In 1992, the Brookings Institution commenced a major project on "Integrating National Economies" to examine the problems which can ensue from economic globalization in a world of sovereign nation-states. The fruit of this project is a 22-volume series. The book reviewed here is the environmental volume in that series. It is written by Richard N. Cooper, then a professor of international economics at Harvard, and now on leave as the chairman of the U.S. National Intelligence Council. He is a leading scholar of international cooperation.

Advancing The Rights Of Children And Adolescents To Be Altruistic: Bone Marrow Donation By Minors, Jennifer K. Robbennolt, Victoria Weisz, Craig M. Lawson

Journal of Law and Health

This article examines the standards used for answering the question of whether minors should be allowed to donate bone marrow. Part II introduces the legal background and the standards currently used by courts. Part III explores the unsatisfactory nature of these standards. Part IV presents an empirical study that is intended to provide some help in understanding what might be a useful and respectful standard. Part V concludes the article with a discussion of two alternative revised standards grounded in the doctrines of substituted judgment and the best interests of the child.

The United States Department of Energy (DOE) founded its National Laboratories shortly after World War II. The National Laboratories are large, multi-program research institutions conducting research on various aspects of nuclear energy. This Article focuses on the intellectual property rights issues that arise in business transactions between the National Laboratories and the private sector where research is to be performed. including: research and development subcontracts, cooperative research and development agreements, sponsored research and user facility agreements. and the licensing of intellectual properties.

Overcoming "Stigmas": Lesbian And Gay Districts And Black Electoral Empowerment, Darren Rosenblum

This Article argues that the renewed disenfranchisement of blacks from districting remedies may be curbed through the use of community-based evidence similar to that used by lesbian and gay activists. Section One will explore the current position of blacks in the districting system, scrutinizing recent changes in the law that deprive blacks of their previously “protected” status under the Voting Rights Act. In 1995, the Miller v. Johnson decision notably held that race cannot be the predominant factor in the drawing of district lines. Approximately seventy percent of the juveniles arrested for violation of immigration laws are unaccompanied by their parents or guardians. Many are refugees from Central America, sent ahead of their parents for safety reasons, or separated from their families during flight Prior to 1984, the Immigration and Naturalization Service ("INS") allowed release of these unaccompanied children to another responsible adult on the assurance that the adult would bring the child to court when required. In 1984, the Western Regional Office of the INS adopted the policy that minors in deportation proceedings would only be released to a parent or lawful guardian, …
