The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

Selecting Non-Point Source Pollution Treatment Practices Using Linear Optimization, John Gardy Garland Iii

This paper provides a case study application of a linear optimization program as a water quality management tool. The optimization program seeks to minimize the cost of nonpoint source pollution control by selecting the best combination of pollution control management practices for Hampton, Virginia. The management practice options are grass swale roadways, porous pavers, ponds, detention basins and fertilizer management education. Management practice selection is limited by constraints on land-use and water quality. Pollutants evaluated are total nitrogen, total phosphorus, suspended solids, fecal coliforms and biochemical oxygen demand (five-day). The Eastern Wheatbelt Model (EwM) is a hypothetical farm model, intended to be representative of farms in the eastern wheatbelt region. It is a model of an 'average' farm in an 'average' season. Nevertheless it is possible to substitute the resource mix of a 'real' farm for the •average' and to substitute various types of season for the 'average'.
Assumptions of 'average' farm resources and •average' season are based on opinions by WADA researchers and advisers. For the EWM, researchers and advisers at Merredin prescribed average resources for an eastern wheatbelt farm receiving a 300 mm average rainfall including 210 …

The twin-island Republic of Trinidad and Tobago is situated adjacent to the Republic Of Venezuela such that at one point Trinidad is merely seven miles off the northeast coast of Venezuela. Fishing activities of nationals of each country in the waters of the other are therefore common and often lead to conflict. In an attempt to solve the fishing problem a fishing agreement was negotiated. It came into force in 1978 and expired in 1984 whereupon negotiations commenced once more in an attempt to achieve new accord. Increased experience in fisheries cooperatives of developing countries has called into question a long-held presumption about their desirability and feasibility. In this context, this study attempts to reformulate the cooperative approach for small-scale fisheries in a realistic policy framework. First, past failures of fisheries cooperatives are analyzed from three different angles: the uniqueness of the fishing industry, systems intrinsic to the cooperative, and development policy. Second, various possibilities of building viable cooperatives are explored by introducing two key concnpets: the strategic option and the operational option. The fishery for the western rock lobster Panulirus cygnus one of the most important single fisheries in Australia and an important export earner for the State. Western Australia produced 10 724 tons in 1979/80, out of a total Australian catch of rock lobster of 14 739 tons. The fishery is governed by a complex set of regulations which have been reviewed by Bowen (1971) and Hancock (1981) and which are designed to limit the total fishing effort to acceptable levels and to enforce a legal minimum size. Resource management technical reports
The purpose of this study was to find a suitable location for a bird observatory and provide adequate coastal land resource data for the area. The main selection criteria and conditions were: the location was closely adjacent to major wader roosting and feeding sites; all-seasons access was required; the location provided a site of around 2 1/2 hectares to provide space for one or more buildings, camp ground and associated facilities ; anticipated access tracks, site developments and levels of use.
