Civil and Environmental Engineering
From the inception of the National Air Pollution Control program, the U. S. Congress has been mindful of the need and importance of adequate manpower. The challenging technical problems which lie ahead in enforcement, monitoring, testing and research can be effectively dealt with only by individuals with specialized knowledge, skills and experience. In this paper the authors look at undergraduate and graduate training that is being carried out, employment opportunities and the way these may change in the future. A recently completed survey of college level air pollution training in the United States and Canada is included in the report.

Kentucky Transportation Center Research Report
In this report, the effectiveness and usage of seatbelts in Kentucky and factors affecting usage are examined and identified. Data were obtained from three sources: field observations, accident reports, and a questionnaire.
Kentucky drivers and passengers were found to have lower seatbelt usage rates (slightly under 10 percent) than drivers and passengers in other states. The accident data showed that the chances of being killed or severely injured is greatly reduced by wearing a seatbelt. Seatbelts reduced the chance of being killed by a factor of six and the chance of being severely injured by a factor of two. Several …

Large volumes of uranium mill tailings are being generated, requiring comprehensive long-term management programs to reduce health and environmental risks. Management programs are available which provide adequate secure long-term storage, but research on innovative concepts is necessary to develop improved, more efficient methods.

The controversy over lighting levels has existed for some time. Interest in methods of lighting has been heightened by the energy crisis. It has been estimated that lighting consumes approximately five percent of the nation's energy, therefore lighting is a relatively small energy user when compared to transportation and industrial processes which consume the bulk of the nation's energy. However, any saving that will make a contribution to the energy crisis should be considered. Consequently, this paper shows how energy for lighting may be reduced without sacrificing the present quality of lighting and in some cases, actually improve the lighting …

Shale oil can be produced from oil shale by true In situ, modified in situ, and surface retorting methods. Both modified in situ and surface methods require mining of the oil shale. The environmental Implications of an oil shale mining industry are reviewed and the impacts upon land use, air and water quality, and ecological systems discussed. The Bureau's mining environmental research program is described and the results to date summarized.

In order that public transportation policies relating to energy conservation might be identified, correlated, and assessed, a mail survey of local, regional, state, and federal appointed and elected officials was made. This survey also included contacting members of the regional business community. Although the responses received did not constitute the complete survey mailing, they did provide insight to the individual policymaker's perception of what public policy is now in effect and how it was enacted, particularly those pertinent to energy conservation in the transportation sector.

Transporting Coal In Containers Through Pipeline -- A Feasibility Study, Henry Liu

A preliminary assessment of the feasibility of transporting coal in containers suspended in water moving through pipes - the concept of hydraulic capsule (container) pipelining (HCP) - is presented. The assessment includes technical (engineering), environmental, social and economic considerations. A tentative conclusion reached is that HCP transportation of coal is technically feasible (although it needs further research and development works), socially and environmentally beneficial, and economically justifiable in a number of situations.

The Measurement Of Depolarized Radiation For Monitoring The Mass Concentration Of Particulates, Bruce E. Wilson
Theses
The depolarization of backscattered polarized incident radiation which is expressed as a depolarization ratio was investigated as a means of monitoring the mass concentration of particles in stacks from coal-fired burners. This involved the design of an instrument that would detect small levels of radiation. Two methods were investigated. The first utilized a Gallium Arsenide laser and a silicon detector diode; the second was composed of a xenon flash lamp and a photomultiplier detector tube.
The relationship between the depolarization ratio and the mass concentration of diamond particles in the 0.01 gm/m3 to 0.5 gm/m3 was determined. Diamond …

Characteristics Of Bicycle-Related, Motor Vehicle Accidents In Kentucky, Kenneth R. Agent, Charles V. Zegeer
Kentucky Transportation Center Research Report
The purpose of this study was to determine the characteristics associated with bicycle-related, motor vehicle accidents. Bicycle-related, motor vehicle accidents in Kentucky were analyzed.
A sample of injury-producing bicycle accidents was also analyzed. It was found that cyclists 10 to 14 years of age were involved in the largest number of motor vehicle related accidents. Males were involved in four times as many accidents as females. Most accidents occurred in urban areas, mostly on residential streets. The majority of accidents resulted from errors by the cyclists. The most common type was the right-angle accident, but the leading types varied with …

As drought conditions in 1976 and 1977 became increasingly severe throughout the west and affected many other parts of the country, many states began special drought information dissemination efforts. This study was organized to provide for the exchange of information among the respective states a forum that could reduce duplication among independent efforts. This research paper centers on two general problems:
1) Development of machine angles on the point-to-point NC mill by utilizing different combinations of feed rates on the X and Y axes.
2) Developing a learning activity package which includes a product to be produced by students on the numerical control milling machine that is safe, fast and inexpensive. The experiences gained in this activity will give the students a good working knowledge of numerical control principles.

Rayleigh-Debye Scattering With Focused Laser Beams, Lee W. Casperson, Cavour W. Yeh

A focused beam technique has been developed for diagnosing the characteristics of individual particles within a polydisperse ensemble. In the Rayleigh-Debye approximation the scattered fields are related to the orientation and properties of a scatterer by means of explicit analytic formulas. The results simplify when the particle size is small compared to the minimum beam diameter.

Highways are known to be a source of several toxic pollutants including the heavy metals lead, zinc and chromium. The need to manage highway runoff in a manner which reduces or eliminates the loading of heavy metals to receiving waters is evident, but more research has been required to develop cost-effective ways of meeting this need. Recent studies have indicated that the soil is a significant "sink" for heavy metals, allowing speculation that management practices which make use of the soil to retain metals from highway runoff should be employed. This report addresses the potential commercial mining of coal in the coastal community of Bristol, Rhode Island, with respect to methodology and community response.The attitude of the local community towards any mining proposal will greatly influence the course of development of the resource. In addition, maximum community participation is mandated by both Federal and State law (NEPA and the Rhode Island Coastal Zone Management Act, respectively) (7, 8). Ever since air pollution became a national concern in the 1950's, more and more emphasis has been placed on collection of representative air samples for many purposed, to include (1) evaluation of the degree to which national ambient air quality standards are being met and (2) to monitor maximum emission levels from point sources. Until recently efforts were directed toward qualitative methods of siting monitors for representative sampling. Since the dispersion of effluents is most complex, the quality of the data collected on the basis of judgment and, more or less, incremental siting about the source, has become suspect. Furthermore, …
