How Regulations Impact Contractors In California: Licensing, Insurance, Bonding & Permitting, Byron Rolando Calderon Cifuentes

This senior project researches the impact of regulatory requirements, specifically licensing, insurance, bonding, and permitting, on contractors in California. The study addresses the question: How do regulations affect contractors’ ability to operate and grow? To examine this, qualitative interviews were conducted with six industry professionals, including general contractors, specialty contractors, and design-build firms. Additionally, 25 survey responses were collected from contractors and construction professionals to gain broader insights. The findings reveal that while licensing, insurance, and bonding are seen as foundational for establishing credibility and legal compliance, the permitting process presents the most significant challenge. As wildfires grow in frequency and intensity across California, understanding and mitigating residential fire risk has become a public safety priority. Communities in the wildland-urban interface (WUI), such as San Luis Obispo, are especially vulnerable due to their proximity to natural vegetation and the prevalence of older housing stock. While state and local agencies have introduced regulations and educational campaigns, there remains a need for accessible, scalable tools that help identify fire risks at the individual home level. The Rotating Scatter Mask (RSM) system is a radiation imaging technology currently limited by the mask design and governing identification algorithm parameters. To optimize the RSM design, Dakota—an optimization software—was integrated with a ray tracing code that simulates particle interactions with the RSM detector, and with the Locally Competitive Algorithm (LCA), which reconstructs the source image based on the ray tracing code’s Detector Response Matrix (DRM). Since the original ray tracing code was developed in MATLAB, it was translated into Python to improve compatibility with both Dakota and LCA. This paper discusses the Egyptian government's strategies, policies, and procedures for transforming Sharm-Elsheikh city into a green, smart, safe, secured, and sustainable city. The research aims to learn from COP28 and export an action plan to convert the city from a touristic to a smart green, secure, and sustainable city. The main research question is how COP27 in Egypt will become the COP of implementation, and the hypothesis is that the current mindset for managing economic files may not be suitable for the new economic orientations.

This research investigates the design optimization of a small-scale Vertical Axis Wind Turbine (VAWT) utilizing helical rotor blades fabricated from graphene-reinforced polyethylene terephthalate. While previous studies have largely concentrated on largescale turbines for rural environments or on high-performance composite materials that often compromise recyclability, this research addresses the specific challenges associated with small-scale VAWTs intended for urban and populated areas. The study identified tip speed ratio, helical angle, and blade length as critical design parameters. The Hickory Street Square Revitalization Project seeks to transform a central public space in Sidney, Nebraska into a dynamic, community-oriented area that supports local events, economic activity, and cultural heritage. The project addresses six core objectives: 1) convertible street design, 2) parking lot reconfiguration, 3) public amenities, 4) event flexibility, 5) lighting and signage, and 6) old electric plant renovation. C band spectrum 5030-5091 MHz is allocated for command-and-control communication services with unmanned aircraft systems. This document evaluates the possibility of using 3GPP 5G standards for provisioning of such services. Channelization of the spectrum and major system parameters are proposed. The performance of the proposed system in channel fading environment is evaluated using MATLAB based simulations. The evaluations examine SINR, and average throughput of the proposed system at different altitudes of the unmanned aircraft system. This dissertation investigates different methods for methane detection using unmanned aerial vehicles (UAVs). The author addresses the fundamental problem of methane emissions, a potent greenhouse gas responsible for global warming. The first part of the dissertation aims to create a cost-effective system for real-time methane detection and intensity prediction using ensemble learning models trained on meteorological parameters. The ensemble learning-based classification models show a high accuracy for methane detection.

This dissertation investigates the problem of violence recognition in surveillance footage using computer vision and machine learning techniques. More specifically, our goal is to achieve interpretable and explainable deep learning models because violence recognition is a sensitive task. We first propose to perform violence recognition using a 3D convolutional neural network through intuitive hyperparameter tuning and transfer learning. This report follows the implementation of the project and the impact of building envelopes on the effectiveness of the system. Groups of potential upgrades and their impacts on building performance were analyzed using integer linear programming and the PuLP python library. This analysis provides recommendations on which buildings to upgrade according to the priorities of Swarthmore College.

The feasibility of a truly transportable nuclear reactor presents significant radiological challenges that must be addressed to ensure compliance with regulatory limits and operational safety. This study evaluates the radiological constraints associated with the transportability of the Transportable Helium-cooled One-megawatt Reactor (THOR), focusing on neutron activation, shielding performance, and external radiation exposure. Using advanced radiation transport and activation modeling within the SCALE framework, a comprehensive analysis was conducted to quantify dose rates during operation, post-shutdown, and transport. Housing and fire safety are deeply connected: inadequate and poorly maintained housing poses heightened fire risk for occupants. An individual or household’s housing situation (including limited or constrained choice) interacts with issues such as affordability, access, location, quality, safety, occupancy levels, tenure type, and resident or immigration status. These dynamics shape vulnerability, and inequity becomes most visible in the event of a fire. The extreme end of this spectrum includes the unhoused, who occupy structures entirely outside of regulatory systems with little or no fire protection.

As the transition to sustainable transportation has accelerated with the rise of electric vehicles (EVs), ensuring drivers have access to charging to maximize the electric miles driven is critical to lowering carbon emissions in the transportation sector.
