Sanitation marketing is an emerging approach of strengthening the local private sector to implement scalable and sustainable improved sanitation coverage in developing countries, specifically among the poor. It encourages the enhancement of sanitation market supply and demand by developing distribution infrastructure and stimulating consumer interest. Unlike interventions that provide hardware subsidies to initiate sanitation demand, financial support for sanitation marketing is used exclusively for the research and development of the market; this encourages the private sector to become independent and self-sufficient. This research effort conceptualized, developed, implemented, and examined the psychometric properties of an Information & Communication Technology (ICT) literacy assessment instrument designed for students entering college. This process began with the development of a working definition of the ICT literacy based on the literature and the input of a panel of experts regarding the proposed literacy sub-constructs and the individual test items. A pilot test was conducted to identify areas for improvement. Once these improvements were incorporated, the final assessment instrument was administered to the freshmen class at a private Midwestern comprehensive university with religious affiliation.

Segmenting an image into meaningful regions is an important step in many computer vision applications such as facial recognition, target tracking and medical image analysis. Because image segmentation is an ill-posed problem, parameters are needed to constrain the solution to one that is suitable for a given application. For a user, setting parameter values is often unintuitive. We present a method for automating segmentation parameter selection using an efficient search method to optimize a segmentation objective function. Retail store's layout affects a shopper's visual experience and correspondingly the time spent in the store, navigation through the aisles, and allocation of attention and money across departments and categories. The active contour model has good performance in boundary extraction for medical images; particularly, Gradient Vector Flow (GVF) active contour model shows good performance at concavity convergence and insensitivity to initialization, yet it is susceptible to edge leaking, deep and narrow concavities, and has some issues handling noisy images. This paper proposes a novel external force, called Iterative Weighted Average Diffusion (IWAD), which used in tandem with parametric active contours, provides superior performance in images with high values of concavity. Image splicing is a common and widespread type of manipulation, which is defined as pasting a portion of an image onto a second image. Several forensic methods have been developed to detect splicing, using various image properties. Some of these methods exploit the noise statistics of the image to try and find discrepancies. In this paper, we propose a new counter-forensic approach to eliminate the noise differences that can appear in a spliced image. In this work, we propose the use of non-linear, autoregressive neural network models for predicting video frame sizes. This model utilizes H.265 encoded video traces as inputs and the predicted future frame sizes as outputs. This model is developed to predict ultra-high definition video frame encoded with H.265 within IP networks. The video I, P, and B frames are predicted separately to improve model prediction accuracy. This approach is verified in MATLAB using various H.265 video traces. The results indicate that the proposed models were able to predict the video traffic fairly accurately.

This paper presents a pilot study that investigated the suitability of mean room surface exitance as a predictor of spatial brightness and perceived adequacy of illumination, and then compared these results with how horizontal illuminance predicted both items under the same conditions. The experiment included 26 participants. A small office was used for the study. It exposed participants to three levels of mean room surface exitance, each delivered with three different light distributions and across three different surface reflectances, resulting in a total of 27 light scenes. With the advancement of mobile devices, opportunities to take watershed management tasks out of the office and into the field can be realized. In turn, field workers can utilize these technologies to expedite the decision-making process so that they may focus on meeting with clients and addressing agricultural watershed management issues. High-resolution (∼1.5 m postspacing) elevation data gathered by light detection and ranging (LiDAR) provides the topographic detail necessary to model hydrology at the field-scale (∼1 km2).

Visual saliency has been modeled as a preprocessing step of the human visual system for selecting the important visual information from a scene. Associating faces appearing in Web videos with names presented in the surrounding context is an important task in many applications. However, the problem is not well investigated particularly under large-scale realistic scenario, mainly due to the scarcity of dataset constructed in such circumstance. In this paper, we introduce a Web video dataset of celebrities, named WebV-Cele, for name-face association. The dataset consists of 75 073 Internet videos of over 4 000 hours, covering 2 427 celebrities and 649 001 faces. This is, to our knowledge, the most comprehensive dataset for this problem. In doing so, we use Suchman’s notion of the affiliative object to reframe medical identification jewellery as a compound epistemic object with affiliations to paramedics in the province of Ontario, Canada. The Project to Integrate Technical Communication Habits (PITCH) is being implemented across seven engineering and computer science undergraduate programs. The overarching goal of PITCH is to develop written, oral and visual communication skills and professional habits in engineering students. PITCH activities begin in the very first semester and are reinforced and extended through all four years of each program. Senior design becomes the culminating experience in which students demonstrate the skills and habits acquired through PITCH courses.
