Two epidemics ravage this country. One is the plague of highway crashes that claims the lives of three scores of thousands of Americans each year. The other is the scourge of alcoholism that brings not only personal degradation to the lives of six million sufferers but also despair, hardship, suffering and death to countless nonalcoholic persons. As even a cursory review of current legal literature will reveal, research findings demonstrate beyond any doubt that these two epidemics are not mutually independent. Racial Imbalance, Black Separatism, And Permissible Classification By Race, Norman Vieira

The Article will begin with a discussion of the School Segregation Cases which have been invoked both to sustain and to invalidate corrective racial classification. It will then review federal discrimination against Japanese-Americans and against Indians, as well as the more obscure discrimination found in immigration and naturalization laws. It will also consider, in some detail, the paradoxical rules governing the discriminatory selection of jurors and, in lesser detail, the cases dealing with domestic relations and racial designations. A concluding section will discuss black separatism and general policy matters relating to the correction of imbalance in the schools. The Article …

Protest groups have long recognized the publicity value of engaging in dramatic kinds of symbolic behavior to express their disapproval of government policy, and recently they have resorted to the desecration of traditionally "sacred" symbols to achieve this end. Recourse to conduct offensive to the patriotic and religious sensibilities of large segments of the population seems to have paralleled the advent of widespread civil disobedience as an instrument of political persuasion.
