Civil and Environmental Engineering

From the inception of the National Air Pollution Control program, the U. S. Congress has been mindful of the need and importance of adequate manpower. The challenging technical problems which lie ahead in enforcement, monitoring, testing and research can be effectively dealt with only by individuals with specialized knowledge, skills and experience. In this paper the authors look at undergraduate and graduate training that is being carried out, employment opportunities and the way these may change in the future. A recently completed survey of college level air pollution training in the United States and Canada is included in the report.

A sample of Akron, Ohio SMSA households are utilized to examine thermostat setback as an energy conservation strategy. Socio-economic differences between adopting households are evaluated using discriminant analysis. The results constitute the bases on which our recommendations for future increased use of the thermostat setback strategy are made.

It is widely recognized that suspended and dissolved solids in lakes, rivers, streams, and reservoirs affect water quality. In this report the research needs appropriate to setting freshwater quality criteria or standards for suspeneded solids (not including bedload) and dissolveed solids are defined by determining the state of our knowledge from a critical review of the recent literature in this field. Common literature sources and computer searching routines were used as an initial source of information followed by detailed journal searches. The National Waste Terminal Storage (NWTS) program has been established to provide facilities (federal repositories) in various deep geologic formations at multiple locations in the USA which will safely dispose of the commercial radioactive waste that must be delivered to a federal repository for terminal storage. This paper presents an overview of the NWTS program and describes the stepwise approach that is being taken in meeting the objective of the program.

Air Pollution Control Training In Colleges And Universities: A Status Report For The United States And Canada, Harold M. Cota

The APCA Education and Training Committee surveyed air pollution training at colleges and universities in the United States and Canada in 1975. There were 197 full-time faculty teaching air pollution courses at 75 schools. Graduates from these programs are finding meaningful work in both the public and private sector. Financial support is briefly discussed.

One of the purposes of an environmental assessment is to foresee potential problems created by the introduction of contaminants into an ecosystem and to suggest appropriate control devices to mitigate the effects of such inputs. In the case of the oil shale industry, very little is known about the potential hazards, especially those related to the emission of organic compounds with carcinogenic potency. The hazards will probably be due to chronic exposures to the emitted compounds and the effects of such exposures are likely to take years to manifest themselves, as is the case with many carcinogenic substances. A study was made of the feasibility of integrating an ocean thermal energy conversion (OTEC) electrical power plant with a nuclear power plant. The integration was such that the waste heat of the nuclear plant was used to augment the thermal efficiency of the OTEC plant. The study was performed for three shore line sites of Puerto Rico where deep cold water is found between 2 and 10 miles from shore.

This system also provides departmental administrative personnel with information to guide course scheduling. Growth and reproduction may be stimulated by increased temperature in the cooling system and thermal plume during seasons when ambient water temperature is less than optimum, but growth, reproduction and survival are reduced when the elevated temperatures become excessive. Some fish species congregate in the warm thermal plumes during cold seasons but are excluded from this living space by temperatures above their preference in the summer. However, the warm refuge provided by a thermal plume in cold seasons can be a death trap if a power plant shuts down suddenly and exposes the fish to cold shock exceeding their lower …

This paper presents a review of the basic thermal, chemical and radiation balances existing in the atmosphere and discusses the mechanisms by which jet engine exhaust products can disturb these balances. Possible effects of stratospheric pollution on plant and animal life are discussed. Methods for reducing harmful emissions through engine design modifications are outlined and current successful research programs are surveyed. The SST type aircraft is shown to be a greater threat to the environment than conventional jets because of differences in cruise altitudes. An extensive compiliation and general evaluation of the literature is presented which describes the temperature interaction with toxicity. Recent literature is summarized and made accessible along with a few generalized relationships such that researchers may design studies in a manner that will increase the utility of their results. A detailed indexing system is employed which makes the information contained in the report accessible by author, toxicant, and text organism. Summary tables of the most pertinent literature are also presented for easy subject retrieval. Studies are presently underway to determine the technical and economic feasibility of various Arctic marine transportation systems, including ice-breaker super-tankers and submarine tankers. A survey of academic training in air pollution control was recently conducted for the APCA Education Council. Questionnaires were sent to faculty at over 200 universities in the United States and 150 universities around the world. This paper lists the schools which completed the questionnaire and includes the number of both undergraduate and graduate courses available, the academic department, and the range of research projects presently underway. The findings indicate that air pollution is a subject being taught worldwide. Most schools predict that their current level of instruction will not change in the next five years.
