A new bus transit planning tool is developed for application in determining operating policies of a fixed-route bus transit system. The objective of the study is to model a bus transit system which functions under time-varying passenger demands and service characteristics.

The two phase transit model developed in this research is intended for use as a mass transit planning tool, to solve transit problems confronting the mass transit planner. The model is used to compute cost differentials in transit system options. The number of consortia in American higher education expanded rapidly from only ten in 1960 to eighty in 1973. Many do not have an organized method of developing interinstitutional cooperation, structuring their internal management, or preparing to meet future expansion.

The design of an organizational process appropriate to consortia in general has been developed in this thesis. The design is based on an analysis of various materials: (1) literature on the consortium movement; (2) data gathered from a nationwide survey conducted by the author; (3) visits with directors of consortia and experts in the consortium field; (4) actual working experience …

"Before" Evaluation Of Economic Growth Center Developmental Highway (Us 25e: Corbin-Barbourville), Joseph T. Farmer, Jerry G. Pigman

Kentucky Transportation Center Research Report

Before-and-after impact studies were selected as the means of determining the effect of reconstructing a 4.886 mile (7.862 kilometer) section of US 25E between Corbin and Barbourville. A comprehensive analysis of the "before" statistics revealed the area designated as a potential growth center suffered from social and economic mediocrity. Many characteristics considered essential for economic prosperity are lacking. Per capita income and educational achievement levels are lower than statewide averages. Transportation is dependent upon highways and many existing routes provide a very low level of service.

The purpose of this study was to investigate and analyze community power actors' responses to a questionnaire, in order to gain information to be used in developing Career Next Step High School Placement Center guidelines.

The study was a descriptive research which employed the reputational technique to identify community power actors and the survey technique to gain information from selected urban schools for comparative purposes.

The reputational technique surveyed 31 Ogden Community power actors and the survey technique was administered to 26 selected urban high schools in Utah.

"Reportedly, the annual cost of a gasoline rationing program would amount to $1.4 billion. Based upon past results, if that much money was devoted to an exploratory effort, it would be potentially capable of discovering more than 2 billion barrels of petroleum. That amount of petroleum would be equal to 19 percent more than all the gasoline consumed in privately owned automobiles in 1973."

Direction is provided by continuing dialogue between users and information system staff.

Tree clearing and pasture development on existing holdings and the amalgamation of small dairy farms has led to a rapid increase in the area of pasture per farm. A programmable patient simulator for teaching maternity patient care includes a life size manikin with a pelvis, vaginal canal, uterus, placenta, umbilical cord, and a fetal doll from which heart sounds are emitted. A programmable electro-pneumatic system controls the simulated uterine contractions, position of the uterus, rupture of membranes, expulsion of fetal doll, and fetal heart rate during labor and delivery sequence.

In line with the then emerging air pollution control regulations Union Electric installed a limestone injection wet scrubber sulfur dioxide removal system on an intermediate size coal-fired utility boiler at its Meramec Power Plant on an experimental basis in September, 1968. During approximately 3 years of operation many difficulties were encountered with plugging and scaling of various system components by calcium sulphate. As a result of this experience along with related experiences by other utilities employing similar systems, the experiment was terminated in June, 1971.

The fecal coliform membrane filter method (MFC) currently used in water pollution analysis was evaluated by using two strains of E. coli, a known fecal coliform, as th indicator organism. A large relative error in the results obtained with this method was found to be dependent upon the brand of membrane filter employed, the medium, and the temperature of incubation. MFC densities varied between 10 and 60% of the densities determined by means of total bacteria counts and total coliform counts performed at 35°C. A methodology for comprehensive evaluation of water resources development and use (Techcom) has been developed and partially field tested. A model of societal goals consists of nine primary goals successively articualted into increasingly specific subgoals. Achievement of subgoals is perceived as affected by measurable social indicators whose values are perturbed by water resources actions. Linking the elements of the goals taxon by connectives result in an evaluation system. historical, political and philosophical considerations of the proposed system are discussed in Part I. Water reuse is a recognized option for augmenting water supplies to provide for expanded water needs. A methodology is developed for examining optimal strategies for water reuse within the context of the total water resources system, including both the provision of water supplies for various uses and management of wastewaters. A model of the water resources system is formulated as a “transportation “ or “transshipment” problem in linear programming depicting the possible sources of supply, including effluent sources available for reuse, which can be used to satisfy the requirements of various water users. National ambient air quality standards for particulate matter have been promulgated since April, 1971. While effects of stationary sources on these standards have been examined, little research has been accomplished on the effects of fugitive particulate. This thesis examines the environmental impact of a fugitive dust source, Highway Construction. Using the High-Volume reference method for particulate sampling, the effect of Highway construction was determined. An analysis of concentrations, distance influences, meteorological influences, particle sizes and construction influences is presented. The data obtained from this study indicates the major influence of concentrations is a function of distance and sampling height. Particle …

"The St. Francois County Sanitary Landfill is a 503.8-acre site located 1n the Old Lead Belt area of southeast Missouri. The landfill, which was opened in July 1973., is being operated by the non-profit St. Francois County Environmental Corporation. The site is largely covered by up to 80 feet of tailings finely ground dolomite of the lower Bonne Terre Formation., wh1ch are a product of decades of lead mining and milling at the Deslodge, Missouri, Mine. On December 29, 1970, the President signed into law the Williams-Steiger Occupational Safety and Health Act (OSHA) of 1970, which became effective April 28, 1971. The purpose of this act is to assure safe and healthful working conditions for the nation's wage earners. The law provides that each employer has the basic duty to furnish his employees a place of employment which is safe from recognized hazards that cause death or serious physical harm.
