A Law School was first established in Richmond College in 1870. In 1890 the family of the late Mr. T. C. Williams, who had been a devoted and useful trustee, donated $25,000 as the nucleus of an endowment for the Law School. In recognition of this gift, the name of the School was changed to THE T. C. WILLIAMS SCHOOL OF LA W. At various times the School has received further generous gifts from members of the family of Mr. Williams. A substantial gift came through a bequest from Mr. T. C. Limitations On Municipal Indebtedness, John L. Bowers Jr.

Not a single state has seen fit to leave its cities unrestricted in the amount of indebtedness each might incur.' Assuming that the nature of a proposed expenditure is such that it is recognized as a legitimate municipal expense, the limitations imposed upon total indebtedness may yet prevent extension of a city's credit. Thus, a city may have a particular financing scheme invalidated simply because of the circumstance that its present indebtedness is so close to the limit that the contemplated increase would force the total amount to exceed the maximum allowable.

Three sources of limitation are commonly found today. …

Five lectures delivered at the University of Michigan February 23, 24, 25, 26, and 27, 1948 on the Thomas M. Cooley Lectureship, enlarged and revised.

First, it is descriptive of the American legal system as it now exists, not of past law and not of legal systems in general. Second, it portrays the legal system as an operating institution.
