This article is about developing and implementing interventions that are systemically viable in a world that is constantly evolving. Geopolitical and economic forces, environmental stressors, and the weaponization of information confront us with an unprecedented level of complexity, requiring new ways of seeing and being when intervening in conflictual situations. I draw on the Complex Adaptive Systems paradigm to explore how world order emerges from the dynamics of network relationships between the players in the cyber-social landscape. Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna

This article uses the current Russian-Ukrainian conflict as a jumping-off point for a broader, preliminary reflection on the continuing evolution of war in the digital age. It is the contention here that we are witnessing an emergent phenomenon of what we might call csywar. Intervening states engaged in csywar—best understood as an indirect, hybrid strategy—seek to attain data, infrastructural, and epistemic dominance over the target state. This article discusses various defensive counter-csywar strategies that target states could pursue, such as fostering data, infrastructural, and epistemic resilience internally, and makes the case for developing deterrent counter-csywar capabilities against hostile intervening states.

As the most documented, active war on social media to date, The HALO Trust (HALO) has successfully harnessed open-source research to better plan and conduct survey, clearance operations, and explosive ordnance risk education (EORE) across the country.

Since their first use in World War II, the use of Mine Detection Dogs (MDD) has been subject to ongoing debate. How effective are they really in finding mines? Are they really worth the expense they entail? As with so many aspects of modern survey and clearance operations, many of the lessons we continue to learn today have already been learned in the past. A brief history of the contribution of MDD over the past eight decades can help us put their performance into perspective and understand where they can add significant value, while also appreciating their limitations.

It was the summer of 1942, nearly six months after Japan’s surprise attack on Pearl Harbor, that Japanese forces invaded these islands in what was some of World War II’s most brutal fighting and use of explosives.

The effects of climate change are becoming more pronounced, and they will have an increasingly destabilizing effect on societies around the globe. This research paper utilizes primary source material (e.g. interviews with field experts) and secondary source material to analyze the relationship between climate change and armed conflict, and the response of international humanitarian law. The consequences of climate change, like changing weather patterns, will increase global migration and strain the resources of host communities. To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. In this and in his previous encyclical on care for creation, Laudato Si’, Francis makes clear that we do not have a moment to waste. The relationship between the environment and mass violence is complex and multi-faceted. The effects of environmental degradation can destabilize societies and cause conflict. Attacks on the environment can harm targeted groups, and both mass violence and subsequent transitions can have harmful environmental legacies. Given this backdrop, it is notable that the field of transitional justice has paid relatively little attention to the intersections between mass violence and environmental degradation. This article interrogates this inattention and explores the limitations and possibilities of transitional justice as a means of addressing the environmental harms associated with mass violence. Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. The global expansion of armed private contractors has led to a revived interest in researching armed private contracting firms, especially investigating how their personnel have functioned as an extension of state foreign policy. This paper seeks to evaluate the impact that state capacity has had on the annual incidences of internal armed conflicts in the post-WWII period. This paper proposes that the state’s coercive, administrative, and extractive capabilities are the most effective tools at its disposal when attempting to decrease the likelihood of the onset of internal civil conflict. This paper hypothesizes that the higher the level of state capacity in a given nation-state is, the lower the number or occurrences of internal armed conflict will be.
