The U.S. Army Corps of Engineers is authorized to permit or deny dredge and fill activities in the nation's coastal and wetland regions. Originally, responsible only for the maintenance of navigation, the Corps considered only navigational requirements in decisions to grant or deny permits. Now, however, the Corps must demonstrate, that the "public interest" is served as well. This study examines the scope of the public interest and attempts to evaluate the effectiveness of the program in a particularly controversial project. The initial phase provides evaluation criteria necessary to analyze the application of the public interest review. The second phase …

Selling fish at the landings stage by auction, as opposed to the current practices of selling to middlemen and through cooperatives, has been proposed by several authors. They suggest that fishermen would receive higher prices and that auction competition would improve fish quality.The aim of this study was to compile the rules and procedures of existing fish auctions, and to explore their effect on price formation. This would provide a basis for any who wished to determine the applicability of fish auctions in particular ports. It is the objective of this major paper to examine and assess the present status and future orientation of flood plain management in Rhode Island. The primary focus of this paper will address floodproofing (Building Code Regulations) of structures as a preventative measure against flood damages. Floodproofing, as an exercise of local police power, is applicable to desired uses of the flood plain; such as residential, recreational and commercial structures. Biological sampling was carried out during 1976-78 in five streams in the southeastern Uinta Basin, Utah and Colorado, in order to provide baseline water-quality data for an area of potential oil-shale development. The biological activity in the streams sampled generally is limited by physical factors more so than by chemical constituents and plant nutrients. Characteristics of streamflow, such as high turbidity, fluctuating water levels, and moderate to high salinity, limit production of flora and fauna biomass.

North Horn Mountain is part of a deeply dissected plateau in central Utah which is characterized by deep, arrow, steep-walled canyons with local relief of more that 1,000 feet. Geologic units exposed in the North Hort Mountain area range in age from Late Cretaceous to Holocene and contain two mineable seams of Cretaceous coal. The area is in the drainage basin of the San Rafael River, in the Colorado River Basin. Runoff from the mountain is ephemeral. This runoff to the San Rafael River sis by way of Cottonwood and Ferron Creeks and represents less than 10 percent of their …

Electronic rearrangements accompanying transfer of the central proton between the two XHn units of (H3NHNH3)+ and (H2OHOH2)+ are studied using ab initio molecular orbital methods. Electron density difference maps are calculated by subtracting the density of the equilibrium structure (X–H‐‐‐X) from that of the midpoint geometry (X‐‐H‐‐X) using the split‐valence 4‐31G basis set. Some of the features revealed by the maps are common to both systems while others indicate significant differences between nitrogen and oxygen. Decomposition of the total electron density into …

This paper was written with two objectives in mind: to provide information relevant to the protection of the quahog fishery and the protection of human health. Both are threatened as hundreds of millions of gallons of industrial effluents and sewage treatment plant discharges enter Narragansett Bay daily. The implications of trace metal pollution with respect to the quahog fishery have received little attention to date. The purpose of this paper is to assemble scientific, legal, and socioeconomic information in a fashion which will direct future research and management attempts in an effective manner.

The skeletal growth of reef·building corals is known to be sensitive to the environment. In particular, high levels of sedimentation and turbidity lead to decreased growth rate, suppressed growth variation, and, ultimately, coral death because of reduced illumination necessary to zooxanthellae and/or increased energy expenditure by the coral animal to remove impacted sediments.

To assess the effect of Naval Ordnance Range usage at Vieques, Puerto Rico, specimens of Montastrea annulariswere collected from reefs adjacent to and removed from the range area. Growth was measured from annual increments revealed by X-radiography of medial slabs of the coral skeletons. Mean growth …

This report summarizes at least 111,497 air pollutant samples collected at about 86 sampling stations throughout Hillsborough County during 1980. Enclosed maps attempt to depict the cleaner and dirtier areas of Hillsborough County, while data summaries show where and how often air quality standards were exceeded during 1980.

This broad base of water data obtained during 1972-1980 provides useful background data for eventual development, revision and enforcement a f regulations, standard effluent limi tation plans, or programs established under the Federal Water Pollution Control Act of 1972.

A computer model has been developed to analyze alternate management strategies and energy and economic constraints. Daily production of beef animals and growing crops is simulated in response to prevailing conditions and system interactions using the GASP IV simulation language. Complete inventories of plant dry matter, animal status, production resources and economic net worth are maintained over the simulation period.

Reconnaissance data for surface waters in Bell County, Kentucky, have been gathered in response to the anticipated need for baseline information related to Federal and State surface-mining regulations. Bell County is particularly well suited for such a study due to past and current coal mining, the widespread distribution of mining and diversity of stratigraphic units affected, the diverse array of both disturbed and undisturbed drainage basins, and the relative ease of access within the county.

Estimated flow rate, temperature, pH, conductivity, and concentration of iron, manganese, and suspended solids were determined for flowing waters collected at 71 scattered sites. Sample …

Lake McConaughy is an important fishery resource of the state of Nebraska. The estimated fishing pressure in 1975 as determined from a postal creel census was 175,872 angler days (Morris 1977). This estimate is inflated compared to an on-site creel census conducted in 1977-78 which showed a total of 69,500 fishing trips annually (Madsen 1980). Not all fishermen were contacted so this estimate is undoubtedly too low. Regardless of which figure is accepted, the reservoir provides many man-days of fishing opportunity. A comparison of two orthodontic sealants and two adhesives was made. An experimental adhesive was tested (Unitek*) also an experimental sealant (Unitek**) was evaluated for its ability to polymerize into a thin film. An established adhesive and sealant system (Concise***) was compared with the above products.

The factors which were considered important to the study were: the strength of the bond formed; the working efficiency; the ability for these materials to bond to the lingual of teeth; and the value of using contralateral teeth when testing bond strength.
