Reserves are all those foreign assets of a country held by the monetary authorities which can be mobilized at period of external imbalances with else and certainty. The abandonment of economic controls and the adoption of deregulatory measures in the mid-1 980s were expected to usher in economic recovery and sustained growth in Nigeria. In the wake of the apparent failure of the adopted policy regime to attain that primary goal, there Is a need to investigate the efficacy of the policy instruments adopted and the fundamental causes of persistent economic downturn. The paper reviews Nigeria’s experiences in the use of economic control tools and measures of liberalisation, as well as the international evidence. This article summarizes and analyzes the views of select leaders in business, labor, banking, the government, and academia with regard to the constraints, obstacles, and recommendations to achieve economic growth in Massachusetts. The role of the state government in addressing these issues receives special attention. Access to capital and technical assistance had been regarded by many as the key constraint, particularly during the recession of the early 1990s. The author analyzes inconvenient government systems, bottlenecks, and bureaucracy as throttling the flow of capital to small-business entrepreneurs. In developing a strategy for economic development, state government must consider the special needs of its small cities and rural areas. Well-meaning policies crafted for metropolitan areas have unintended and often negative consequences when applied statewide. This article is a revision of the author's topical discussion paper for the August 6, 1992, Conference on Rural and Small City Development at Mount Wachusett Community College, Gardner. It was used by the Massachusetts Executive Office of Economic Affairs and the University of Massachusetts in developing a statewide economic development strategy.

This report provides an assessment of structural adjustment policies undertaken by seven African countries in the mid-1980s. This report is distinct from other studies on this subject. First, it emphasizes the specific economic and social circumstances of each country that led to the adoption of an adjustment program. Second, it measures and analyzes the extent to which the adjustment policies were, in fact, implemented in each case. Finally, the report attempts to assess economic performance in relation to the strength of the implementation of policy reforms.

Employer Recruitment And The Integration Of Industrial Labor Markets, 1870-1914, Joshua L. Rosenbloom

The substantial shifts in the sectoral and geographic location of economic activity that took place in the late nineteenth-century United States required the reallocation of large quantities of labor. This paper examines the response of labor market institutions to the challenges of unbalanced growth. Based on previously unexploited descriptive evidence from the reports of the Immigration Commission it argues that employer recruitment was crucial to the adjustment of labor markets to shifting patterns of supply and demand. Because individual employers could capture only a fraction of the benefits of recruitment, however, investment in this activity may have been less than …
