Computer Assisted Molecular Modeling Of Thymidine Nucleoside Analog Inhibitors Of Hiv-1 Reverse Transcriptase, Mark A. Fisher
Computer Assisted Molecular Modeling Of Thymidine Nucleoside Analog Inhibitors Of Hiv-1 Reverse Transcriptase, Mark A. Fisher
Theses
An active analog approach to receptor mapping was used to identify the three dimensional structural characteristics associated with a series of thymidine nucleoside analog inhibitors of HIV-1 reverse transcriptase (RT) that may be essential for their activity. Atomic substitutions at the 5 and 3' positions of nucleoside analogs confer global structural and electrostatic changes that result in either increased or diminished inhibitory activity. From a structural perspective, the activity differences can be attributed to the presentation of select atoms in three dimensional motifs that are common to all active compounds and absent or distorted in inactive/poorly active compounds.
The identification …

Survey Of The Impacts Of Environmental Regulations On State Highway Operations, Theodore Hopwood Ii, Christopher M. Oberst
Survey Of The Impacts Of Environmental Regulations On State Highway Operations, Theodore Hopwood Ii, Christopher M. Oberst
Kentucky Transportation Center Research Report
In recent years, the transportation industry in Kentucky as represented by Kentuckians for Better Transportation (KBT) and the Kentucky Transportation Cabinet (KyTC), have expressed concern over the growing impact of environmental regulations upon transportation activities in the state. The imposition of environmental regulations has resulted in higher costs for new construction and maintenance on roads, project delays, scheduling and financing difficulties, and the creation of additional transportation agency bureaucracy to address environmental regulation mandates. In Kentucky, the impacts of those regulations have not been thoroughly assessed nor have the attendant costs been measured. Coinciding with that lack of information is …

Vinyl Chloride Biodegradation With Methanotrophic Attached Films, Yarrow M. Nelson, William J. Jewell
Civil and Environmental Engineering
Methanotrophic degradation of vinyl chloride (VC) is investigated using a laboratory-scale methanotrophic attached-film expanded-bed (MAFEB) bioreactor. This study provides a basis for applying a microbial cometabolizing reaction to practical treatment of toxic chlorinated compounds. The MAFEB reactor was operated at 20°C with influent VC concentrations ranging from 1,800 to 9,600 µg/L and bed hydraulic retention times ranging from 3.7 to 7.6 h. VC effluent concentrations during steady continuous operation ranged from 3 to 140 µg/L, with most values less than 26 µg/L, resulting in removal efficiencies of 96.3% to 99.8%. The maximum continuous-flow VC degradation rate observed at 20°C was …

Research And Development Project Selection Tools: Probing Wright Laboratory's Project Selection Methods And Decision Criteria Using The Lateral Airfoil Concept, James E. Barger
Theses and Dissertations
This research accomplished three major tasks. First it examined familiarity and usage rates for fifteen published R&D project selection methods in the context of a larger general issue, the Air Force's ability to develop and exploit technology. Wright Laboratory served as the focus for the research effort and displayed a greater tendency to use formal methods in 1993 than was shown in prior research. The laboratory's overall preference for simpler models like Checklist, Scoring, and Sorting led to a recommendation that authors familiar with the other techniques communicate them in engineering and management vernacular. Secondly, the study introduced a technological …
Development Of An Effectiveness Model Or Metric For The Air Force Environmental Compliance Assessment And Management Program (Ecamp), Craig B. Dezell
Development Of An Effectiveness Model Or Metric For The Air Force Environmental Compliance Assessment And Management Program (Ecamp), Craig B. Dezell
Theses and Dissertations
The Department of Defense (DoD) and the Air Force (AF) are committed to being national leaders in protecting and enhancing the environment and achieving environmental compliance. This commitment is exemplified by the Air Force Chief of Staff's goal of no notices of violation (NOVs). However, the number of AF NOVs from 1990-1992 rose from 103 to 178 an increase of 73 percent. A July 1992 AF Inspector General Report also concluded that Environmental Compliance Assessment and Management Program (ECAMP) findings were not being effectively utilized by the Major Commands (MAJCOM). To aid AF leaders in solving these problems, and protecting …

Development Of A Multicriteria Decision Model For Prioritizing Air Force Environmental Restoration Program Projects, Thomas E. Ellingson, T. G. Gallogly
Theses and Dissertations
Cleaning up hazardous and toxic wastes left from past activities has become one of the major goals of the Department of Defense. Within the Air Force, individual major commands (MAJCOMs) annually review numerous projects submitted under the Defense Environmental Restoration Program (DERP) and forward these projects to HQ USAF/CEVR for funding. Until recently, adequate resources have been available to fully fund all projects. However, within the last two years, funding shortfalls have been experienced, and projects have received only partial funding. The Air Force needs a decision support system that will assist in determining funding priorities for these projects. This …
A Strategy For Combining The Pollution Prevention Opportunity Assessment With The Environmental Compliance Assessment And Management Program, Stacy E. Gent
Theses and Dissertations
This research develops a method to allow an installation environmental function to satisfy the assessment requirements of both the Air Force Pollution Prevention and the Environmental Compliance Assessment and Management Program with the implementation of one assessment process. The model developed is designed to achieve the goals of both programs while increasing the efficiency of implementation. The resulting assessment model formulated within this research is applied on a theoretical level to yield preliminary results. These results indicate that the combination of the Pollution Prevention Opportunity Assessment and the environmental compliance assessment required by the Environmental Compliance Assessment and Management Program …

