Income-Driven Repayment And The Public Financing Of Higher Education, John R. Brooks

This article provides the first comprehensive analysis in the legal literature of the federal government’s new income-driven student loan repayment programs, known as Income-Based Repayment and Pay As You Earn. In a set of gradual and little-noticed statutory and regulatory moves, the federal government, through these programs, has dramatically reshaped higher education finance in ways that schools, students, and even the government itself are only beginning to understand.

Under IBR and PAYE, a student borrower pays no more than 10% of her discretionary income in loan service payments, and after a maximum of 20 years, the remaining debt is forgiven—for …

Quasi-Public Spending, John R. Brooks

The United States has increasingly designed certain public spending programs not as traditional tax-financed programs, but rather as mixtures of private expenditures, subsidies, and limited taxes. Thus part of what could have gone to the government as a tax is instead used to purchase the good or service directly, with only incremental taxes and subsidies to manage distributional goals. This Article terms this “quasi-public spending,” and argues that it is descriptive of our evolving approaches to both health care and higher education. In 2002, President Bush signed into law the No Child Left Behind Act, which required all students to be proficient in English and Math by 2014. (Congress, 2002), including all subgroups. Students with disabilities were expected to meet the proficiency criteria along with all other subgroups. NCLB also required schools to report assessment scores to reflect the achievement of students as well as demonstrate all students were meeting, or at least making gains to achieve, proficiency. This has been a landmark year for both Singapore and Singapore Management University (SMU) with SG50 and SMU15 celebrations marking the nation's 50 years and University's 15 years of progress respectively. The University was honoured to host Singapore’s Prime Minister Mr Lee Hsien Loong who delivered the 7th Ho Rih Hwa Leadership in Asia Public Lecture. This was especially poignant as Singapore’s first Prime Minister Mr Lee Kuan Yew gave the series’ inaugural lecture in 2002. Transformation of health care systems will be grounded in new professional relations and collective, cross-disciplinary actions to impact care delivery. Organizing such relations and actions involves practical inquiry rather than applying professional knowledge. This dissertation presents an exploratory, performative study of the initial organizing of the Health Systems Innovation and Research (HSIR) Program in Health Sciences at the University of Utah. The HSIR program was conceived principally to catalyze cross-disciplinary innovation and health services research and enhance care delivery changes by documenting care improvements and publishing research. The overarching aim of this twelve-month project, funded by the Australian Chamber of Commerce and Industry, was to develop industry understanding of Work-Integrated Learning (WIL) and assess the support needed by employers to better engage in WIL. Data gathered in a survey of Western Australian employers and industry focus groups prompted the establishment of a WIL Advisory Service (WAS). The service was founded by the Chamber of Commerce and Industry of Western Australia (CCIWA) to broker relationships between employers and universities, and provide support to improve WIL outcomes. Higher education institutions commonly play a role in community development. Rural communities may be even more dependent on the university's investment. As higher education has looked to meet demands of stakeholders calling for greater accountability, it has become necessary for universities to be able to justify the effectiveness of these efforts. The purpose of this study was to determine the elements necessary for successful rural community development in Western Oklahoma. Utilizing the Delphi research method, 20 community development experts in rural Western Oklahoma participated in the three-round survey process.
