Political Processes Of Displacement In Infrastructure Development: The Case Of Aldeia Da Luz And The Alqueva Dam, Cordelia Walz

In 2002, the residents of Aldeia da Luz left their village for the final time, displaced to make room for the Alqueva Dam, a massive regional hydropower and irrigation project almost half a century in the making. The Alqueva Multipurpose Project was marketed by the Portuguese government as a way to develop the impoverished region of the Alentejo and bring innovation to the agricultural sector. The village of Luz was the only physical obstacle to this goal and, therefore, its residents were dispossessed, sacrificed for the development of the greater Alentejo region. Wastewater treatment is a critical process by which the concentration of pollutants in wastewater are reduced to minimize the resulting effluent’s impact on human health and the environment. Base Aérea N.°5, an airbase located in Monte Real, Portugal, is striving to enhance their wastewater treatment methods to decrease the impact of the treated effluent on the environment. They can reduce the effluent’s impact by implementing more advanced wastewater treatment to decrease the concentration of micropollutants and pathogens in the effluent, and they can reuse the treated effluent to decrease the volume of freshwater they extract. Public water systems are an integral part of community infrastructure. Drinking water contamination or service disruptions have the potential to cause economic losses, limit fire suppression capability, and result in human illnesses. Until 2016, the United States federal government had not issued a disaster declaration due to contaminated water. The first federal drinking water disaster declaration due to contaminated water serves as a sentinel event demonstrating the need to increase focus on public water systems during all phases of emergency management: mitigation, preparation, response, and recovery. This study describes an illustrative case study from a year-round program that positions middle and high school youth to explore the social value of energy systems in their homes, schools, and neighborhoods. Designed to center existing youth assets, interests and values, Community Energy Engineering (CEE) frames engineering as a tool that students can enlist in order to understand and interrogate their local socio-energy system while also acting to transform it. Solar farms use direct sunlight when operating; additionally, solar modules produce the most energy aligned perpendicular to the sun. Single axis solar tracking systems allow the rotation tilted photovoltaic panels to rotate during the day, maintaining the panels at the utmost efficiency angle. Achieving maximum power generation and reducing shade on the panels, make it crucial to have constant optimum positioning. Larger farms contain multiple rows and columns leading the panels to cast shadows on one another. Backtracking happens when you eliminate or reduce shadow casted on panels from adjacent modules. Poor air quality at schools may negatively impact students’ academic performance.1 2 3 In this study we look at the relationship between ambient, outdoor air quality and student socioeconomic status at United States public schools. We used free and reduced lunch eligibility, as part of the USDA’s National School Lunch Program, as an indicator of household income. We focus on nitrogen dioxide (NO2), ozone (O3), and particulate matter smaller than 2.5 microns (PM2.5). We used ambient pollutant concentration estimates at census block group resolution (Kim et al.) as the outdoor air pollution concentration at each school.4 We found a positive …

This dissertation explores the value of the car-share program and a new light rail system with respect to their impact on mobility and accessibility improvements in economically and transportation access-wise marginalized neighborhoods in NYC and its adjacent communities. It consists of three main essays that took deep dives into how each new service or system altered mobility or accessibility for those in need. The first essay (Chapter 2) investigates car-share vehicle utilization rates of the Zipcar across NYC. As nations are transitioning to renewable energy sources, they will need to expand and upgrade their energy infrastructure, including high-voltage power lines (HVPL). We have conducted the first nation-wide survey in the last thirty years to assess public attitudes toward HVPL in the USA. The study evaluates perceptions, knowledge, and attitudes toward building new transmission lines, as these relate to renewable energy, place attachment, and environmental impacts. Supporting Shrinkage describes a new approach to citizen-engaged, community-focused planning methods and technologies for cities and regions facing decline, disinvestment, shrinkage, and social and physical distress. The volume evaluates the benefits and costs of a wide range of analytic approaches for designing policy and planning interventions for shrinking cities and distressed communities. Since the 1990s, there has been a decline in biomass energy generation in California. In order to promote state governmental policies aiming to increase biomass energy generation in California, the sector has been linked to a series of external benefits that biomass energy purportedly brings. Through document analysis, semi-structured interviews, and participant observation, five distinct external benefits were identified that have been used to promote the biomass energy sector. These external benefits are: renewable energy generation, air quality improvements, promotion of forest restoration and fuel removal projects, disposal of wood waste from agricultural and forestry sectors, and rural economic development. …

The onset of the COVID-19 pandemic has accelerated the growth of e-commerce and home 32 deliveries. Automated parcel lockers are a way to improve delivery efficiency, but despite their 33 rapid growth, little is known about their accessibility and equity impacts. Among e-commerce 34 players in the U.S., Amazon stands out by its large market share. This research studies the 35 location of Amazon lockers in Portland, Oregon utilizing highway, land use, employment, and 36 sociodemographic datasets. We describe and discuss the development of scenarios for the Colombian mining industry. The scenarios were developed with a large group of stakeholders from across the Colombian government, society, and commerce, all with interest in and/or affected by the future of the mining sector. The process resulted in the creation of three different scenarios for the Colombian mining sector to 2030. The article describes the participatory process used for involving the stakeholders, including the workshops and the mapping technique that was used. The West Lake Pontchartrain region faces a number of long-term environmental challenges due to anthropogenic climate disturbance and landscape modification, including sea level rise, increased storm surge risk, shoreline erosion, and wetland degradation. In response, this thesis applies recent research in the fields of landscape architecture and civil engineering to propose a dynamic, natural-systems solution for wetland creation and shoreline protection. The California High-Speed Rail in California has exceeded its budget and proven that typical methods of laying out High-Speed Rail were inefficient and detrimental to residents. By analyzing routes where the High-Speed Rail could instead be routed through medians or dead space around existing freeways, the project team determined the feasibility and cost efficiency of such an undertaking. Historical and contemporary use of lead (Pb) in gasoline, paints, and industry have caused lead to be ubiquitous in the urban soil environment, disproportionately affecting low-income minority children. As soil is a major exposure pathway for children, an effective remediation technique for lead-contaminated soil is urgently needed. Common remediation techniques, such as excavation or soil capping, are expensive and environmentally destructive, especially on a city-wide residential basis. Decreasing the bioavailability of lead, or the fraction which is retained by the human body, may be a more economically and environmentally conscious option for remediating lead in urban environments.

The primary research objective is investigating the extent of citizen participation decision-making in the brownfield redevelopments in Birmingham, Alabama’s downtown revitalization to develop best practices for brownfield redevelopment collaboration. The technical literature affirms the need for citizen participation in project decision-making processes. Limited literature exists on how to best evaluate and incorporate participatory activities in brownfield redevelopments. This research adds to the literature, filling this gap by utilizing Arnstein’s ladder as an evaluative framework to quantify public participation in practice.
