Whatever the causes, it is indisputable that delays in the construction and operation of generating facilities have contributed to supply lagging behind demand. Ominous warnings of black-outs and brownouts are daily news to many Americans. Businesses and hospitals are hastening to develop their own emergency sources of energy. Reductions in loads already have occurred in many parts of the country. The crisis is here and it will bring inevitable reform.

Most of the current debate over academic neutrality has centered on whether the university as an institution--the faculty and students as a corporate body--should take formal positions on political issues, such as the war in Vietnam. This article will address the related, but perhaps more mundane, question whether law professors should take a more active role in providing legal services to government and to the public when this activity might provoke attacks on academic freedom. Drastically increased demands upon the nation's water resources are predicted in the coming years as a result of population growth, increased per capita use of water, and the progressive concentration of the population in urban areas.
One solution to the water shortage problem is to obtain water from new sources. The boldest and most ambitious proposal is the North American Water and Power Alliance (NAWAPA). This project would result in the damming of various rivers in Alaska and the Canadian Yukon, and transporting the waters of these rivers into a largely man-made five hundred mile long reservoir along the Rocky …

In 1968, a movie called The Graduate received wide critical acclaim for characterizing the malaise of youthful America. For many, the scene most representative of contemporary irrelevance took place during the protagonist's homecoming party, at which a businessman, with grave and repetitive insistence, encouraged the recent college graduate to enter the plastics industry. In a CBS-TV news interview on November 24, 1969, Paul D. Meadlo revealed his participation in an incident in Vietnam that has captured the horrified attention of the nation. Meadlo, twenty-three years old, is a machine operator in a Terre Haute, Indiana plastics factory.

Adjacency, as used in the Law of the Sea, implies a defined area beyond the territorial sea applying to the superadjacent waters, the seabedand the subsoil. It also implies a relationship to the land. This paper is an examination of adjacency as a concept with particular emphasis placed on the possibilities of establishing the outer limits of an adjacent area. The concept of adjacency is addressed from historical,oceanographic, biological, geological and legal perspectives. The Disability Insurance Benefits Program And Low Income Claimants In Appalachia, James B. Haviland, Michael B. Glomb

This article discusses the difficulty substantial numbers of low income West Virginians encounter in establishing their eligibility for Disability Insurance Benefits under section 233 (d) of the Social Security Act. These persons are characteristically middle-aged, unskilled workers who lose their employment as the result of a mental or physical condition of a non-traumatic, chronic origin. Because of their medical condition, combined with their advancing age and lack of skills, these persons are "disabled", yet they are denied Disability Insurance Benefits. An analysis of twenty-six "difficult" claims denied on the first filing, but refiled, reveals a pattern of unjustified denials in …

Any discussion of the ethical issues in population limitation and redistribution must begin by focusing upon the definition of "the problem," because how one views the problem, and its urgency and gravity, inevitably determines whether there is something that ought to be done and what it is that ought to be done.
