Criminalization Of Homelessness: The Impact Of A Market-Oriented Approach, Gabriella M. Chioffi

Since the fourteenth century, countries have sought to criminalize unhoused individuals by labeling them as "vagrants." Currently, the United States and other countries continue to criminalize acts of sleeping rough, begging, loitering and other vagrancy-type activities that disproportionately target unhoused persons. Despite going through a period of decriminalization in the 1960s and 1970s, these punitive measures were largely reinstated by the 1990s. In the most extreme case, vagrancy criminalization was entrenched in a state's constitution. This Note contends that the reversion to punitive measures is triggered by a country's transition to a market-oriented approach that privatizes housing development and de-emphasizes …

Nicholle Vandy, a rising 3L from Knox, Ind., has become the first Indiana University Maurer School of Law student to earn top honors at the American University Washington College of Law National Health Writing Competition.
Vandy’s paper, “True Man, Captive Mother: Abortion as a Fundamental Self-Defense Right,” was named the winning entry of the 10th annual competition, which encourages law students from across the country to write scholarly papers on current topics of interest relevant to health, food, and/or drug law.

The Improvement Regime: Public Trusts, Real Estates, And India’S Urban Futurities, Anwesha Ghosh

Over the last two decades, since scholarly writing on India witnessed an “urban turn,” numerous historians have analyzed the role of the improvement trust in the redevelopment of Indian cities in the twentieth century, most specifically those of Bombay, Calcutta, and Delhi. This paper revisits and reassesses some of their key arguments to suggest that rather than studying the “failures” of the individual trusts to foster sanitary built environments, we should pay attention to the contingent workings of the city trusts that were constitutively designed for such failures. These remarks address the topic of “simple competition policy for a complex world”.[1] There is much to be said in favor of simplicity in legal rules. Complex legal rules are often difficult for the individuals who must comply with the rules to understand what they mean. Complex rules are often confusing, and take a long time to understand, when in the real business world decisions must be made quickly – at the pace at which business occurs. The Special Jurisdiction for Peace ("JEP"), created as part of Colombia's historic 2016 Peace Agreement, has been hailed as a novel, restorative justice-oriented mechanism for addressing gross human rights violations at the domestic level. Commentators point to the JEP as a potential model for other jurisdictions looking to address mass atrocities. The success or failure of this model hinges on the JEP's ability to effectively address an issue of great concern to the International Criminal Court as well as to Colombian civil society: gender-based crimes. When Electrification Meets Reindustrialization: The First Eu Green Electric Vehicle Subsidies And The Wto Consistency, Mandy Meng Fang

The French Government recently reformed the "Ecological Bonus" scheme, which has generously supported its domestic consumers in purchasing electric vehicles ("EVs"), by introducing a new criterion based on the amount of carbon emitted in the vehicle's manufacturing. Starting in 2024, the scheme strictly sets the production carbon footprint ceiling at 14.75 tons of CO2, effectively denying the subsidy eligibility of more than one-third of EVs sold in France. Other European Union ("EU") Member States, including Italy, have considered taking similar policy actions. The United States has long criminalized bribery of foreign officials but not bribery by foreign officials. Under the Foreign Corrupt Practices Act ("FCPA"), an American may be criminally liable for paying a bribe to another country's official, but the official commits no corresponding crime. The official might face criminal charges if they launder the proceeds of the bribe through the United States and could find themselves the target of Executive Branch sanctions for their corrupt behavior. Did Dobbs Reduce The Supreme Court's Legitimacy?, Ava Steinmetz

This thesis examines the impact of the Dobbs v. Jackson Women’s Health Organization decision on public perceptions of the Supreme Court's legitimacy. Over the two decades preceding Dobbs, the Roberts Court had already become the center of intense debate over judicial impartiality, driven by an increasingly politicized series of high-profile rulings. Dobbs generated an unprecedented level of media attention and partisan commentary. Employing a mixed-methods approach, this study combines longitudinal analysis of national survey data on trust and confidence in the Court with content analysis of editorial and scholarly reactions before and after June 2022. Examining The Impact Of Legalized Sports Gambling On Ncaa Athletes' Welfare And Game Integrity, Reem Al Jaradi

This thesis examines the effects of legalized sports gambling on NCAA player welfare and the integrity of competition through a mixed-method analysis of NCAA reports, academic literature, and media sources. Data disclose that although the overall prevalence of gambling among student-athletes has decreased, these individuals are demonstrating more detrimental behaviors, including solitary gaming and incurring substantial losses in a single day. The emphasis on internet abuse associated with betting results has escalated, especially during prominent tournaments. The NCAA's instructional programs and data-monitoring agreements are compromised by ethical issues surrounding data monetization and varying state gambling rules. The research contends that …
