Agenda: Water Organizations In A Changing West, University Of Colorado Boulder. Natural Resources Law Center
Water Organizations in a Changing West (Summer Conference, June 14-16)
Conference organizers, faculty and/or moderators included University of Colorado School of Law professors Lawrence J. MacDonnell, David H. Getches and James N. Corbridge, Jr.
Water organizations in the western United States range from small, traditional acequia associations to large metropolitan water suppliers. What do these vastly different kinds of organizations have in common? All are feeling the pressures of change in the region--growing urban populations, environmental concerns, and calls for public participation.
This year's summer program will examine how water organizations are adapting to these pressures for change. Speakers drawn from urban, agricultural, and community organizations will share their experiences …

Thailand's Board Of Investment: Towards A More Appropriate And Effective Rural Investment Promotion Policy, Michael L. Shain
Thailand's Board Of Investment: Towards A More Appropriate And Effective Rural Investment Promotion Policy, Michael L. Shain
Washington International Law Journal
This Comment analyzes the role of Thailand's Board of Investment in the Thai Government's policy of decentralizing its economy. The Board of Investment is the administrative agency authorized to promote industrial development through the use of investment incentives. In response to the decentralization policy, the Board has created new categories of investment and a new set of upgraded incentives designed to encourage industrial investment in the country's rural provinces. The potential effectiveness of the Board's role, however, is limited. Recent changes in Thailand's tax and trade policy have seriously diminished the value of the Board's fiscal incentives, the backbone of …

Environmental Impact Assessments For Major Construction Projects In Taiwan: Problems And Solutions, Ming-Shen Wang, Gow-Liang Huang
Environmental Impact Assessments For Major Construction Projects In Taiwan: Problems And Solutions, Ming-Shen Wang, Gow-Liang Huang
Washington International Law Journal
Taiwan's environmental impact assessment (EIA) process offers little opportunity for genuine public participation, lacks systematic decision-making procedures, and inadequately evaluates and communicates perceptions of risk. This article examines EIA models emphasizing public participation, as well as contemporary theories of conflict management and risk communication, in terms of their potential application towards a restructuring of Taiwan's EIA process.

This Introduction draws from and expands upon the diverse Articles that follow. Part I documents the need for urban revitalization. Part III examines community development finance and targeted pension investment as an affirmative and crucial strategy for strengthening America's cities.
United States Urban Policy: What Is Left? What Is Right?, Jack Sommer
United States Urban Policy: What Is Left? What Is Right?, Jack Sommer
University of Michigan Journal of Law Reform
This Article has three Parts: Part I provides a perspective on what remains of United States urban policy after the Reagan and Bush years. Part II sets forth a critique of the current institutional framework for the construction of national urban policy. Finally, Part III addresses current challenges for American metropolitan areas. In the spirit of Tocqueville, but with two caveats, I urge that greater reliance be placed on actions of private firms and voluntary associations than on federal programs to restore the central cities of many of the nation's metropolitan areas. Government action to protect citizens and to remove …
Revitalizing Our Cities Or Restoring Ties To Them? Redirecting The Debate, Donald A. Hicks
Revitalizing Our Cities Or Restoring Ties To Them? Redirecting The Debate, Donald A. Hicks
University of Michigan Journal of Law Reform
In this Article, I generally concur that certain legal reforms do hold considerable potential for ameliorating some of the desperate circumstances we find in our cities today. My view is rooted in the recognition that past reforms which dismantled legal barriers to equal opportunity were of monumental significance in broadening social and economic access to our urban arrangements. But it also is rooted in the conviction that a new wave of legal reform might well be required in order to reconsider other past reforms that, however unintentionally, have made many matters worse. Above all, any proposed legal reform should be …

Class, National Character, And The Bar Reforms In Britain: Will There Always Be An England?, Maimon Schwarzschild
Class, National Character, And The Bar Reforms In Britain: Will There Always Be An England?, Maimon Schwarzschild
Connecticut Journal of International Law
The English legal professions, and the English legal system generally, hold a perennial fascination for American legal observers, understandably enough considering America's common law roots. Americans often compare their own legal folkways unfavorably to the English way of doing things.1 This is especially true whenever there is widespread dissatisfaction with lawyers and with the legal system in America.2 Less frequently, some aspect of the English system is held up as a cautionary warning to Americans.
Yet, although England is an obvious recourse for legal comparisons, the English legal world is also a "distant mirror" for Americans: remote as well as …

The Search For Resolution Of The Canada-France Ocean Dispute Adjacent To St. Pierre And Miquelon, Ted L. Mcdorman
Dalhousie Law Journal
They were not to become an "object of jealously" according to the British and French in 1783. True to this admonition, the French islands of St. Pierre and Miquelon have remained as the uncontested footnotes to France's colonial presence in North America. However, the ocean area and resources adjacent to the French islands became the object of intense jealously, being the centre of a thorny, 25 year international dispute between Canada and France.

Never Again? The "Concentration Camps" In Bosnia-Herzegovina: A Legal Analysis Of Human Rights Abuses, Alan C. Laifer
Cardozo Journal of International and Comparative Law
The note draws parallels between the atrocities committed during the Holocaust and the ongoing violence in Bosnia, emphasizing the need for international accountability. It advocates for the establishment of a War Crimes Tribunal, modeled after the Nuremberg Tribunal, to prosecute individuals responsible for genocide and other war crimes. The analysis critiques the international community’s inaction and underscores the importance of upholding international law to prevent future atrocities.
