How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015. This paper argues that France, while perpetrating an existing discourse of democracy opposing the civilized against the uncivilized that legitimates Foreign policy as a security tool, by its refusal, transformed military intervention a latent policy andlegitimized the French Self as …

Conflict, and violence related events have been found to have significant effects on the cognitive thinking and mental well-being of individuals. Although there is ample evidence suggesting negative association of conflict with schooling outcomes, there is non-existent research on how violence can impact degree choices made by students at the university level. By using university level admissions data between 2014 and 2016 from Pakistan, this paper examines the differential in preference for degree choices of students who live in conflict-affected areas compared to students who live in conflict-free areas. The results show that students exposed to violence were less likely …

This article explores the failure of top-level interventions in the resolution of local conflicts and the role of local agency in peacebuilding. The article relied primarily on qualitative techniques and instruments to collect data to examine why top-level interventions by successive governments have failed to resolve the Bawku chieftaincy conflict. The article finds that top-level interventions have failed to resolve the conflict because they are introduced with little to no participation by local communities. These interventions are, therefore, unable to garner grassroot support and commitment. In contrast, the BIEPC led peace process has been more successful in the management of …

We can reconceptualise warfare by contrasting Clausewitz with the modern practice of cognitive warfare, as evidenced by Ukraine’s defence methodologies. The strategic orchestration of ‘infopolitik’ and the sophisticated use of social media can shape narratives and public perception. This article revisits Clausewitz’s tenet of war as a political instrument and juxtaposes it with contemporary conflict’s multidimensional tactics. This paper makes a normative argument about transformations of public health as a necessary condition required in any transitional justice process. We seek to bridge the gap between the fields of genocide and public health to understand the recursive relationship between genocide and the social determinants of health. We show that structures and institutions established during genocide create enduring impacts on the public health outcomes of victim and survivor groups even after the ousting of the original perpetrators. Under the 2014–2017 Islamic State of Iraq and Syria (ISIS) occupation, the Old City of Mosul, Iraq, served as a headquarters for the self-proclaimed caliphate. ISIS produced, stored, and transited money, modern munitions, weapons, and improvised explosive devices (IEDs) through the city's ancient stone streets. To approach the immense and technically challenging task of clearing the Old City efficiently, effectively, and safely—without compromising the city's rich cultural history—Tetra Tech created a 3D model using aerial photogrammetry to quantify and visualize the scope and scale of the project.

Fifty years ago, the US Army faced a strategic inflection point after a failed counterinsurgency effort in Vietnam. In response to lessons learned from the Yom Kippur War, the United States Army Training and Doctrine Command was created to reorient thinking and doctrine around the conventional Soviet threat. Today’s Army must embrace the Russo-Ukrainian conflict as an opportunity to reorient the force into one as forward-thinking and formidable as the Army that won Operation Desert Storm. This article suggests changes the Army should make to enable success in multidomain large-scale combat operations at today’s strategic inflection point.

Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Russia pioneered exploiting civilian inequalities to maximize military effectiveness in Chechnya, contributing to the Kadyrovtsy blocking detachments observed in Ukraine. Kadyrovtsy, pro-Russian Chechens, are drawn from a unique political order enabling this specialized military role. Military inequality literature typically ignores how minority-ethnic forces often serve in specialized combat roles. Understanding the Chechen Wars, the Kadyrov regime, and living standards in Russia helps explain these minority-ethnic blocking detachments in Ukraine. Analysis of this vital section of Putin’s regime offers actionable recommendations for Western actors to undermine Russian military efforts and identifies the potential risks of those actions.
