Pressures of population, drought, and changing water use have provided the impetus for numerous innovations in water law and management in recent years. The Center's annual conference June 5-7, 1991, will look at innovation and change in five areas--water planning, special water management areas, negotiated settlements of tribal water rights, conjunctive use of ground and surface water, and public values in water decision making. Geothermal developers want to tap the volcanic heat beneath the Wao Kele O Puna forest and use it to make electricity and profits.

A hunger fast, dubbed Fast Action, was staged in front of the Japanese Consulate General in Honolulu on July 20 to protest the destruction of the most ancient and biologically diverse ecosystem on Earth. Organized by Hawai'i Earth First! and the O'ahu Rainforest Action Group, Fast Action was designed to alert people to the destruction of tropical rainforests in Sarawak, Malaysia. Protesters demanded on immediate moratorium on the cutting of rainforests in,which the Penan and other-native peoples live.

This report presents information on the probable original introduction of the eastern Australian yabbie to farm dams in the Wheat-belt Region of the southwest of Western Australia (in 1932 at Narembeen); the probable type of yabbie (the "White Yabby", Cherax albidus Clark 1936 ) and source (Miram Swamp in the Victorian Wimmera); and, in 1985, the first voicing of concern over the spread of yabbies to natural habitats, particularly in the higher rainfall region of the southwest, together with current national and international concerns and advice on introduced aquatic species.

Traps have been a controversial method of catching pink snapper Chrysophrys auratus (Sparidae) around Shark Bay, Western Australia, since 1959. The history of the issue and the relevant regulations are reviewed; and results of in­vestigations into specific concerns about trap fishing are reported. Concerns of ghost-fishing by lost traps have been largely allayed by underwater TV film of snapper escaping from a standard snapper trap.

A major concern was that traps might physically damage the benthic fauna, e.g. corals. A TV survey showed that while fragile hard corals are abundant in shallower water nearby, the deeper snapper grounds themselves are …

On August 16 through 18, 1987 a delegation of 10 Americans met with a 14-member Chinese delegation to compare the systems of environmental law in the two countries. The meetings were held on and near the campus of the University of Peking in Beijing, People's Republic of China. This program was the fruition of nearly three years of discussion, planning, and organization involving Dean Betsy Levin and the Natural Resources Law Center.

The park safety planning process currently in use limits users’ inputs to accident statistics. It would be better to more accurately anticipate accident-prone locations and to take preventative measures. A planning methodology is proposed which integrates the safety perceptions of park users into the decision-making for locating facilities and services: the Recreation Opportunity Spectrum (ROS) serves as a systematic planning guide for such decision-making and is compatible with park policy and objectives. Applications to Garibaldi Provincial Park, British Columbia, and statistical and cartographic analyses of 273 questionnaires returned from there, indicate that park users’ perceptions can be advantageously incorporated into …

Hazardous waste management has recently become an issue of great concern for governments in industrialized countries. In spite of this, no one country has established a successful framework which guarantees the safe handling and disposal of hazardous wastes. The ideal system would generate no hazardous wastes in the first place but this, of course, is wishful thinking for highly industrialized societies. The next best or “preferred” solution is a system which emphasized reduction and recycling of hazardous wastes. This study was involved with direct impact of abandoned surface coal-mined lands on the local population in southwestern Indiana. Five problem areas studied have a total of 237 acres of gob, 71 acres of slurry, 22 acres of spoil areas, 10 dangerous high walls, 13 acres of haul road, and 4 acres of tipple. Only three problem areas have postreclamation plans, while the rest do not.
