Cosmic Force: A Framework For Applying The Prohibition Of The Use Of Force In Outer Space, Erin Pobjie
International Law Studies
Outer space is becoming increasingly contested and existing approaches to identifying prohibited force in outer space lack a systematic foundation, hindering their application to novel challenges such as temporary interference with critical satellites or threats involving commercial space actors. This article addresses this gap by developing the first comprehensive, multifactorial legal framework for identifying a prohibited use of force in outer space. This framework provides a structured method for analyzing non-kinetic actions, temporary effects, and persistent hazards like space debris. It fundamentally advances existing legal approaches in three ways. First, it establishes when States can be implicated in a violation …

Georgia Has A New Habitability Protection For Tenants, But What Does It Mean?, Elizabeth Grant, Gordon Wayne

Georgia’s Safe at Home Act became law on July 1, 2024, and established the standard that residential premises be “fit for human habitation.” The Act strengthens tenant protections by targeting severe housing issues affecting 15% of Georgia households, particularly Black and rural communities. It adds cooling as an essential utility, caps security deposits, and mandates a three-day notice to pay before eviction filings. However, the undefined “fit for human habitation” term awaits judicial interpretation, complicated by limited legal access and rare appellate precedent. Since HUD Secretary Henry Cisneros' pledge in 1995 to “end public housing as we know it, ” the United States has seen the rapid depletion of public housing stock. Alongside this mass demolition, a new redevelopment paradigm emerged: a community-oriented planning model that requires resident participation. HUD’ s shift toward participatory planning began with HOPE VI in 1992, which sought private investment to demolish public housing, and was formalized in 2010 through the Choice Neighborhoods Initiative (CNI). This thesis examines a CNI planning phase—a stage overlooked in existing scholarship, which largely stresses post-occupancy outcomes like displacement, (im)mobility, socioeconomic integration, and …

On June 4, 2025, Cardozo celebrated its 47th Commencement at Lincoln Center’s David Geffen Hall, conferring degrees on 304 J.D. graduates and 83 LL.M. graduates. Dean Melanie Leslie ’91 reminded students of their responsibility to uphold the Constitution, while keynote speaker Hon. Caitlin J. Halligan urged them to pursue meaningful paths in the law. Student speakers Koral Bahat, Denise Pasi, and Talia Raoufpur reflected on resilience, diversity, and community. Yeshiva University President Rabbi Dr. Ari Berman encouraged graduates to lead with integrity and purpose.
