Public-School Systems Are Criminalizing Our Young People: Giving Voice To The Marganilized, Carrie Stoltzfus

Graduate Theses & Dissertations

A phenomenological qualitative study using Critical Race Theory and counter-storytelling was completed to investigate what K-12 public schools should be doing to keep young people out of the school-to-prison pipeline (STPP). This study took place in a large city in the Mid-Atlantic region of the United States. Interviews were completed with former students of the researcher who were previously incarcerated, educational professionals, and justice system professionals. Additionally, observations of the court systems and document reviews were completed in order to triangulate findings. Themes emerged around factors that lead to incarceration and the preferred practices to support young people to avoid …

Student voice may seem like a new concept; however, it has a long history of being engrained in public schools in the United States. The trend towards incorporating and expanding student voice opportunities in high school is based on the tenets of democracy. Educators seek to provide an opportunity for students to practice democracy in their school environment. Students are commonly disregarded as viable stakeholders in their schools. The Illinois State Board of Education offers students in grades 4 through 12 the opportunity to provide input on their schools using the Illinois 5Essentials Survey.

This dissertation is a historical case study that focused on the founding and continuation of the GSSch to define the term, academic resilience and to determine how the GSSch had impacted academic resilience. I examined qualitative data from interviews alongside research published during the founding (i.e. mid-1970s) and continuation (i.e. 1975-2020) of the GSSch. I used the research to examine how the actions of the leadership fit within the social and political climates of their time. Aligned with contemporary research on developing effective school leaders, a consortium of state principals’ associations established the School Leader Collaborative and developed the School Leader Paradigm (School Leader Collaborative, 2016) to help school leaders be intentional about their professional growth. This study used descriptive analysis to compare the School Leader Paradigm’s competencies and attributes with the development of school principals’ leadership at each of four phases of their careers: Aspiring, Launching, Building, and Mastering. Managing At The Intersection: The Negotiations Of Racialized Role Strain Of Black Mid-Level Student Affairs Administrators At Predominantly White Institutions, David Frank Hibbler Jr.

The purpose of this qualitative interview study was to identify the unique stressors Black mid-level student affairs administrators encounter, how they cope with such stressors, and the perceived consequences of these encounters and coping mechanisms. Data for this qualitative interview study was collected from face-to-face interviews with eight Black mid-level student affairs administrators at predominantly White institutions in the U.S, and from and an optional diary entry. Findings revealed that participants experienced racialized role strain as a result of interactions with White peers and supervisors, same-race peers, and navigating campus climate. The problem that drove this study was the increasing number of students with autism entering the school system, and the barriers often encountered for both academic and social inclusion for students on the autism spectrum. Autism Spectrum Disorder, as defined by diagnostic criteria, includes deficits in social-relational communication; social-communication deficits can lead to educational impacts and limit opportunities upon transitioning from the public-school system. The Communicative Pragmatics Of Data-Use For Equity: A Theoretical And Methodological Framework, Mary B. Ziskin

Calls for higher education institutions to implement improvements guided by “data-driven” processes are prevalent and widespread. Despite the pervasiveness of this turn toward data, research on how data-use works on the ground in postsecondary institutions—that is, how individuals within institutions make sense of education data and use it to inform practice—is still developing.

Drawing on Habermas’ Theory of Communicative Action (TCA), critical-race theory, and methodological guidance on critical-qualitative research methods, this paper synthesizes methodological and substantive insights from P–12 data-use research, with an eye to applying these insights to critical questions on postsecondary educational equity. Employability of students has risen as a key indicator of success of institutions, alongside an increased focus on policy for skills development in Canada. In Ontario, a hub for Canada’s economy, the issue of the “skills gap” has sustained interest as a significant but contested policy issue in public post-secondary education (Viczko, Lorusso, & McKechnie, 2019). Sustainability And Maturation Of School Turnaround: A Multiyear Evaluation Of Tennessee’S Achievement School District And Local Innovation Zones, Lam D. Pham, Gary T. Henry, Adam Kho, Ron Zimmer

Public Policy and Administration Faculty Publications

Recent evaluations of reforms to improve low-performing schools have almost exclusively focused on shorter term effects. In this study, we extend the literature by examining the sustainability and maturation of two turnaround models in Tennessee: the state-led Achievement School District (ASD) and district-led local Innovation Zones (iZones). Using difference-in-differences models, we find overall positive effects on student achievement in iZone schools and null effects in ASD schools. Additional findings suggest a linkage between staff turnover and the effectiveness of reforms. Beginning with the Obama administration’s “Educate to Innovate” campaign in 2009, integrated science, technology, engineering, and math (STEM) programs have flourished in our nation’s schools. Designed to increase the number of STEM professionals in the workforce and contribute to the United States’ continued viability in the global economy, these programs promote inquiry-based, technology-driven learning in collaborative, cross-curricular projects. Some schools have added art, and liberal arts, to the curriculum, making them STEAM programs.
