This study examined the relationship between an organization's culture and its performance appraisal (PA) system and process. The initial phase of this study involved examining an organization's culture and the properties of its performance appraisal system from organizational archival information. Information derived from this phase of the study was later utilized to formulate interview questions, guide the search for the organizational culture survey instrument, and to construct the performance appraisal perceptions measuring instrument. A vast array of studies exist which have sought to explore the relationships between behavioral intentions, job satisfaction, turnover and performance at the individual level of analysis. Recent efforts to move to the group level of analysis have shown some promise, but few exist. The crux of the issue under consideration here was whether or not there was utility in treating attitude-intention-behavior linkages as group level phenomena. Both Schneider (1987) and George (1990' contend that, while individual analysis cannot be discounted as a means of understanding behavior, there is also value in examining group-level phenomena. 'Culture' can be described as patterns of thinking, feeling and acting that distinguish one cultural group from another. Cultural diversity is therefore likely to introduce variety to organizations in which individuals from different national backgrounds are working together. Although this variety bears the potential for an improvement of the cognitive development in the organizations, managers of multicultural business organizations tend to perceive cultural diversity as a disadvantage. The research objective is to study the phenomenon of transferring organizational practices which are conceptualized in one culture to another different culture. The purpose of the study is (1) to understand how cultural values and beliefs are manifested in behavior; (2) to explore how the Western organizational practices are interpreted and assimilated into an organization in an Eastern culture; and (3) to explore strategies for the fit between local cultural orientations and imported organizational practices. A qualitative, interpretive, and reflexive research methodology was developed to conduct this study.

In recent years, pay-for-knowledge compensation systems have received serious attention from practitioners and organizational researchers. Some have hypothesized that the specific mechanics of pay-for-knowledge systems are critical to success while others have suggested that contextual factors determine whether or not these systems will be successful. Empirical research has not been very supportive of these hypotheses, however.

Another hypothesis is that management philosophy is important to the success of pay-for-knowledge systems. An action research model was used to assess the application of Organizational Development theory, strategies, and interventions in the Business and Financial Affairs area of an institution of higher learning. Initial assessment indicated that a group of seven top managers of Business and Financial Affairs had low morale, a low trust level, lack of clarity of goals, and lack of teamwork. Results suggested that significant increases had occurred over the last 34-month period on measures of group development. It was concluded that such strategies merit further application and evaluation.