Analytical Modeling Of Aquifer Decontamination By Pulsed Pumping When Contaminant Transport Is Affected By Rate-Limited Sorption And Desorption, Thomas A. Adams, Robert C. Viramontes
Theses and Dissertations
This research explores radially convergent contaminated transport in an aquifer towards an extraction well. This thesis presents the equations governing the transport of a contaminant during aquifer remediation by pulsed pumping. Contaminant transport is assumed to be affected by radial advection, dispersion, and sorption/desorption. Sorption is assumed to be either equilibrium or rate-limited, with the rate-limitation described by either a first-order law, or by Fickian diffusion of contaminant through layered, cylindrical, or spherical immobile water regions. The equations are derived using an arbitrary initial distribution of contaminant in both the mobile and immobile regions, and they are analytically solved in …

Application Of The Simplified Dow Chemical Company Relative Ranking Hazard Assessment Method For Air Combat Command Bases, Raymond A. Sable
Theses and Dissertations
This study investigates the possibility of determining the hazard potential of chemicals on Air Force bases using a relative ranking hazard assessment method. Hazard assessment includes identification of hazards and evaluation of the hazards. Title III of the Superfund Amendments and Reauthorization Act of 1986 requires hazard assessments by all facilities with extremely hazardous substances to prepare release prevention plans. The purpose of the hazard assessments is to provide information to improve the spill prevention, control and countermeasures plans and to identify the substances with the highest hazard potential. Using the results from the hazard assessments, bases cam prepare plans …
A Parametric Regression Of The Cost Of Base Realignment Action (Cobra) Model, Douglas D. Hardman, Michael S. Nelson
A Parametric Regression Of The Cost Of Base Realignment Action (Cobra) Model, Douglas D. Hardman, Michael S. Nelson
Theses and Dissertations
This study develops a parametric model that is capable of generating accurate estimates of the costs to close Air Force installations. The new model is based upon, but much simpler to use than, the Cost of Base Realignment Action (COBRA) model. COBRA is an economic cost analysis model that requires a minimum of 250 inputs and as many as 700 inputs. The new parametric model requires just 10 input variables and was developed using least squares multiple regression. Comparison of the new parametric model to COBRA indicates that it captures 91 percent of the variance in cost estimates generated by …
An Exploratory Survey Of Methods Used To Develop Measures Of Performance, Kenneth L. Hamner, Charles A. Lafleur
An Exploratory Survey Of Methods Used To Develop Measures Of Performance, Kenneth L. Hamner, Charles A. Lafleur
Theses and Dissertations
Nonmanufacturing organizations are being challenged to provide high- quality products and services to their customers, with an emphasis on continuous process improvement. Measures of performance, referred to as metrics, can be used to foster process improvement. The application of performance measurement to nonmanufacturing processes can be very difficult. This research explored methods used to develop metrics in nonmanufacturing Organizations. Several methods were formally defined in the literature, and the researchers used a two- step screening process to determine the OMB Generic Method was most likely to produce high-quality metrics. The OMB Generic Method was then used to develop metrics. A …
Evaluation Of The Total Petroleum Hydrocarbon Standard For Cleanup Of Petroleum Contaminated Sites, Rick A. Blaisdell, Mark E. Smallwood
Evaluation Of The Total Petroleum Hydrocarbon Standard For Cleanup Of Petroleum Contaminated Sites, Rick A. Blaisdell, Mark E. Smallwood
Theses and Dissertations
This study evaluated the TPH (total petroleum hydrocarbon) cleanup standard for petroleum contaminated soils (PCS). A survey of 13 state regulators was performed to characterize current standards and regulatory viewpoints on the use of a TPH versus a BTEX cleanup standard. The regulatory community considers the BTEX constituents the greatest threat to groundwater, yet expressed concern that the use of a compound specific standard, without an accompanying analysis for TPH, might result in residual soil contamination that may present risk. This study also evaluated the ratio of BTEX TPH in soil over time. Based on JP-4 contaminated site soil data, …

A Decision Support Model Using Life Cycle Cost (Lcc) Analysis To Select Cost-Effective Alternatives For Hazardous Materials, Blaine F. Burley, Kirk A. Phillips
Theses and Dissertations
This research focuses on the development of a decision support model to select cost-effective alternatives for hazardous materials using life cycle cost (LCC) analysis. The model provides an effective decision-making tool to evaluate the economic feasibility of using alternatives for hazardous materials. Given a specific operation, the users of this model can enter site-specific cost data to determine the total LCCs of using baseline hazardous materials (i.e., hazardous materials currently being used in an operation), as well as the total LCCs of using various alternatives. This thesis postulates that the material having the lowest total LCC is considered to be …
