The focus of the paper is the feasible exploitation of the Antarctic offshore oil and the environmental consequences that this fact could have to the whole ecosystem of the Southern Ocean and for other ecosystems of neighboring regions, e.g. the South East Pacific basin. The legal implications that have to do with the exploitation of the Antarctic oil and the regulations that could be applied to preserve the environment are examined.

Through its National Waste Terminal Storage (NWTS) Program, the Department of Energy (DOE) is responsible for providing facilities to permanently dispose of high-level nuclear waste (HLW) in a manner that will ensure public health and safety and that will be environmentally acceptable. The program has placed principal emphasis on developing deep, underground repositories, with efforts targeted toward having the first facility operational between 1999 and 2006. This study is a part of the U.S. Department of Energy's (DOE) National Waste Terminal Storage Program (NWTS). The scope of DOE's NWTS responsibilities include providing the technology and facilities to isolate high-level radio-active wastes for as long as the wastes represent a hazard. Emplacement of waste packages in mined geologic repositories deep underground in various types of rock formations is one method being evaluated. Using a basic site selection process (Figure 1-1), regions being investigated include portions of the United States that are underlain by tuff, salt domes, granite, basalt, and bedded salt. In situ testing was conducted in the Gibson Dome No. 1 (GD-1) borehole in southeastern Utah at depths ranging from 954 to 1,507 m (3,130 to 4,945 feet). These tests were made in a number of salt strata to measure (1) stress-strain behavior of the borehole (hole "squeeze"); (2) short-term borehole creep; and (3) in situ stresses in salt strata. Laboratory triaxial strength and creep tests were conducted on core removed from GD-1 to provide engineering data under a variety of test conditions (stress state, strain rate, and temperature). Fisheries Research Reports

The results of catching Spanish mackerel (Scomberomorus commerson) by gillnet and troll lines during a survey extending from June 16 to October 16 1981 are presented.

The catch rate of mackerel obtained by trolling with six lines was found to be 14.35 times greater than that by gillnet, measuring 0.75 miles in length.

From the results presented, a professional fisherman should be able to assess the economic viability of fishing commercially for Spanish mackerel.

Analysis of biometrial and biological data on fish caught allowed determination of (a) length/weight relationship of (i) Spanish mackerel (ii) wahoo (Acanthocybium solandri); (b) sex ratios …

Under international agreement, the northern fur seal (Callorhinus ursinus) is managed with the objective of obtaining a maximum sustainable yield. Currently the harvest is restricted to subadult males; however, between 1956 and 1968 the fur seal population of the Pribilof Islands was subjected to a harvest of females. This harvest was justified, in part, as an attempt to stimulate the production of greater quantities of harvestable animals (Chapman 1981). Nine-hundred-fifty-four rainbow trout (Salmo gairdneri) were stocked into 18 eastern South Dakota dugouts in April 1980 to determine the feasibility of dugouts for raising annual fish crops. Trout growth was compared between dugouts by stocking rate (1977/ha, 1483/ha, 988/ha, and 494/ha) and feeding combination [fathead minnows (Pimephales promelas) and supplemental feed, supplmental feed, and trout alone]. Chemical physical properties were also monitored in an old and new unstocked dugouts from July 1980 to July 1981. Growth was greater for 988/ha rainbow trout than the other stocking densities during the April 1980 to July 1980 sampling period. Mean total length increased …

Growth, Food Habits, And The Relative Effectiveness Of Stocking Rainbow Trout (Salmo Gairdneri) In South-Central South Dakota, Kenneth C. Clodfelter

The effectiveness of stocking rainbow trout (Salmo gairdneri) in 47 selected stock ponds in south-central South Dakota was analyzed in 1977 and 1978. Rainbow trout were captured in 31 (66.0%) ponds during the study. Twenty-five of the 31 ponds (80.6%) appeared to have excellent rainbow trout populations. Rainbow trout stocked in ponds with a resident largemouth bass (Micropterus salmoides) population had poor survival. The growth rates and condition factors for 93 and 463 rainbow trout in 1977 and 1978, respectively, were excellent. The average total length for age-groups I and II rainbow trout in 1977 was 195 and 224 mm, …

