This article discusses the preconditions for settling ethnic conflict through a constitutional compromise: democracy. The focus is on the conditions for transition to democracy amidst intense ethnic strife. What factors facilitate transition to democracy and what factors are obstacles? It is assumed that the attitude of social groups to democracy is determined by their leaders' rational calculations of the prospects of social, economical and political benefits. Terminology, if not precisely defined, can lead to misinterpretation and misunderstanding. This has been the case in the way in which the United Nations has been using peacemaking, peacekeeping and, more recently, peacebuilding. Agenda for Peace, produced by the UN Secretary General in 1992 suffers from some ambiguity in this respect. For example, it refers to the military performing a peacemaking role. The military cannot make peace, that is the role of the diplomat or politician. To help the Army redefine operations in failed states, I propose a new politico-military model. This operational environment model would be composed of a four-cell matrix that would include "war and crime," "war," "crime" and "peace." Three of the cells - war, crime and peace - would pertain to traditional Clausewitzian issues; the fourth - war and crime - would pertain to an emergent neo-Clausewitzian one. This thesis analyzes information warfare--that emerging form of warfare that attempts to destroy, degrade and exploit the information systems of another, while protecting one's own--in the context of the technology of warfare. The 1968 Treaty on the Nonproliferation of Nuclear Weapons (NPT) came into force in 1970 and expires in 1995. In 1995 an extension conference has to be convened to decide whether the treaty continues in force indefinitely or will be extended for an additional period or periods.

The treaty, cosponsored by the us, the USSR, and the UK, has 155 signatories, but a few countries like Israel, India and Pakistan have refused to be bound by it. They have done so mainly on the formal grounds that the treaty is structurally discriminatory between nuclear and nonnuclear weapons states.

"Easy Or Hard" The Mentality Of Survival: The Gi In Europe In World War Two, Brian R. Bowen

An oral history compiled from recollections of fourteen combat veterans, documented by over forty hours of tape-recorded interviews, the paper recreates GIs' mentality upon entering combat. The formation of the collective mentality is examined by exploring the attitudes, motivations, and historical circumstances determining thought and actions of these reluctant, yet dedicated soldiers. The collective mentality, defined as the way of thinking allowing the majority to best cope with their predicament, answers why men fought and how they persevered once in combat. This book suggest that modernity and the tremendous social differentiation that is a part of our modern world may, in part, be to blame. Social workers have sometimes seen war as part of a larger system and as linked to other forms of violence or social evil. This article considers three kinds of analysis which identify different systems (capitalism, patriarchy, and exterminism), see the links in different ways, and lead to different practical conclusions. Each perspective is examined in terms of its capacity to explain the phenomena it describes and to identify a social change strategy that can eliminate them. This thesis investigates the impact of Khomeiniism on the Shi'ites of Iraq. Specifically it seeks to determine whether the rise of Khomeiniism in Iran inspired Iraq's Shi'ite majority to rise against the Ba'athist leaders of Iraq with the object of establishing an Islamic Republic. The paper focuses on the political activities of the Iraqi Shi'ites from Ayatollah Khomeini's rise to power in Iran in February 1979 to the beginning of hostilities between Iraq and Iran in September 1980. (First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. This thesis examines the development of technology, tactics, strategy, and organization of mine warfare in the Russian and Soviet navies from 1807 to the present. The author reviews the trials and tribulations of the development of naval mines and their employment within these two navies. This essay explores links between work, societal violence, social and economic injustice at home and abroad, and the propensity to resort to war. It clarifies the concept societal violence and traces its roots to coercively established and maintained exploitative modes of work, exchange and distribution. It suggests that overcoming violence in human relations requires transformations of work, exchange, and distribution in accordance with egalitarian, democratic, humanistic and ecological values in order to eliminate obstacles to human development. Social policies and political strategies toward these ends are discussed in the concluding sections of the essay.

The Warfare-Welfare Tradeoff: Consequences Of Continuing The Nudear Arms Race And Some Policy Alternatives, Sam Marullo

This paper provides a survey of the positive functions of the nuclear arms race for segments of society and society as a whole. The analysis of the positive functions does not serve as a justification for the status quo, but is undertaken to point out the numerous constraints mitigating against change. Massive social forces operate in such a manner as to continue and expand the arms race, indicating large scale social changes are required to stop it. A series of policy alternatives are enumerated as functional alternatives which would have fewer negative consequences while preserving our national security.
