The working group was charged with exploring virtually all facets of democracy and the rule of law, as they pertain to established constitutional democracies, societies undergoing "transitions to constitutional democracies," and those societies where democracy remains little more than a hopeful wish. An Analysis Of Argentine Federalism, Jorge Reinaldo Vanossi, Robert S. Barker

It is Dr. Vanossi's contention that Argentine federalism is today largely a fiction , as demonstrated by the fact that only the city of Buenos Aires and three or four of the country's provincial governments are financially viable, with the rest depending on large and continuing subsidies from the national government. The solution, he contends, is "regionalization", a process by which two or more provinces, through interprovincial agreements approved by the national Congress, would unite for certain specified governmental purposes. This process, Dr. Vanossi points out, has always been authorized by the country's Constitution.

Reconsidering The Model State Emergency Health Powers Act: Toward State Regionalization In Bioterrorism Response, Matthew E. Brown

This article takes a critical look at the Model State Emergency Health Powers Act, legislation developed quickly as part of the country's "War on Terror." The author examines the potential bioterrorist threat, criticizes protocols currently in place under the Act, and offers his suggestions for a more effective, more efficient response to bioterrorism in light of technological advances affecting warfare tactics and pathology.

Distributed Security: Preventing Cybercrime, 23 J. Marshall J. Computer & Info. L. 659 (2005), Susan W. Brenner, Leo L. Clarke

UIC John Marshall Journal of Information Technology & Privacy Law

This article focuses on the modern development of cybercrime and how the current law enforcement model is inadequate to prevent and enforce computer-mediated crime. Specifically the article argues that the nation-states can better control the problem of cybercrime by replacing the current law enforcement model with that of a system of “distributed” security that uses criminal sanctions to employ reasonable measures to prevent and the perpetration of cybercrime. Part I of this Note examines how food insecurity threatens global security. Part II will examine ways that food insecurity is treated today through food aid and charity donated from the wealthy countries of the world. Part II will also discuss agricultural productivity: how it was improved tremendously in the twentieth-century using "Green Revolution" methods of agricultural production, and why such methods are not the optimal solution for the crisis ahead in the countries of sub-Saharan Africa.
