motion type (benign, moderate, or heavy), which allowed the MMAE to adapt to changes in head movement characteristics. The use of Ada 9X as an implementation language for …

The "Infoharness" Information Integration Platform, Leon Shklar, Satish Thatte, Howard Marcus, Amit P. Sheth

Kno.e.sis Publications

The "InfoHarness" information integration platform, tools, and services being developed at Bellcore are aimed at providing integrated and rapid access to huge amounts of heterogeneous information independent of the type, representation, and location of information. InfoHarness provides advanced search and browsing capabilities without imposing the burden of restructuring, reformatting or relocating information on information suppliers or creators. This is achieved through object-oriented encapsulation of information and the associated meta-information (e.g., type, location, access rights, owner, creation date, etc.). The meta-information extraction methods ensure rapid and largely automatic creation of information repositories. A gateway that supports access to InfoHarness repositories from …

Does Pedagogy Make A Difference?: An Experimental Study Of Unethical Behavior In Information Systems, Deepak Khazanchi Oct 1994

Does Pedagogy Make A Difference?: An Experimental Study Of Unethical Behavior In Information Systems, Deepak Khazanchi

Information Systems and Quantitative Analysis Faculty Publications

Jn the past few years ethics education has received increasing attention from the business and academic communities. Many have instituted pedagogical programs for increasing awareness of ethical issues, ethical norms and codes of conduct in different professions. It appears that both researchers and practitioners are in agreement about the need for providing adequate ethics education to managers (13, 20, 9). This has become especially important in the context of the information systems (IS) discipline. Proliferation of information and communication technologies has raised many questions on what constitutes ethical managerial behavior. Researchers have reported that the existence of a computer-based information …

Development Of An Analysis Method To Identify The Root Causes Of Finding From The Air Force Environmental Compliance Assessment And Management Program (Ecamp), Frederick B. Cade

Theses and Dissertations

The Air Force is committed to being a national leader in achieving environmental compliance. This commitment is exemplified by the Air Force Chief of Staffs goal of no 'notices of violation.' This goal, however, has proven to be elusive. In the early 1990s, the number of Air Force notices of violation (NOVs) increased by 73%, from 103 to 178. One of the reasons may be findings from the Environmental Compliance Assessment and Management Program (ECAMP) are not being utilized effectively. This research developed an analysis method to identify root causes of ECAMP findings. The model emphasized the use of performance …

Coherence And Usability Of An Environmental Impact Statement, Jill A. Easterly Sep 1994

Coherence And Usability Of An Environmental Impact Statement, Jill A. Easterly

Theses and Dissertations

The purpose of this research effort was to investigate the application of certain principles of effective communication to improve the comprehension, and ultimately the usability, of an Environmental Impact Statement (EIS). Principles from cohesion theory (an area of research describing effective design) were used to manipulate the design of select sections of two sample EISs. Each sample EIS was altered to manipulate the presence and/or absence of visual and linguistic cohesion. Subjects were required to read select versions from each section of the two sample EISs and answer four short answer questions. The dependent variables were accuracy in answering the …

On Lexical And Syntactic Processing Of Bangla Language By Computer., Probal Sengupta Dr.

Doctoral Theses

A distinctive intelligent trait of human beings is the ability to carry out meaningful communication through language. The communication may be direct as in spoken conversation or indirect as in written form, through the audio-visual media, etc. Linguistic ability in humans have fascinated scholars ever since man first learnt to use language. Linguistics, the branch of study involved in studying the nature of human linguistic communication, is perhaps as old as language itself. The invention of the computer added a new dimension to linguistics. Making the computer emu- late human linguistic behaviour was taken up as a challenge by computer …

The Algorithmic Complexity Of Neural Spike Trains Increases During Focal Seizures, P. E. Rapp, I. D. Zimmerman, E. P. Vining, N. Cohn, Alfonso M. Albano, M. A. Jimenez Montano

Physics Faculty Research and Scholarship

The interspike interval spike trains of spontaneously active cortical neurons can display nonrandom internal structure. The degree of nonrandom structure can be quantified and was found to decrease during focal epileptic seizures. Greater statistical discrimination between the two physiological conditions (normal vs seizure) was obtained with, measurements of context-free grammar complexity than by measures of the distribution of the interspike intervals such as the mean interval, its standard deviation, skewness, or kurtosis. An examination of fixed epoch data sets showed that two factors contribute to the complexity: the firing rate and the internal structure of the spike train. However, calculations with …

Genetic Algorithms And Artificial Life, Melanie Mitchell, Stephanie Forrest

Computer Science Faculty Publications and Presentations

Genetic algorithms are computational models of evolution that play a central role in many artificial-life models. We review the history and current scope of research on genetic algorithms in artificial life, giving illustrative examples in which the genetic algorithm is used to study how learning and evolution interact, and to model ecosystems, immune system, cognitive systems, and social systems. We also outline a number of open questions and future directions for genetic algorithms in artificial-life research
