The United States dollar’s dominance as the global reserve currency, established under the 1944 Bretton Woods system, persists despite the 1971 decoupling of the gold backing to the dollar. Its liquidity, stability, and full support by the US government confer a solid financial security and advantage to the currency, including a universal acceptance of the dollar and a relatively low borrowing cost. This study examines Indonesia’s submarine procurement cooperation with France, analysing whether it provides the appropriate amount of power to ensure Indonesia’s survival amid the great power rivalry in the Indo-Pacific region. Using a descriptive qualitative method, the research applies the framework of defensive realism to examine the power to survive. The findings suggest that Indonesia’s choice of the Scorpene-class submarine aligns with its primary security objective. The advanced lithium-ion technology in these submarines offers superior operational endurance and stealth capabilities compared to the conventional submarine technology provided by South Korea and Turkey. By conceptualizing civilization and state as integrated systems consisting of interacting subsystems, their similarities and differences can be analyzed. The central hypothesis is that civilization consists of three material subsystems — economy, government, and knowledge — and one non-material subsystem, transcendence. When the transcendent subsystem is diminished or destroyed by decree or overwhelming rational and scientific evidence, the emergence of the state occurs as in the cases of the Mongol Empire, the Soviet Union, and communist China.

Discussions about artificial intelligence (AI) are gaining prominence in the recent revival of “cold war” narratives comparing US-China relations today to the historical rivalry between the US and the Soviet Union. Drawing on a review of existing academic and policy literature engaging with the “AI cold war” narrative, this paper examines how the narrative is justified, and numerous ways that it can be challenged. It finds that the framing is largely driven by the securitisation of AI, as state actors and policy pundits view AI innovations’ dual-use capabilities as key to national security and ideological competition. This study analyzes the modern day legacy of British colonial ruling structures on Indian educational outcomes. In directly ruled areas, the British retained total control, while Indian princes in indirectly ruled areas had administrative agency. I find that directly ruled districts have higher literate population shares across both genders over three census years, but no significant difference by 2011 in primary, secondary, and tertiary education, controlling for colonial geographic conditions. Gender-disaggregated results generally find stronger colonial effects for women than men. In drought-prone regions of Eastern Ethiopia, recurring droughts profoundly reshape everyday life in ways that deepen existing gendered inequalities. Drawing on fieldwork conducted in Fedis district, including semi-structured interviews with women, project implementers, and government officials, as well as group discussions with community members, this study explores how women experience, navigate, and resist the gendered impacts of drought. By attending to the sociopolitical dynamics of drought and the development interventions that accompany it, I analyze how these forces restructure labor, land, food systems, and authority in ways that reproduce and exacerbate existing inequalities. The website of the Municipal Council of Colombo asserts that it was founded in 1865 (Colombo Municipal Council, 2015). This is also the story that is recounted in scholarly histories of Colombo, in modern websites and in popular accounts of the history of the city. The objective of this article is to demonstrate that Colombo had a municipal council as early as the sixteenth century and to illuminate the story of its existence for over 70 years - until well into the seventeenth century. The Land Back Movement was first analyzed to determine what conditions enabled the success of Indigenous land restitution in Canada. This article interrogates the positioning of British colonial meteorology in Malaysia and Singapore from the 1940s to 1960. This period spanned a global conflict and an internecine war, effecting profound sociopolitical changes from which neither Malaysia nor Singapore would emerge the same.
