The twentieth century has seen its share of Vietnamese diasporas and migratory flows. In France alone, one counts six different Vietnamese diasporas, each unique in its composition, motivation, politics, and length of stay in France. As in the First World War, the Vietnamese Second World War diaspora was unique in that its migration was meant to be temporary (for the duration of the war only), organized by the French imperial nation-state that largely requisitioned rather than attracted labor, and in that the migrants were exclusively male. The Bahraini government’s response to the early 2011 pro-democracy protests was brutal, systematic, and violent. In addition to birdshot and rubber bullets, government law enforcement attacked unarmed protestors with toxic chemical agents including tear gas. The government’s crackdown on the medical profession was especially harmful, as security forces arrested and detained doctors, raided health facilities, and obstructed patients from receiving necessary care. This report’s findings are based on field research that the authors conducted in Bahrain (April 2012) to investigate excessive use of force by law enforcement officials since June 2011—the end of Bahrain’s state of emergency. The political instability of the Middle East is often perceived to be derived primarily from the interaction of Middle Eastern nations with external forces; with significant emphasis placed upon the disruptive effects of modern colonialism and Westernization. While this study does not seek to directly contest the catalytic primacy of exogenous factors, it does seek to establish the necessary causality of pre-existing internal factors. The South African Constitution recognizes 11 official languages and protects an individual’s right to use their mother-tongue freely. Despite this recognition, the majority of South African schools use English as the language of learning and teaching (LOLT). Presently, 120 states are parties to the Rome Statute establishing the International Criminal Court (ICC). A state that one will not find on the list, however, would be the United States. This project examines the relationship between the International Criminal Court (ICC) and the United States. The United States took part in the negotiating process, signing the Rome Statute under President Bill Clinton, but was not fully satisfied with the agreement reached. Under President Bush, however, the Rome Statute was unsigned. Presently, the United States remains unsigned on the Rome Statute. The relationship between the Court and the United States …

After the USSR's dissolution, Russia struggled to reassert its Great Power status by enhancing its internal might and territorial cohesion. Futile military campaigns against the rebellious Chechen people pushed the Kremlin to strike a bargain with an unorthodox warlord: Ramzan Kadyrov, who was to become a faithful ally, while in return Chechnya received an unprecedented level of autonomy. This thesis examines the dynamics of Kadyrov's ascent to power, specifically the Islamization of public space and the monopolization of Chechen security forces, and concludes that, in the long run, the unwavering consolidation of his rule menaces Russia's re-emerging 'greatness'.

Delegitimizing Al-Qaeda: A Jihad-Realist Approach, Paul Kamolnick

Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. After active inter-group lethal violence subsides places at which atrocities occurred are often assigned significance, reflecting an altered social topography influenced by ideology that may foster the hardening of socio-ethnic boundary distinctions. While using a comparativist approach, this paper explores the relationships between socio-cultural trauma, places of atrocity, and socio-political polarization. Two sites in the former Yugoslavia and in Rwanda, where highly publicized massacres occurred, illustrate the power of place significance in social environments vulnerable to flare-ups of violent conflict.

This paper analyzes contemporary Russian Foreign Policy toward the Middle East. Six factors are identified as most critical to Russian foreign policy in the region: Islamic terrorism, arms transfers, natural resources, influence over former Soviet Spaces, general trade, and great power status. With rare exceptions, these principles are shown to guide Russian foreign policy in the Middle East since 2000.

The paper continues by considering the effectiveness of Russia in achieving its desired policy outcomes in the Middle East. This includes assessing situations in which two or more priorities run counter to each other. Generally, Russia is shown to be …

This paper analyzes U.S. public diplomacy in the Middle East. In explaining the concept of public diplomacy itself and its evolution in the United States, four factors are identified as most crucial to the capabilities and limitations of U.S. public diplomacy in the region: U.S. foreign policy options, institutions, strategies, and tools. These factors are shown to affect the outcome of U.S. public diplomacy programming in the Middle East and are the foundation for a new U.S. public diplomacy model.

This thesis examines the phenomenon of civil war and state failure in sub-Saharan Africa (SSA) from a social contract perspective. Its main hypothesis is that authoritarianism will lead to state failure in the context of SSA. In this regard, SSA states are political communities that have not done enough to promote and develop a social contract that is compatible with the region's sociopolitical and structural peculiarities. This qualitative study critically examined how African immigrants experience racialization and the process of developing Black racial consciousness. Focus group interviews were conducted to sample the collective racial experience among African immigrants. Thematic analysis was used as the basic methodology for analyzing the data. It was discovered that the participants "become African" and also "become Black" during the process of racial identification. "Becoming African" and "Becoming Black" constituted two sets of processes that simultaneously shaped the identity of African immigrants as they assimilated into the United States. This dissertation illustrates the terms in which indigenous' conceptions of childrearing and childhoods were discussed and depicted in a Mesoamerican setting of the XVI Century. During this early colonial period, Nahuas from Central Mexico realized that Spanish colonizers were interested in learning about and transforming even the most intimate aspects of their lives, including the meaning of a girl and a boy of different ages, and the practices of childrearing. In the process, friars and Nahuas had agreements or experienced contradictions regarding how girls or boys should be raised. What is clear is that some of the most important early Christian theologians were from northern Africa: Augustine, from present-day Algeria, and Clement and Origen, from present-day Egypt. This article explores the attainments of China and India on measures of basic human development as ingredients of a long-term economic development strategy. It proposes that major differences in ideology and state capacity explain in part why India has fallen behind China. The analysis suggests that these relatively hidden political factors play an important role in transforming and advancing human development not only within India and China but also in other developing and emerging economies. The theme of ethnic identity in politics is gaining importance in countries such as Bolivia, where people recently elected their first indigenous President. The Indigenous movement has been able to incorporate themselves in the state apparatus and have produced new political policies and constitutional instruments. They represent an alternative to the "white" political elites who governed them for many decades. This study analyzes the dynamics within the Indigenous social movement in Bolivia and how they reinforced a composite vision of a participatory democratic society through political representation.
