The State of Iowa, through a bill reorganizing the intermediate county education systems into fifteen intermediate area education agencies providing special education, media, and auxiliary services, has mandated that the media division shall provide a professional library and curriculum laboratory for the area that it serves.

The area media center is not a new concept in Iowa as there are presently sixteen such centers in the state

Story telling is considered one of the oldest arts, but the preschool story hour for three to five year olds is relatively new in library work. Research indicates the first story hours for pre­schoolers began in the public library in the late 1930's and the early 1940's. Only very recently, is there evidence of public library service beyond the traditional print-oriented preschool story hour for the preschool child. In order to develop a curriculum which is more relevant to student interests and the school's needs, the librarian and teacher have certain duties to perform. The teacher defines the objectives desired; the librarian provides and develops media which achieve these bjectives. Therefore, the librarian and the Instructional Media Center are the best sources not only for commercially produced materials hut for those which the school produces. Possibly the most effective area to produce materials would be in units not covered adequately by the textbook, in this case, the American Indian.
