A Case Study In The Development Of A Cost Reduction Methodology In The Public Sector, Ross Cooper Haines Apr 1990

A Case Study In The Development Of A Cost Reduction Methodology In The Public Sector, Ross Cooper Haines

Engineering Management & Systems Engineering Theses & Dissertations

Intense fiscal pressures have caused the Department of Defense (DoD) to explore new ways of reducing operating expenses. The primary technique used to achieve this objective is the use of competition - recently for maintenance requirements not previously subjected to competition. One such maintenance requirement is the periodic overhaul of one of the Navy's front line fighter aircraft - the F-14A Tomcat. This case study documents the cost reduction methodology developed by the DoD's incumbent overhaul facility in preparation for competition. The methodology discusses task time estimation, cost center structure, labor rate development and analysis, internal cost transfers as well …

Analysis And Development Of A Switched Capacitor Power Supply, John Richard Hackworth Apr 1990

Analysis And Development Of A Switched Capacitor Power Supply, John Richard Hackworth

Electrical & Computer Engineering Theses & Dissertations

The combination of a switched capacitor network and switching power supply techniques can result in a transformer less regulated DC power supply that is small, relatively simple, and efficient. In addition, the output of such a system could be operated over a wide range of common mode voltages. Multiple switched capacitor supplies could be stacked to achieve voltage multiplication.

Although the output of a system of this type is a continuous function, the internal operation must be analyzed in finite time elements. This numerical analysis will be shown in both a mathematical approach and a computer model.

Architecture For A Human-Robot Symbiotic System, Fred W. Depiero, Wayne W. Manges, Reid L. Kress, Mike R. Kedl, William R. Hamel

Electrical Engineering

This paper describes a human-robot symbiont that is under development at Oak Ridge National Laboratory. An overview of the symbiotic system is described that motivates the architecture that has been developed. The architecture is a hierarchical structure that consists of several expert systems which reside above a robot control interface. This interface allows the manipulator to be operated in both a teleoperated and autonomous mode. All these processes coexist with the lowest level of the hierarchy, which is a numerically intensive control algorithm. The architecture is implemented on five processors in a coarsely parallel system.

Heat And Momentum Transfer Analogies For The Transitional And Turbulent Flow Of A Non-Newtonian Power-Law Fluid In A Heated Pipe, Prapat Wangskarn, Bahman Ghorashi Mar 1990

Heat And Momentum Transfer Analogies For The Transitional And Turbulent Flow Of A Non-Newtonian Power-Law Fluid In A Heated Pipe, Prapat Wangskarn, Bahman Ghorashi

Chemical & Biomedical Engineering Faculty Publications

A model is proposed for the transfer of heat to non-Newtonian power-law fluids flowing in heated horizontal pipes. Comparisons with the existing models, based on the absolute-percent-arithmetic-average-deviation and the percent-standard-deviation, show that under the transitional and turbulent flow regimes the proposed correlation fits the experimental data more accurately over a wide range of flow behavior index and there are no restrictions for its use when applied to pseudoplastic fluids.

This report documents Kentucky's present pavement management system. In addition, the duties and goals of the Pavement Management Branch are catalogged and described. Methods for …

Fault Tolerant Benes Networks, Manoj Bhatnagar Jan 1990

Fault Tolerant Benes Networks, Manoj Bhatnagar

Theses

A fairly large number of fault tolerant topologies have been proposed for the multistage interconnection networks in the recent years. However very few of these schemes have focused on the Benes network. This thesis presents two new fault tolerant architectures for the Benes network. The thesis includes algorithms to construct these fault tolerant networks from a Benes network and the reconfiguration procedure in the event of a fault. The hardware characteristics of both the fault tolerant networks have been analyzed and compared.

