The Americans With Disabilities Act Of 1990: Implications For The Manning, Operation And Construction Of U.S. Commercial Vessels, Steven M. Stancliff

The Americans with Disabilities Act of 1990 adds a new dimension to the body of anti discrimination law in the United States. Encompassing nearly all aspects of employment and public life, it has sent a shock wave of concern throughout the commercial vessels industry. Through examination of the Act's salient features and potential application to commercial vessel operation, manning, and construction, it is concluded that the Act's goals may be substantially achieved without additional risk or significant financial harm to shipowners. My intention in this paper is to focus on the "chronic" hazardous waste problem stemming from past disposal/storage practices. More specifically, to focus on two underground storage tanks at NETC which were used for the storage of hazardous waste (waste oil tanks). The establishment of Marine Spill Response Corporation (MSRC) is a direct outcome of OPA-90 which will have a substantial effect on domestic shipment, storage and traffic of oil. The ramifications of the law will be felt internationally and it has set a precedent for prevention of oil spills from tankers throughout the world. It will have a positive impact on the environment of the world. But it will be costly and the public will ultimately bear the burden of the environment impact.

Global temperatures are expected to increase as a result of the so-called "greenhouse" effect, causing concern among scientists who fear that the sea level may rise as much as three meters by 2100. Using mid-range seal-level-rise scenarios of 1.5 and 2 meters potential socioeconomic impacts on coastal Bangladesh are discussed. The geography is described point out the spatial extent and magnitude of potential damages. Topographic and political-administrative maps are used for population distribution and economic analyses of the areas which would be affected in the sea level rise scenarios. The impact of privately owned sewage treatment plants, a viable alternative to on-site septic systems, is examined in regards to future land-use patterns. It was hypothesized that the use of these facilities would lead to a greater loss of open space, in the coastal City of Gloucester, Massachusetts, than if only conventional on-site septic systems were to be permitted. Constraints to development such as zoning, wetlands, soil characteristics, parcel size, and economic viability were applied to undeveloped property in Gloucester. The results were used to identify individual parcels and calculate the respective developability based on the two different scenarios. Only …

The Rhode Island Marine Debris Pilot Project was initiated in Newport, R.I. during the summer of 1991. The objective of the project was to decrease recreational boaters' contribution to marine debris. Two methods were used to achieve this goal. First, trash and recycling disposal facilities were increased around the harbor. Secondly, educational literature on the environmental consequences of marine debris, and the law that applies to overboard disposal, were distributed throughout the local marine community. The implementation of the pilot project led to a significant increase in the amount of debris brought ashore by boaters, and a decrease in the …

People throughout the Caribbean depend on fishery resources for subsistence and income. Overfishing is a concern in many areas and the need for resource management is apparent. Coral reef protected areas are being used to maintain sustainable tropical reef fisheries. This research examined the effectiveness of the Hol Chan marine Reserve (HCMR), Belize, in meeting fisheries management objectives. Fishes were surveyed within the HCMR and in a comparable non-protected site to examine changes in fish community structure over time in the HCMR and between protected and non-protected sites. The purpose of this study was to analyze the water quality of Pattee Pond and to determine the factors that influence it. The study was divided into two major portions: 1) an assessment of land use practices that influence the water quality of the pond, and 2) an assessment of actual water quality of the pond and its tributaries. The investigation of the land use practices in the Pattee Pond watershed focused on determining the extent to which humans influence the water quality of the lake. Data gathered up to 1990 suggest that water pollution problems existed throughout the Kentucky River Basin. Fecal coliform bacteria in streams was a widespread problem because of the inadequate treatment of municipal wastes, failing septic systems, and agricultural runoff. Iron, lead, manganese, mercury, and silver exceeded State standards and Federal guidelines for drinking water and aquatic life at most of the sample sites for a majority of samples. Aquatic life in many smaller streams in the Knobs region was reduced by chloride discharges from oil and gas operations, according to the Kentucky Division of Water. This report documents the Tiger Team Assessment of the Naval Petroleum and Oil Shale Reserves in Colordao, Utah, and Wyoming (NPOSR-CUW). NPOSR-CUW consists of Naval Petroleum Reserve Number 3 (NPR-3) located near Casper, Wyoming; Naval Oil Shale Reserve Number 1 (NOSR-1) and Naval Oil Shale Reserve Number 3 (NOSR-3) located near Rifle, Colorado; and Naval Oil Shale Reserve Number 2 (NOSR-2) located near Vernal, Utah, which was not examined as part of this assessment.

Effects Of Seeder Design And Seed Placement On Seedling Size And Cull Rates At Western Forest Nurseries, United States Department Of Agriculture, Forest Service

Nursery plots sown with the Summit Precision Seeder and the Oyjord Seeder were compared with plots oversown and hand thinned to desired spacings. We studied 26 seedlots of nine conifer species at five Forest Service, U.S. Department of Agriculture, nurseries. Results varied with nursery, species, and seed characteristics. Thinned plots produced less clumping and fewer gaps between seedlings, but showed little or no difference in seedling size, nor in the number of acceptable seedlings.

Harold W. Beams, long time Professor of Biology at the University of Iowa, died at his home in Iowa City on January 26, 1992 after an illness of several months. Professor Bearns was born in Belle Plaine, Kansas on August 3, 1903. He received the B.A. Degree in 1925 from Wichita State University, the M.A. Degree in Zoology in 1926 from Northwestern University, and the Ph. D. Degree in Zoology in 1928 from the University of Wisconsin.

This Final Environmental Impact Statement (FEIS) documents the analysis conducted for the Stanley Basin Cattle and Horse Allotment Management Plan. The allotment management plan involves National Forest System lands within the Sawtooth and Challis National Forests. The analysis of the current condition of the Stanley Basin Allotment has found that the existing grazing system does not comply with the direction, standards and guidelines of the Sawtooth and Challis Forest Land and Resource Management Plans (FLRMP). The proposed action of this Final Environmental Impact Statement is to bring management of the allotment into compliance with the FLRMPs. The FEIS describes five …

The perturbation theory of intermolecular forces in conjunction with the supermolecular Møller–Plesset perturbation theory is applied to the analysis of the potential‐energy surfaces of Kr–H2O and Kr–NH3 complexes. The valleylike minimum region on the potential‐energy surface of Kr–H2O ranges from the coplanar geometry with the C2 axis of H2O nearly perpendicular to the O–Kr axis (T structure) to the H‐bond structure in which Kr faces the H atom of H2O.
