In March 2000, the High Energy Laser Executive Review Panel presented the Department of Defense Laser Master Plan, which reported that HEL weapons are ready for offensive and defensive applications. One candidate platform capable of performing some of the reported applications is the Advanced Tactical Laser (ATL), an Advanced Concept Technology Demonstration program which places a high energy laser weapon on a tactical aircraft, such as the V-22, C-130, or H-47. ACC believes its current methodology for predicting the reliability of its Air Launched Cruise Missile (ALCM) and Advanced Cruise Missile (ACM) stockpiles could be improved. They require a predictive model that delivers the best possible 24-month projection of cruise missile reliability using existing data sources, collection methods and software. It should be easily maintainable and developed to allow a layperson to enter updated data and receive an accurate reliability prediction. Analysis of a large combat campaign using game theory is difficult due to non- linearities and other soft factors which exist in a complex system. However, game theory can give decision makers insight into strategies and outcomes that can be utilized to maximize one's objective. Agent-based simulation provides the means to model complex systems with non-linearities, by allowing for interactions among independent "agents." Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). This study investigated the minimum requirements to establish a satellite tracking system architecture for a hostile "parasitic microsatellite" to rendezvous with a larger, non-cooperative target satellite. Four types of tracking systems and their capabilities were reviewed with emphasis on "low-technology" level and/or mobile systems which could be used by technologically unsophisticated state or non-state adversaries. With the tracking system architecture selected, simulated tracking data was processed with a non- linear least squares orbit determination filter to determine and/or update the target satellite's state vector.

The GPS system is undergoing a modernization effort which will add several new signals to be placed at the L1, L2, and L5 frequency bands. One of the signals to be placed on L2 is a new military code (M-code) which may be transmitted at a higher power level than current GPS signals. Other users of the L2 frequency band are concerned with the potential interference that may be caused by the increase in power of the GPS signal. One particular use of the 1215-1400 MHz frequency band is Air Traffic Control (ATC) radar applications.

Detailed performance assessment of space-time coding algorithms in realistic channels is critically dependent upon accurate knowledge of the wireless channel spatial characteristics. This paper presents an experimental measurement platform capable of providing the narrowband channel transfer matrix for wireless communications scenarios. The system is used to directly measure key multiple-input-multiple-output parameters in an indoor environment at 2.45 GHz. Linear antenna arrays of different sizes and construction with up to ten elements at transmit and receive are utilized in the measurement campaign. Established research has shown that cascaded multilevel inverters can provide more voltage vectors per number of active semiconductors compared to typical multilevel converters. This feature is significant for increasing the drive performance as well as reducing the drive complexity and losses. When two inverters are cascaded, the maximum number of effective levels (or maximal distention operation) is the product of the number of levels of the individual inverters. It is possible to operate the cascaded inverter beyond maximum distention. The over-distention operation is desirable since it effectively increases the number of voltage levels in spite of some missing switching levels. …

A Command and Control (C2) problem for Military Air Operations is addressed. Specifically, we consider C2 problems for air vehicles against ground based targets and defensive systems. The problem is viewed as a stochastic game. Botulinum neurotoxins (BoNTs) are among the most lethal biological substances to have been weaponized and are listed as biodefense category A agents. Currently, no small molecule (non-peptidic) therapeutics exist to counter this threat; hence, identifying and developing compounds that inhibit BoNTs is a high priority. In the present study, a high-throughput assay was used to identify small molecules that inhibit the metalloprotease activity of BoNT serotype A light chain (BoNT/A LC). All inhibitors were further verified using a HPLC-based assay. A missile longitudinal autopilot is designed using a new nonlinear control synthesis technique called the θ-D approximation. The particular θ-D methodology used is referred to as the θ-D H2 design. The technique can achieve suboptimal closed-form solutions to a class of nonlinear optimal control problems in the sense that it solves the Hamilton-Jacobi-Bellman equation approximately by adding perturbations to the cost function. An interesting feature of this method is that the expansion terms in the expression for suboptimal control are nothing but solutions to the state-dependent Riccati equations associated with this class of problems. A new type of multi-level inverter is introduced which is created by cascading two three-phase three-level inverters using the load connection. This new inverter can operate as a nine-level inverter and naturally splits the power conversion into a higher voltage lower-frequency inverter and a lower-voltage higher frequency inverter. This type of system presents particular advantages to naval ship propulsion systems which rely on high power quality, survivable drives. This paper presents a unique design for flying capacitor type multilevel inverters with fault-tolerant features. When a single-switch fault per phase occurs, the new design can still provide the same number of converting levels by shorting the fault power semiconductors and reconfiguring the gate controls. The most attractive point of the proposed design is that it can undertake the single-switch fault per phase without scarifying power converting quality. This paper also discusses the capacitor balancing approach under fault-conditions, which is an essential part of controlling flying capacitor type multilevel inverters. This dissertation uses the Generalized Predictive Control (GPC) approach to design a control system for a ship rolling motion coupled with the sway and yaw using an activated flume tank. GPC is a strategy based on system output prediction over finite horizon known as the prediction horizon. In this paper, a new nonlinear control synthesis technique, the theta- D method, is employed to design a missile longitudinal autopilot. The θ-D technique yields suboptimal solutions to nonlinear optimal control problems in the sense that it provides approximate solution to the Hamilton-Jacobi-Bellman (HJB) equation. Semi-global asymptotic stability can be achieved by manipulating the perturbation terms which are added to the cost function in developing a series solution.