Three-Dimensional Stress Analysis Of The Femoral Midshaft Utilizing Computed Tomography And Finite Element Analysis, Peter F. Marion

Theses

Recent advances in computer technology have provided both the medical community and biomedical engineers with a method for noninvasively evaluating the internal structure in a way not previously possible. A three-dimensional finite element model of a midshaft section of the femur was generated, utilizing Computed Tomography scan data. The CT scan data file was introduced into an edge-detection algorithm and a file of geometric edge data was generated. This edge data was introduced into a solid modeling Computer-Aided Engineering software package to produce a three-dimensional solid model. A mesh generation procedure was then used to create a three-dimensional finite element …

Performance Analysis Of A Dynamic Reservation Multichannel Local Area Network, Abubakar A. Ibrahim Jan 1990

Performance Analysis Of A Dynamic Reservation Multichannel Local Area Network, Abubakar A. Ibrahim

Theses

A reservation multiaccess protocol. is proposed to be used on multichannel local area networks. This protocol is advantageous for networks supporting integrated services. The delay and throughput performance for message transmission are obtained by analysist The delay performance of the protocol is similar to the M-CSMA/CD/IC multichannel network proposed by Marsan and Roffinella. It is found that the reservation protocol can provide better throughput-delay characteristics when the fraction of the total available bandwidth allocated to data is increased. It is also observed that the maximum throughput increases with the increase in the number of channels when the total bandwidth is …

Adaptive Fir Digital Filter Design And Simulation In The Noise Reduction System, Jack Jiabing Pang Jan 1990

Adaptive Fir Digital Filter Design And Simulation In The Noise Reduction System, Jack Jiabing Pang

Theses

The adaptive FIR digital filter is designed to suppress the noise in the tape recording and audio communication systems. The cutoff frequency of the digital FIR filters can be varied adaptively depending on the energy level of the input signal. In audio communication, especially, in tape recording systems, the noise obviously gets much bigger, when the frequency band of the system increases. The noise reduction system makes use of a phenomenon called masking, where the big signal-to-noise ratio makes human ears not sensitive to the noise. In a constant interval time, the system detects the signal level and compares the …

Ultrasonic Measurement Of The Geometric Parameters Of Gaseous Voids In Low Gravity Fluid Containers, A. T. Patten, William W. Durgin Jan 1990

Ultrasonic Measurement Of The Geometric Parameters Of Gaseous Voids In Low Gravity Fluid Containers, A. T. Patten, William W. Durgin

Office of the Provost Scholarship

A demonstration system for the ultrasonic gauging of fluids in low-gravity has been designed and tested. For purposes of simplification, it was assumed that vapor within a liquid container in low-gravity would form a spherical bubble which would float freely in the container. The project was designed to show that ultrasonic techniques could be used to determine the geometry of the resulting sphere given a worst-case transducer arrangement. The motivation was to simplify transducer mounting requirements so that propellant or other storage vessels could be fitted with ultrasonic gauging systems with a single or perhaps a few transducer penetrations. Data …

Influence Of Mineral-Bound Humic Substances On The Sorption Of Hydrophobic Organic Compounds, Ellyn M. Murphy, John M. Zachara, Steven C. Smith

United States Department of Energy: Publications

The sorption of three hydrophobic organic compounds (HOC) was investigated on hematite and kaolinite that had been coated with natural humic substances over a mass percent carbon range of 0.01-0.5%. Increasing quantities of sorbed humic substances increased the sorption of HOC. Anthracene, the most hydrophobic HOC, showed the greatest sorption enhancement, while the most aromatic coating, peat humic acid, was the strongest sorbent. Depending on the type of humic acid coating and the mineral substrate, the experimental Koc values were either higher or lower than those predicted by the Kow The sorptivity of a given humic acid for …

The Development Of The Smelting Industry In The Central Salt Lake Valley Communities Of Midvale, Murray, And Sandy Prior To 1900, Charles E. Hughes Jan 1990

The Development Of The Smelting Industry In The Central Salt Lake Valley Communities Of Midvale, Murray, And Sandy Prior To 1900, Charles E. Hughes

Theses and Dissertations

This thesis found that the three communities of Midvale, Murray, and Sandy were the center of the smelting industry in the Salt Lake Valley. These communities became the center of smelting because of their central location, the readily available water supply, and the availability of an inexpensive, efficient transportation system to ship the bullion. The smelters were surrounded by two major mountain ranges which provided a ready supply of good lead, silver, and copper ore.

The development of the smelting industry followed three separate phases or periods. The first phase was one of experimentation or period of discovery, in which …