The effectiveness of a sloped rock-grass filtration system in treating municipal wastewater was tested on a 24 m by 36 m (80 ft by 120 ft) slope on a 2.5 percent grade sown with a mixture of rye grass, fescue grass, and bluegrass. The field was divided into six plots, each approximately 3.5 m wide and 36 m long. Three of the plots (slope-rock) were constructed with 9 m of gravel, 7.6 cm deep, on the upper reaches of the slope. Executive Summary: Summary: Multivariate statistical techniques were used to define a method for establishing a water quality index (WQI) for use in protecting the stream environment in a high mountain watershed. The purpose of the WQI was to aggregate water quality parameters in such a way that the effects of low level increments in mining, grazing, logging and other activities could be related to a change in the value of a single entity, aquatic environmental aquality, in a linear programming (LP) management model. The overall purpose of this study was to evaluate the ability of sulfur dioxide (SO2) to remove nitrate-nigrogen (i.e., reduction to a gaseous form) from the secondary wastewater effluent. To accomplish th above task, a jar test procedure was established and the concentration of NO3-N along with the concentration of NH3-N present in the secondary wastewater, treated with SO2, were measured initially and after 10 min, 20 min, 30 min, 40 min, and 24 hr. Sulfur dioxide has been shown to be an effective wastewater disinfectant. The aqueous sulfur dioxide creates and oxygen demand in the effulent which must be removed prior to discharge. Oxidation to sulfate is one means of accomplishing this task. Experiments were carried out to determine the effectiveness of transition metals and activated carbon as catalysts for the oxidation of S+IV species in wastewater. Both the metals and carbon are known catalysis, but what inhibitory effect the wastewater might have was unknown. Effectiveness was defined as a combination of catalyst life, effluent quality, and cost. Tradition metals were eliminated as potential …

Twenty paddlefish (Polyodon spathula) released into the Big Stone Power Plant boiler make-up reservoir were monitored to determine growth, condition, and food habits. In addition, fish and zooplankton populations were sampled and chemical and physical parameters measured to determine the potential of the reservoir as a holding area for paddlefish brood stock. Paddlefish captured during the first year after their release into the boiler make-up reservoir averaged 2.2 kg body weight increases and 59 mm eye-fork length increases. Condition factors of captured paddlefish also increased during this period from 1.26 to 1.49. Paddlefish food in the reservoir consisted almost entirely …

In the past, energy facilities on the Island of Puerto Rico have not been located in the best practicable sites. This is attributable to the absence of mandatory site selection procedures. This thesis has developed and tested procedures for siting 900 MWe coal fired thermoelectric generation plants. The procedures developed here permit the placement of these facilities within the existing legal regime, with a minimum of adverse ecological and socioeconomic impact. The process has been designed to consider the entire Island of Puerto Rico for the suitability of siting a 900 MWe coal fired facility. This is accomplished through the …

Variations in density of adults of Anopheles merus Dön. in Jimbo Village on the Kenya Coast were found to be correlated both with rainfall and with salinity at their breeding sites. Densities started to increase at the beginning of the rains when several breeding sites were formed. This was followed by a decline in numbers resulting mainly from the decrease in salinity in the semi-permanent breeding sites. A second rise occurred after the end of the rains, corresponding with an increase in salinity in the semi-permanent breeding sites due to evaporation. Analytical water data obtained from a 9-month test program at the LVS (LaVerkin Springs) site, which is located in Washington County, Southwestern Utah, were evaluated. Fresh water and the water after processing through various pretreatment steps and after ED (electrodialysis) desalting and by desalting processes was demonstrated by the LVS site test program. The relative merit of different methods of treatment, disposal, and reuse of LVS water were studied. Stephen (1961) cites an article by Elkins (1957) which said ducks cause millions of dollars of loss to barley, oats, and wheat crops in Canadian prairies. Although property damage and losses can be inflicted by wild birds throughout the entire year, avian-vectored diseases of livestock are primarily a winter phenomenon in the Great Plains states. Reasons for this include the following: (1) During the winter season the birds congregate in flocks of sufficient size to be of epidemiologic significance. (2) There is a high degree of interaction between birds and livestock only when limited food induces the birds to forage among confined animals and when adverse weather forces the birds to seek shelter in housing units for livestock. In the past, handling of these animals involved physical restraining techniques. These techniques exposed not only the "restrainer" but the "restrainee" to potential physical damage.
